Vietnam - Japan relations date back to the 16th century, when Japanese merchants came to Vietnam to trade. In 1909, Japanese merchant ships came to Nghe An to trade in Hung Nguyen district - Nghe An, then due to natural disasters and climate, they moved to other lands. When scholar Phan Boi Chau launched the Dong Du movement in the early 20th century (1906), sending 200 Vietnamese youths to study in Japan, it was the first step to lay the foundation for people-to-people diplomatic relations between Vietnam and Japan. Vietnam officially established diplomatic relations with Japan on September 21, 1973, since then Vietnam - Japan relations have developed rapidly and expanded in many fields with high trust.

For Nghe An province, in recent times, the provincial leaders have paid great attention to expanding relations with Japanese provinces, ambassadors and international organizations such as JICA, JETRO, so there have been many ODA and NGO projects invested in Nghe An with 45 projects, the amount of 10,770 billion VND. The Northern Nghe An irrigation upgrading project with a total capital of 5,700 billion VND funded by JICA Japan is a very typical example of effectiveness. Then the Children's Hospital upgrading project, Tourism development planning, Effective crop development project; Lam River salinity prevention and freshwater retention sluice (2,500 billion VND) is being studied and funded by JICA will be a strong resource for the upcoming socio-economic development of Nghe An. Japanese enterprises from Gifu province have also invested effectively in Nghe An, so the provincial leaders have researched and explored cooperation with Gifu province since 2012.

Gifu is a province in central Japan, located deep inland (no sea), with an area of ​​10,621.17 km2, population 2,101,683 people, is a province with potential for tourism, industry and agriculture. Here there are world cultural heritages such as Shiraka ancient village, Hida Takayama ancient town, Okuhida hot spring village, great Osaka waterfall, Sarubobo amulet, the most beautiful ancient castle in Japan Senguku located on the top of a high mountain. Seki city is the center of manufacturing the sharpest Japanese swords, knives, scissors in the world, has the longest and only two-story Shin Hotaka cable car in Japan with an altitude of 2,156m.

In Gifu province, there are also many rich and famous festivals of Japan, with famous Hida beef and delicious sweetfish along with other specialties. Gifu province is also famous for its developed industry and handicrafts, it is famous for its mechanical engineering, big brands such as: Misubishi, Kawasaki, Toyota, ... and is a famous place for producing wooden furniture and ceramics for 400 years (accounting for 60% of the Japanese market share). The famous beautiful ancient paper making profession has been very developed for 1,300 years, Gifu agriculture is famous for using modern technology, applying genetic technology to create high productivity and quality. Particularly, the crop yield here is dozens, hundreds of times higher than the yield of our crops such as tomatoes, oranges, persimmons ...

To develop the province's socio-economic development, the provincial leaders signed a memorandum of understanding on friendship and cooperation between Nghe An and Gifu provinces. The cooperation is mainly in 5 areas: Tourism; agriculture; investment; education - training; culture, sports and tourism. Specifically:

Regarding tourism: The two sides organize tourism seminars and send tourism promotion delegations to visit each other, travel companies open tours and routes and promote tourism potential of both sides.

For agriculture: Strengthen technical exchanges, send experts including lecturers, and receive students to acquire technology in the agricultural sector.

Regarding investment: Encourage and guide businesses to invest in the two provinces, improve the investment environment so that businesses can invest effectively and become more crowded.

Regarding education and training: The two sides encourage universities to cooperate in research through appropriate programs, student exchanges, and resource exchanges in academia, industry, agriculture, and medicine.

Regarding culture and sports: The two sides will increase sports exchanges focusing on the younger generation to strengthen friendship. The two sides will strive to share culture and traditional customs to deepen friendship and mutual understanding.

On the threshold of TPP integration, cooperation between Nghe An and GIFU province is a favorable condition to open a new direction in foreign economic relations and international cooperation. Currently, Nghe An is in need of capital, modern technology and management experience to promote its potential, minerals, land, human resources... which are the province's development strengths; it is necessary to focus on developing a team of entrepreneurs to master technology through cooperation to create highly competitive products.

The cooperation agreement is a good sign, but it is better to turn those agreements into reality, Japanese technology will shine on Nghe An land with high productivity and quality products that are competitive domestically and internationally. After signing the cooperation agreement, Nghe An province will issue a plan and schedule to closely and effectively implement each program. Connecting businesses in the province with Japanese investors to cooperate, invest and transfer technology is a key issue. In the near future, Nghe An province will send agricultural officials to Japan to study agricultural techniques for 14 months. These are the first seeds to create the foundation for building Nghe An's modern agriculture.

The country is in the period of integration and implementation of the TPP agreement, there are many advantages but also many challenges, so it requires all sectors, levels, and enterprises to strive, cooperate, grasp technology, master technology to create Nghe An branded products, contributing significantly to the development of the province.
