Guidelines for housing support for people who have rendered meritorious services to the revolution.
"The State provides direct support to households with one or more people who have rendered meritorious services to the revolution and whose houses are damaged or dilapidated (including households that have previously received support under other policies but whose houses are now damaged or dilapidated) so that these households can build new houses or repair existing ones, ensuring improved housing conditions for those who have rendered meritorious services to the revolution."

This is one of the principles for supporting revolutionary veterans with housing, as specifically guided by the Ministry of Construction in Circular No. 09/2013/TT-BXD dated July 1, 2013. According to this Circular, housing support for revolutionary veterans must ensure transparency, prevent losses, and ensure fair and reasonable allocation of support resources.
Simultaneously, the policy is implemented according to the principle of the State supporting and encouraging community assistance, with households contributing to the construction of housing that meets standards, quality, and is suitable to the specific conditions of each household; combined and integrated with other investment and support programs from the central and local governments to maximize the effectiveness of the policy.
Support for people who have rendered meritorious services to the revolution in building new houses or repairing existing ones must also ensure the following requirements:
In cases where a house must be demolished and rebuilt, the new house must meet the "three solid" standards (solid foundation, solid frame/walls, solid roof), have a minimum usable area of 30m2 (for single households, a usable area of less than 30m2 but not less than 24m2 may be built), and have a lifespan of 10 years or more.
For cases where a house requires repairs to its frame, walls, and roof, after the repairs, it must meet the "two sturdy" standard (sturdy frame and walls, sturdy roof), with a lifespan of 10 years or more, but it is not required to meet the usable area standards as stipulated above.
According to the Circular, those eligible for housing support as stipulated in Decision No. 22/2013/QD-TTg must meet the following conditions:
Firstly, they must be individuals whose names are included in the list of people who have rendered meritorious services to the revolution, managed by the Department of Labor, War Invalids and Social Affairs of the district, town, or city within the province, at the time Decision No. 22/2013/QD-TTg came into effect.
Secondly, those who were living and had registered their permanent residence before June 15, 2013 (the effective date of Decision No. 22/2013/QD-TTg) in a house that met one of the following conditions: the house was severely damaged and had to be demolished and rebuilt; or the house was damaged and dilapidated, requiring repair of the frame and walls and replacement of the roof.
In addition, after receiving the advance housing support funds as prescribed, households will organize the construction of their own houses. In cases where households are in difficult circumstances (elderly, single-parent, disabled, etc.) and are unable to build their own houses, the People's Committee at the commune level is responsible for organizing the construction of houses for these households.
The People's Committee at the commune level is responsible for monitoring, supervising, and assisting households during the construction and repair of their houses; mobilizing organizations and associations such as the Fatherland Front, Women's Union, Veterans' Association, and Ho Chi Minh Communist Youth Union to help households build houses, making the most of the ability to mobilize resources from the community and households in terms of labor and exploiting local materials such as sand, stone, gravel, wood, etc., to reduce construction costs.
After the completion of new construction or house renovation resulting in changes to the house area, if the supported household so desires, the competent authority shall facilitate the household in carrying out the procedures for confirming the changes to the house in the Certificate of Land Use Rights, Ownership of Houses and Other Assets Attached to Land. The time limit for confirming changes in the Certificate of Land Use Rights, Ownership of Houses and Other Assets Attached to Land shall be in accordance with the provisions of the law.
This Circular takes effect from July 15, 2013./.
