On the afternoon of December 22, the Provincial National Assembly Delegation had a meeting with the People's Committee of Hung Nguyen District regarding compensation and resettlement support for the North-South Expressway Project passing through the district. This activity aims to implement the thematic monitoring plan for the implementation of Resolution No. 43, dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program and the implementation of the National Assembly's Resolutions on a number of important national projects until the end of 2023.

According to the report of Hung Nguyen District People's Committee, the North-South Expressway Project, the section passing through Hung Nguyen District, has a total length of nearly 26 km, with a total reclaimed area of ​​more than 186 hectares of residential land, garden land, and agricultural land. There are 5,066 households affected by the project, of which 154 households are relocated and resettled in 13 areas.

Up to this point, the project's site clearance compensation and resettlement support have been completed. Specifically, the District People's Committee has approved 286 decisions on compensation and land acquisition plans with a total of more than 620 billion VND.

The district People's Committee has also built 13 resettlement areas. Up to now, households have been assigned land and granted land use right certificates, built houses, and stabilized their lives.

However, there are currently some issues arising around land acquisition for the project. Specifically, there are currently many agricultural land areas that, although not acquired for the project, cannot be used for production or cultivation because they are “sandwiched” between the North-South Expressway Project and National Highway 1A bypassing Vinh. From practice, people have proposed that the State have a policy to acquire this area.

Through the process of implementing compensation and site clearance for the North-South Expressway Project and other works and projects in the area in the past time, Hung Nguyen district proposed that competent authorities pay attention to adjusting the price of agricultural land to calculate compensation and increase the level of support for career conversion for people whose land is recovered for vocational training and job creation.

Proactively propose plans to use difficult-to-produce land areas after recovery

Concluding the meeting, Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation, Head of the Supervisory Delegation acknowledged the sense of responsibility, drastic leadership and direction of the Party Committee, government and the participation of the entire political system from district to grassroots level in site clearance and resettlement for the national key project, the North-South expressway.

The head of the monitoring delegation requested Hung Nguyen district to review and focus on resolving backlogs and issues arising in site clearance compensation related to adjusting the construction design of some project items; pay attention to resolving petitions and recommendations from the people, including the recommendation to install a lighting system in the resettlement area.

Regarding the proposal to reclaim the area facing difficulties in production due to the impact of the project, the Head of the monitoring delegation suggested that the district should review, carefully evaluate and proactively plan the use when proposing to reclaim this area.
