The Chairman of the National Traffic Safety Committee requested a focus on controlling passenger transport by car, especially on the North-South route.

According to Official Dispatch No. 232 issued on February 16th (the 7th day of the Lunar New Year), the National Traffic Safety Committee assessed that the traffic safety situation on February 16th and 17th would be very complex and unpredictable due to people returning to major cities for work, resulting in a significant increase in traffic volume. This poses a high risk of traffic congestion on national highways, especially those leading to Hanoi and Ho Chi Minh City, along with an increased risk of traffic accidents.

To ensure traffic safety and order in the coming days and during the Spring Festival 2013, to prevent congestion and reduce traffic accidents, the Chairman of the National Traffic Safety Committee requests the Heads of the Traffic Safety Committees of provinces and cities to focus on decisively directing solutions to ensure traffic safety and order.

First, mobilize maximum resources, vehicles, and equipment to strengthen patrols, inspections, and strictly handle violations of traffic safety regulations, especially those with a high risk of causing accidents such as exceeding the speed limit, carrying more passengers than permitted, driving in the wrong lane or section of the road, driving under the influence of alcohol; stopping and parking to pick up and drop off passengers illegally and charging excessive fares; motorcyclists not wearing helmets, etc. Focus on inspecting and penalizing drivers of passenger buses and motorcycles who violate regulations, with a particular emphasis on national highways 1, 3, 5, 51, 14, 18, etc.

Local authorities are developing traffic management plans, deploying traffic police, traffic inspectors, and public order police to be on duty regularly on key national highways, especially those leading to Hanoi and Ho Chi Minh City, and areas where Spring festivals are held. They are implementing measures to regulate traffic and promptly alleviate congestion when it occurs, resolutely preventing prolonged traffic jams.

In addition, strengthen supervision and inspection of traffic safety at train stations, bus stations, ports, and ferry terminals; resolutely suspend vehicles that do not meet technical safety standards, vehicles carrying more passengers than permitted, and vehicles charging excessive fares; focus on controlling passenger transport by car, especially on the North-South route.

During the six days of the Lunar New Year holiday (February 9th to 14th), 290 traffic accidents occurred nationwide, resulting in 234 deaths and 284 injuries. Compared to the same period in 2012, there was an increase of 1 accident, 1 death, and 10 injuries. The majority of traffic accidents involved motorcycles and scooters, with many resulting in 4 or 5 fatalities, the majority of victims being young people.

The main causes are speeding, reckless overtaking, driving on the wrong side of the road, driving under the influence of alcohol, not wearing helmets, and carrying three or four people on motorcycles.
