An official of the Committee said that the notice placed right at the door shows the viewpoint of the Organizing Committee of the District Party Committee that it only welcomes people to work, not people coming to wish a happy new year.

"The Board's leaders only visit policy beneficiaries and Party members aged 60-65 years old," said this official.
According to the District Party Committee's Organizing Committee, the placement of the notice board is to concretize Directive 16 of the Secretariat. The Directive clearly states the prohibition of giving or giving Tet gifts to superiors, superiors "taking advantage" of subordinates in any form; strictly prohibiting the use of public budget, means, and assets for personal activities during Tet, festivals, etc.
