'Going to the grassroots, mobilizing and rallying the people'

Being nominated as a candidate for the 17th Provincial People's Council, term 2016 - 2021 is an honor and a responsibility of a people's representative. As Head of the Provincial Party Committee's Mass Mobilization Commission in charge of mass mobilization work of the Provincial Party Committee, if I am elected by voters as a delegate to the Provincial People's Council this time, I will implement the proposed action program with the following 3 contents:

First: Fully promote the responsibilities and powers of elected representatives, fully attend People's Council meetings. Actively participate in building resolutions of the People's Council suitable for the locality to develop the province's socio-economy faster, improve voters' lives; participate in monitoring and questioning activities at People's Council meetings.

Second: Take care of the grassroots, especially the areas assigned to run for the Provincial People's Council to grasp the people's situation; advise the Party Committee to direct the government and sectors to promptly handle and resolve urgent and outstanding issues at the grassroots.

Third: With the responsibility of Head of the Provincial Party Committee's Mass Mobilization Commission, I and the Commission are always proactive and creative in advising the Provincial Party Committee and the Provincial Party Committee's Standing Committee to lead the political system and all classes of people to effectively carry out the three important goals and tasks of mass mobilization work in the new situation, which are: Firmly consolidating the people's trust in the Party, strengthening the great national unity bloc and the close relationship between the Party and the people; gathering and mobilizing the people to well implement the Party's guidelines and policies and the State's policies and laws; promoting the great strength of the people, creating a large-scale revolutionary movement to build and defend the Fatherland and homeland.

To achieve the above content, I will focus on doing well the following 6 things:

First: Advise on innovation in the Party's leadership method on mass mobilization work, especially strengthening and innovating, improving the quality and effectiveness of mass mobilization work of State agencies. Implement administrative reform well. Increase contact and dialogue with the people, promptly resolve complaints and denunciations of citizens. Improve the public ethics of cadres and party members.

Second: Regularly grasp the people's situation, especially their legitimate thoughts and aspirations, to promptly and accurately reflect and advise the Party Committee to lead, direct and resolve.

Third: Advise on the effective implementation of grassroots democracy regulations in communes, wards, towns, agencies and enterprises to promote people's mastery; publicize and make transparent the Party and State's policies and guidelines at the locality, unit and people's contributions.

Fourth: Advise the Party Committee on the leadership of the activities of the Fatherland Front and socio-political organizations such as: Innovating the content and methods of operation; promoting patriotic emulation movements among all classes of people. Creating conditions for the Fatherland Front and organizations to actively participate in monitoring, social criticism and giving opinions to build the Party and build an effective government.

Fifth: Advise on effectively implementing the emulation movement "Skilled mass mobilization" associated with new rural construction and studying and following Ho Chi Minh's moral example, in which the motto of 3 skills is well implemented: "skillful in choosing work, skillful in organizing, skillful in propagating and mobilizing" and paying attention to timely evaluation, summary, commendation and replication of models.

Sixth: Building a cadre team of the mass mobilization system to meet the requirements of the tasks in the new period. Consolidating and strengthening the close relationship between the Party, the government and the people, contributing to consolidating the great national unity bloc, keeping the people safe, creating high consensus among the people to successfully carry out socio-economic, national defense and security tasks and building a strong political system.
