Instructions for taking recommendation votes for Party Committee Secretary positions at Party Congresses at all levels
(Baonghean.vn) - If the results of the Congress's introduction are different from the approved personnel plan, the report must be sent to the higher-level Party Committee for direction before electing the Party Committee Secretary.
The Congress's Ballot Counting Committee organizes the vote counting, reports the results to the Congress Presidium and the superior Party Committee (through the authorized comrade assigned by the superior Party Committee to attend and direct); hands over the vote counting minutes and recommendation ballots to the new Party Committee (through the convener as prescribed in Clause 1, Article 21 of the Party Election Regulations).

The new Party Committee continues to carry out the procedure for electing the Party Committee Secretary in accordance with the spirit of Instruction No. 34-HD/BTCTW dated October 8, 2009 of the Central Organizing Committee (in the case of the congress directly electing the Secretary); organizes the announcement of the Congress's recommendation results on the Secretary personnel at the first meeting of the new Party Committee and carries out the procedure for electing the Secretary according to regulations (in the case of the Congress not directly electing the Secretary). If the Congress's recommendation results are different from the approved personnel plan, it must report to the higher-level Party Committee for direction before electing the Party Committee Secretary.
Clause 1, Article 21 (Party election regulations):- The Secretary or Deputy Secretary of the previous term who is re-elected or the comrade authorized by the higher-level Party Committee (if the Secretary or Deputy Secretary of the previous term is not re-elected) shall convene, open and chair the meeting until the Presidium or Chairman of the conference is elected. Particularly at the first Conference of the Central Executive Committee, the provisions of Clause 1, Article 25 of these Regulations shall apply.
Clause 1, Article 25 (Party election regulations):- The first session of the Central Executive Committee is convened and chaired by the General Secretary of the previous term (re-elected or not) until the Presidium of the conference is elected. In case the General Secretary of the previous term is unable to convene, the Presidium of the Congress will appoint a convener.
