Instructions for electing delegates to attend higher-level congresses and replacement delegates
(Baonghean.vn) - If an official delegate, after being elected, moves his/her Party activities outside the Party Committee (the level that convenes the congress), the Party organization there will send a replacement delegate. If there is no replacement delegate, where conditions permit, a supplementary delegate will be elected.
As per InstructionsNo. 03-HD/TW of the Party Central Committee, issued on March 20, 2020, on "Some specific issues in implementing the Party's election regulations", the Secretariat provides guidance on electing a sufficient number of delegates to attend the Party Congress at higher levels; summoning or not summoning delegates to replace delegates attending the congress in some specific cases, as follows:
- About the number of delegates:
The lower-level Party Congress must elect the required number of delegates to attend the higher-level Party Congress; no more than the prescribed number may be elected. In case of insufficient election, it must be approved by a majority of the delegates and reported to the higher-level Party Committee.

- Cases of not being summoned to attend the congress:
- Party members at the Party congress, committee members and delegates at the congress who, before the opening of the congress, were suspended from Party activities, suspended from committee activities, prosecuted, or indicted; delegates elected but not in accordance with election principles and procedures.
- Party committee members at the level convening the congress have decided to retire or announced their retirement before the opening of the congress; or transferred to work outside the party committee before the opening of the congress.
- Regarding replacement of delegates:
- If an official delegate elected by a lower-level congress cannot attend the entire congress, the Party Committee will elect an alternate delegate to replace him/her.
- If an official delegate, after being elected, moves his/her Party activities outside the Party Committee (the level that convenes the congress), the Party organization there will send a replacement delegate. If there is no replacement delegate, where conditions permit, a supplementary delegate will be elected.
- Official delegates are absent in the first days of the congress, and are replaced by alternate delegates, but at the end of the congress, if they are able to attend the congress, if the congress presidium agrees to invite them to attend, they will be allowed to attend as invited delegates.
This Instruction replaces Instruction No. 04-HD/TW, dated October 6, 2014 of the Secretariat of the 11th tenure, effective from the date of signing and disseminated to Party cells. During the implementation process, if there are any problems, report to the Secretariat (through the Central Organization Committee) for consideration and decision.
