Towards building ethical standards of behavior on social networks
(Baonghean.vn) - The Code of Conduct was issued to create healthy conditions for social networks in Vietnam, ensuring personal freedom, freedom of business, non-discrimination between domestic and foreign service providers, in accordance with international standards, practices and treaties.
In recent years,social networkis growing stronger and stronger in the world as well as in Vietnam. It has undeniable positive aspects in modern social life such as providing more space for dialogue, bringing many positive benefits to us.

Faced with that reality, on June 17, the Ministry of Information and Communications issued Decision No. 874/QD-BTTTT on promulgating the Code of Conduct on social networks.
The Code of Conduct was issued to create healthy conditions for social networks in Vietnam, ensure personal freedom, freedom of business, non-discrimination between domestic and foreign service providers, in accordance with standards, practices and international treaties that Vietnam has participated in.
At the same time, the Code of Conduct aims to build ethical standards for behavior on social networks, educate awareness, create positive habits in users' behavior on social networks, contributing to building a safe and healthy network in Vietnam.
The subjects of application of the Code are State agencies, cadres, civil servants, public employees, and workers in State agencies using social networks; other organizations and individuals using social networks; and social network service providers in Vietnam.
The code of conduct for organizations and individuals is: Learn and comply with the terms and conditions of use of social network service providers before registering and participating in social networks. You should use your full name, real name of the individual, real nickname of the organization or agency and register with the service provider to verify the nickname, website address, and contact point when participating and using social networks.
Organizations and individuals also need to take measures to self-manage and secure their social network accounts and promptly notify authorities and service providers when their accounts lose control, are forged, or are used for unhealthy purposes, affecting national security and social order and safety, and affecting the legitimate rights and interests of organizations and individuals.
Organizations and individuals share information from official and reliable sources; have behaviors and conduct in accordance with the ethical, cultural and traditional values of the Vietnamese people; do not use hateful words, incite violence, discriminate against regions, genders, religions; do not post content that violates the law, information that insults the honor, dignity, affects the rights and legitimate interests of organizations and individuals; use offensive language, violates good customs and traditions; spread fake news, untrue news; advertise, illegally trade services... causing public outrage, affecting social order and safety.
The Code of Conduct encourages the use of social networks to promote and advertise the country, people, and good culture of Vietnam, share positive information, good examples, and good deeds; mobilize family members, friends, and people around them to participate in educating and protecting children and minors to use social networks in a safe and healthy way.
The code of conduct for cadres, civil servants, public employees, and workers in state agencies is: cadres, civil servants, public employees, and workers in state agencies must implement the provisions as for organizations and individuals; and must comply with the internal regulations of agencies and organizations regarding the provision of information on social networks.
Officials, civil servants, public employees, and workers in state agencies also need to notify the competent authority to promptly handle, respond, and resolve any conflicting opinions, information, or information that violates the law related to the functions, duties, powers, and management areas of officials, civil servants, public employees, and workers.
In addition, the Code also regulates conduct for State agencies and social network service providers.
Agencies and organizations shall, based on current legal documents and this Code of Conduct, implement and disseminate the contents of the Code of Conduct in accordance with the functions, tasks, powers and characteristics of their agencies and organizations, focusing on ensuring safety and health for vulnerable people when using social networks.
Users and social network service providers are encouraged to fully implement the contents of the Code of Conduct and widely disseminate it to other organizations and individuals using social networks.
