Career guidance, start-up, attracting talent linked to the project of arranging and organizing the provincial apparatus

(Baonghean) - At the 9th Provincial Party Committee Conference on December 29, 2017, Provincial Party Secretary Nguyen Dac Vinh directed, "We need to have high determination and supplement recruitment mechanisms to select talented people as well as strengthen training and fostering to improve the quality of cadres, civil servants and public employees."

Nghe An is developing strongly to become the center of the North Central region.

Despite great efforts, Nghe An province still faces many difficulties in attracting truly talented people in startups, arranging talented people into the payroll, and taking on important positions in the State apparatus.

The main reason is that there is no satisfactory solution to the problem of arranging a "position" for talented people; there are no breakthroughs in building and organizing the implementation of a system of sharp mechanisms and policies, improving and operating a streamlined, modern, highly service-oriented state apparatus to support business development, orient and support start-ups and businesses.

So how to approach this problem?.

In the old approach, mechanisms, policies, and apparatus were built and operated mainly from the management and operation requirements of the State, focusing on processes, procedures, and administrative orders. Although we have tried very hard to implement administrative reforms, streamline the apparatus, and achieved some good results, the previous imprints are still strong.

The transition of the government's leadership and management method from administrative command to creation and service as directed by the Prime Minister still faces many obstacles and difficulties. In a new approach, there is a higher interaction and companionship between the State and the people, promoting the intellectual resources and love for the homeland of the people of Nghe An, implementing the motto "helping a talented person succeed will use, attract and create conditions for many other talented people".

This approach comes from the context that the country is making strong changes in administrative reform for the convenience of people and businesses, the root of which is the work of cadres; Coming from the reality of the potential of the homeland, Nghe An has many excellent students, many parents with good students, from the beginning have wanted their children to work and start a career in their hometown after graduating from university, college or vocational schools without emphasizing salary, income as well as other conditions.

However, what students and parents encounter is great difficulty in finding officially published information on the needs, plans and recruitment standards for the majors (specialties) of each agency (state, enterprise), ensuring details for each unit at the present time as well as in a number of years corresponding to the vocational training cycle.

At the same time, it is very difficult to get official information on start-up orientation and clear support commitments from the government for those starting a business in Nghe An, thereby identifying opportunities, advantages, and difficulties for the output of each major in the locality, as a basis for career guidance, career and professional choice for children after graduating from high school.

If we can achieve this wish, we will kill two birds with one stone, which is:

The first,The State plays a good role in supporting career guidance, creating favorable conditions for all citizens in deciding on career choices for themselves and their children now and in the future.

Monday,We have many opportunities to choose good students, graduates from prestigious schools at home and abroad who want to work, start a business and contribute to the homeland without requiring many strict conditions.

Tuesday, contributing to minimizing negativity and concealing information for personal gain, helping Party and government leaders have enough documents to better direct the work of arranging and organizing the apparatus, reserving "a place" for talented people.

Fourth, change the way the administrative apparatus operates from command to support, serve society and develop the economy. And finally, contribute to orienting the training of occupations and specialties close to the needs of society, avoiding excess training and wasting human resources after training due to non-use. On mechanisms and policies:It is necessary to issue a Resolution of the Provincial Party Committee on orientation, support and service for startups in Nghe An in the spirit of Resolution No. 35/NQ-CP dated May 16, 2016 of the Government and Decision No. 844/QD-TTg dated May 18, 2016 of the Prime Minister. In which, focus on subjects who want to learn to form ideas, build startup plans; subjects who are starting to start a business; subjects who are starting to direct investment and production and business in Nghe An (up to now, the Provincial People's Committee has only issued a Decision to support individuals and startups with many binding conditions such as having the ability to grow quickly, new business model, having at least 1 year of experience, 1 year of operation...).

It is necessary to make the criterion "Talent proven through practice" one of the first criteria, with the highest weight in selecting, arranging and appointing cadres; make the appointed leadership mechanism have a detailed action program during the term with specific targets and results; commit to accepting disciplinary action and resigning if the results are not achieved in the "Project to arrange the organizational apparatus, streamline the payroll and restructure the team of cadres, civil servants and public employees to improve the effectiveness and efficiency of the political system of Nghe An province in the period of 2018-2021 and the following years" as directed by the Provincial Party Committee in Decision No. 1616-QD-TU dated January 2, 2018.

About action:Resolutely reorganize the apparatus and reform the administration; focus on building and operating a modern, open and transparent e-government. Reorganize the "one-stop" processing method towards online and public services to support businesses and people in all stages of administrative procedures. Develop, update and publish details on the province's electronic information portal on the recruitment needs of state agencies for industries, occupations and specialties in the current year and plans for the following years (at least ensuring a 5-year cycle) of the whole province, detailed to each unit, with specific standards and requirements.

Build, regularly update, publicly announce information data sets, forecast job needs of businesses in the whole province. Open an "Electronic Office for Career Guidance and Entrepreneurship" to publicize policies, guide, support, and serve startups and business establishment with the participation of all levels of government, departments, branches, associations, consulting and support units...

Improve the quality of entrepreneurship education in schools to orient and foster the desire to get rich in the homeland, eliminating the idea that "it is difficult to develop in Nghe An".

Hopefully, if this approach is realized, it will contribute to the successful implementation of major policies on administrative reform, career guidance, start-ups, training and resource utilization, attracting talents, contributing to promoting the province's economic and social development.
