Mobilizing resources to build a spacious and modern Vinh city
(Baonghean) - Vinh City is making efforts to effectively manage urban planning and beautification, focusing on attracting investment to continue building the city into a center of the North Central region.
According to the adjustment of the general planning for Vinh city construction to 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 52/QD-TTg dated January 14, 2015, Vinh city will expand to an urban area of about 250km2, including Cua Lo town, Quan Hanh town and some communes of Nghi Loc district, Hung Nguyen district. Overall, the development plan of Vinh city together with Cua Lo town becomes a coastal urban area of Vietnam; the center of the North Central region in 10 fields: Finance, trade, tourism, science and technology, information technology, high-tech industry, health, culture, sports, education and training.

STEP BY STEP FORMATION OF REGIONAL CENTER
Previously, implementing Decision 2468/QD-TTg of the Prime Minister, Vinh city had clear development, gradually forming the element of a regional center.
In the medical field:The city currently has 285 medical facilities, including 2 branches, 10 provincial medical centers, 9 provincial hospitals, 1 city hospital, 10 private hospitals, 1 medical university, 252 specialized clinics and other types. The pharmaceutical and medical supplies system has 51 operating companies and branches. Investment in medical infrastructure has been focused. The quality of medical examination and treatment has been significantly improved, with many new and modern methods and techniques successfully applied.

About information and communication technology:Currently, there are 6 telecommunications enterprises and 2 cable television enterprises in the area; 2 publishing units, 400 printing establishments, 183 distribution establishments in the area; Nghe An Radio and Television Station has been invested in upgrading, covering the entire province and the whole country.
In the field of tourism:In recent years, tourism has developed rapidly and become an important economic sector. The growth in tourist arrivals in the period 2015 - 2018 reached an average of 4.2%/year, with 1.98 million visitors in 2018 alone; revenue increased by an average of 15.8%/year. Tourism activities have created jobs for more than 3,500 direct workers and about 10,000 indirect workers.

NEED TO MOBILIZE RESOURCES SYNCHRONOUSLY
To successfully carry out the task of building Vinh city into a regional center in over 10 fields in the spirit of Resolution 26/NQ-TW of the Politburo, the city needs solutions to mobilize resources from the Central Government, the province, investment sources from international financial organizations, investors and resources from the people to carry out investment in developing Vinh city in a comprehensive and modern manner.
On that basis, in my opinion, the following solutions need to be implemented:
First,The Government soon had policies and guidelines to prioritize the development of Vinh city into a regional center in over 10 fields in the spirit of Resolution 26-NQ/TW, focusing on 5 fields to become a feasible regional center, including: Tourism, science and technology, education and training, healthcare, and information technology.
The Government is interested in, creating conditions and supporting in mobilizing investment from donors: World Bank, Asian Development Bank, German Reconstruction Bank,... to carry out large projects, solving urgent and important issues such as environmental sanitation, water supply and drainage, climate change response and vital traffic systems.
Support projects that create momentum for socio-economic development, create highlights for building smart, civilized and modern urban areas; in which priority is given to investment in large urban infrastructure and traffic works, projects that connect and spread development among sectors, fields, regions and areas such as: National Highway 1A through the city; Provincial Road 535 (Vinh - Cua Hoi); Road 46 (Vinh - Nam Dan); city drainage system; urban embellishment works...
Ministries and sectors are helping the city mobilize the World Bank (WB) to finance the Sustainable Urban Development and Climate Change Adaptation Project with a total estimated investment of 165 million USD, of which WB capital is 129.5 million USD. The Government is requested to consider adjusting the allocation level for this project.

About Nghe An province:Review unfeasible projects that violate land laws to recover them, creating resources for the province, city and other investors to exploit and invest. Leave the excess land use fee revenue, increase the land use fee adjustment rate; adjust the annual public investment capital allocation rate for the city. Increase the rate of some regular expenditures and the rate of adjustment of revenues for the city, especially supplementing the capital for municipal administration to strengthen environmental sanitation and urban beautification in the city. Prioritize mobilizing ODA capital in the city. Proactively arrange land acquisition capital to create clean land funds for investment projects.

Do a good job in urban planning and beautification. Continue to improve the quality of the City Compensation Council for Land Acquisition and Clearance to resolve difficulties and problems in compensation, site clearance, and resettlement support. The city will focus on investing in building a synchronous infrastructure system, implementing urban beautification; completing the infrastructure of industrial parks and industrial clusters to attract investors. Improve the quality of human resources, especially highly skilled workers, and develop local human resources.
Promote administrative reform, focusing on reviewing and simplifying administrative procedures towards streamlining, transparency, publicity, and shortening the time for processing documents. Review land funds to increase land access for businesses, create clean land funds to attract investors...
