Towards building ecological agriculture, civilized farmers, modern countryside

Attending the Conference, at the Central bridge point were comrades: Vo Van Thuong - Politburo member, Standing member of the Secretariat; Tran Tuan Anh - Politburo member, Head of the Central Economic Commission; Le Van Thanh - Party Central Committee member, Deputy Prime Minister.

At Nghe An bridge, there were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches and localities.

MANY GREAT, COMPREHENSIVE ACHIEVEMENTS

On August 5, 2008, the 7th Conference of the Party Central Committee passed Resolution No. 26-NQ/TW on agriculture, farmers and rural areas. After nearly 15 years of implementing the Resolution, our country has achieved many great and comprehensive achievements in all three areas of agriculture, farmers and rural areas. Many development indicators have caught up with and surpassed those of countries in the Southeast Asian region.

Agriculture continues to develop in the direction of commodity production, improving productivity, quality, efficiency, and firmly ensuring national food security. Production and business organization in agriculture and rural areas continues to be innovated in accordance with the socialist-oriented market mechanism. Research and transfer of scientific and technological applications have made many advances, and vocational training for rural workers has been promoted.

The rural economy has shifted in a positive direction, increasing industry, services, rural occupations, and increasing income for rural people. The socio-economic infrastructure has been strengthened, the rural landscape has changed a lot, the material and spiritual life of farmers and rural people has been significantly improved, contributing significantly to socio-economic development.

However, besides the achievements, the agricultural, farmer and rural areas still have many limitations and weaknesses, such as: unsustainable agricultural development, low labor productivity. Uneven rural development, weak rural-urban connection; Infrastructure does not meet development requirements, rural culture and society still have many pressing issues. Income and life of the majority of farmers are still low and unstable, in some places the poverty rate is still high.

The Steering Committee for the Summary of Resolution No. 26-NQ/TW believes that in the new context, promoting the achievements after nearly 15 years of implementing the Resolution, it is necessary to have new policies of the Party for agriculture, farmers and rural areas to concretize the socio-economic development strategy for the period 2021-2030 and vision to 2045.

At the conference, ministries, sectors and localities contributed many opinions to the draft summary of the implementation of Resolution 26-NQ/TW of the Party Central Committee (10th tenure) on agriculture, farmers and rural areas. In particular, focusing on the contents on average income of rural people by 2030; policies and solutions on developing rural industries and occupations, deep processing of agricultural products; promoting the program of building "One commune, one product - OCOP"...

BUILDING ECOLOGICAL AGRICULTURE,CIVILIZED FARMERS,MODERN RURAL

Concluding the Conference, Comrade Vo Van Thuong - Standing member of the Secretariat emphasized that the issues of agriculture, farmers and rural areas have always been of interest to the Party and State over many periods, and have been identified as one of the top important tasks. Successfully implementing issues of agriculture, farmers and rural areas are of decisive significance to the successful implementation of other revolutionary tasks in each period.

Resolution 26-NQ/TW is assessed as a resolution that is popular, practical, highly feasible, and inspires the entire political system. The focused leadership, direction, and methodical implementation at all levels have created a strong shift in awareness and action, achieving many great achievements in all three areas, contributing to the great and historic achievements of the country's renovation.

The Standing Member of the Secretariat said that over the past 15 years, the domestic situation has undergone many major changes, and the task of building and protecting the country in the new situation requires improving the quality of implementing tasks of developing agriculture, farmers, and rural areas. The policy of building ecological agriculture, civilized farmers, and modern rural areas proposed by the 13th National Congress requires strengthening many new policies, strategies, and strong solutions to develop agriculture, farmers, and rural areas. This is the right time to summarize and issue a new Resolution on this issue.

According to comrade Vo Van Thuong, the principle of building a new Resolution must affirm that the "three rural areas" sector is an issue with a strategic position, role and significance for the new development stage of the country, an important factor that is a prerequisite for the country to achieve the goals set by the 13th National Congress until 2030 and a vision to 2045. Raising awareness of Party committees, Party organizations, ministries and branches about the position, role and strategic significance of agriculture, farmers and rural areas with the view that it must be deeper and more frequent.

In addition, the development of goals, tasks and solutions must be clear, coherent and feasible, identifying breakthrough solutions, suitable for each stage, with an implementation roadmap, avoiding generalities. The success of the Resolution must create strong changes in 3 areas, promote the good, overcome the limitations and weaknesses to the maximum. Create conditions to implement "leaving agriculture but not leaving the homeland"; attract investment in agriculture and rural areas; Vietnamese agricultural products must be ordered, not waiting to be rescued, rural areas must be an environment for young people to start businesses...

Comrade Vo Van Thuong - Standing member of the Secretariat requested the Steering Committee for the Summary of Resolution 26-NQ/TW to continue to research, refine, and absorb maximum opinions, complete the report, and soon submit it to the Politburo and the Secretariat./.
