We visited Vac hamlet, Hung Tay commune (Hung Nguyen district) on a day at the end of July. Under the scorching sun, the people of Vac hamlet were still enthusiastically working on rural road construction. The sounds of hoes and shovels mingled with the noise of concrete mixers, and the atmosphere of the villagers' work helped to alleviate the oppressive heat of the summer. Sweat streamed down the weathered faces of the farmers, soaking their clothes, but everyone was cheerful because they shared a common joy: with their own hands and hard work, they were making the village roads and alleys more spacious, clean, and beautiful, contributing to a more civilized life tomorrow.
The hamlet of Vạc has 125 households, mainly engaged in agriculture. These days, the villagers are busy tending to their summer-autumn rice crops, but when the hamlet announced the plan to build rural roads, the people all voluntarily participated. In this campaign, Vạc hamlet built 380 meters of internal hamlet roads. Households whose land is affected by the road contributed 1.1 million VND per person, while the government provided cement and labor, with the hamlet mobilizing the people to participate.
The head of Vac hamlet, Mr. Nguyen Van Minh, said: “As a hamlet with many roads, after the commune Party Committee issued a policy on building new rural areas, the hamlet's Party branch determined that the first priority was to propagate and mobilize internal resources from the people, focusing on building rural roads. The Party branch's policy was implemented by holding meetings with the people to gather opinions, and the people wholeheartedly supported it. During the construction process, the Party branch, the hamlet's leadership committee, and the hamlet's mass organizations were all present to encourage the people, and together with the supervisory team, ensured the quality of the project. The roads from the commune to each alley are all paved with clean concrete, and everyone is happy.”

As one of the two pilot communes for building new rural areas in Hung Nguyen district, the Party Committee of Hung Tay commune identified the key task of striving to become a new rural commune by 2015 as the focus of the 30th Party Congress, term 2010-2015. The Hung Tay commune Party Committee concretized this through a Resolution strengthening the Party's leadership in building new rural areas and assigned the Commune People's Committee to concretize it with a detailed plan for each stage. Based on the reality that Hung Tay is still a poor commune, the priority is to invest in agricultural development towards commodity production to eliminate poverty, increase the number of wealthy households, and create resources from within the people. At the same time, it is taking advantage of state investment resources to accelerate the improvement and upgrading of infrastructure serving production such as electricity, roads, and irrigation canals.
Following the motto "The State and the people work together," maximizing the mobilization of all resources from the people and encouraging investment in building new rural areas, the Hung Tay Party Committee chose the task of building standard rural roads as a breakthrough, creating a foundation for implementing subsequent criteria. The commune implemented the construction of a comprehensive system of rural roads and internal field roads, improved farmland, ensuring quality and convenience for travel and transportation of goods, and the consumption of agricultural products for the people. It also developed the commune's transportation network, upgrading the main roads of hamlets and alleyways.
Alongside infrastructure investment, the Hung Tay Party Committee focused on leading the economic restructuring. Comrade Nguyen Van Van, Secretary of the Party Committee, stated: “As an area adjacent to the city, with a large land area and a large population but low income, the lives of the people are difficult, and we cadres are very concerned. What to do to increase the income of farmers was a question that the 30th Hung Tay Commune Party Congress, term 2010-2015, devoted a great deal of time to discussing. The final answer, which later became a resolution and focused on leadership and implementation, was to promptly find solutions and measures to promote economic development and shift the economic structure in the right direction.” The commune Party Committee directed the agricultural cooperative to redefine the crop structure, selecting and replacing long-duration rice varieties with short-duration varieties to quickly free up land for winter crop production, gradually making the winter crop the main production season.
We visited the large-scale model rice fields producing high-quality rice in Khoa Da 2, 3, and Bac Phuc Hoa hamlets, which are structured with rice varieties such as AC5 and Bac Thom 67. This is a new feature in Hung Tay's crop structure; the area previously used for hybrid rice in Hung Tay has been replaced with high-quality rice varieties, along with the application of scientific and technical advancements in production, considering this a breakthrough for economic development.
To encourage farmers to produce in a concentrated and synchronized manner, the commune provides 70% of the seeds, trains farmers in science and technology, and directs agricultural officials to guide them in converting 122 hectares to high-quality rice production. Simultaneously, agricultural mechanization is implemented from land preparation to harvesting, increasing economic efficiency by 17-20%, and the product is favored by the market, gradually building the Hung Tay rice brand. Along with developing livestock farming in the form of family farms and implementing a program to crossbreed cattle, Hung Tay now has 39 family farms, increasing farmers' income.
Thanks to sound policies that resonated with the people, the New Rural Development program in Hung Tay has truly transformed the face of the rural area. The entire commune has completed 10 km of concrete roads worth 5 billion VND; built 3 new village cultural centers with capital contributed by the people worth 2 billion VND… The people mobilized 6 billion VND from their own resources. The poverty rate in Hung Tay decreased from 18% in 2010 to 14.2% in 2012, and the average per capita income reached 23 million VND/year. The New Rural Development program here, with its achieved results, serves as an encouragement and motivation for the Party Committee and the people to fulfill the resolutions set forth by the 30th Party Congress of the commune and the Party Congresses at all levels.
