Nam Dan district implements important plans
(Baonghean.vn) - According to the orientation to 2035, Nam Dan district will have 3 urban areas; including 1 central urban area (upgrading Nam Dan town from type V to type IV urban area) and 2 type V urban areas (Nam Giang urban area and Phuc Cuong urban area). The goal by 2035 is for Nam Dan to reach a rate of 30.7% urbanization.
Publicize regional planning, adjust and expand the town's general planning
The construction planning of Nam Dan district was approved by the Provincial People's Committee in Decision No. 3698/QD-UBND dated October 22, 2020 and was announced by the District People's Committee on November 3, 2020 at the Hall of the District Cultural Center.
The plan to preserve, restore and promote the value of the special national relic of President Ho Chi Minh Memorial Site in Kim Lien Commune, Nam Dan District, sponsored by T&T Group Joint Stock Company with a total planning area of 278.86 hectares, was approved by the Prime Minister in Decision No. 1943/QD-TTg dated November 27, 2020 and the Provincial People's Committee announced the plan. Currently, T&T Group Joint Stock Company is implementing a number of projects according to the approved plan such as the 9-storey waterfall, the 45-hectare cultural tourism area in Kim Lien Commune.

Along with that, the adjustment and expansion of the General Construction Planning of Nam Dan town, Nam Dan district to 2035 (scale 1/5,000) has been appraised by the Department of Construction in Document No. 2541 dated July 15, 2022. Currently, the planning is being submitted to the Provincial People's Committee for approval.
After the regional planning was approved and the general planning of the town was expanded, Nam Dan is implementing steps to attract investment, invest in infrastructure construction, and expand regional connections to exploit potential advantages to develop Nam Dan into a worthy district, becoming a model New Rural District and a unique tourist center.
Specifically: Nam Dan district announced detailed planning of urban areas in the town; Nam Dan has passed a decision on approving the detailed construction planning at a scale of 1/500 of functional areas in Nam Dan town; Urban and commercial service areas in Con Bau area and in Bac Thung block, Nam Dan town.

Up to now, the detailed construction planning at a scale of 1/500 of the new central urban area in Nam Dan town, sponsored by Thien Phat Investment and Trading Service Joint Stock Company with a scale of 20 hectares, has been approved by the Provincial People's Committee in Decision No. 858/QD-UBND dated April 2, 2021. This is a modern, synchronous urban area with 40% of the area allocated for housing, townhouses, low-rise houses and a 5-storey commercial center. The total investment is 1,175 billion VND, creating a housing fund for about 1,000 people.
The detailed construction planning at a scale of 1/500 of the Urban and Commercial Service Area in Con Bau area, Nam Dan town, sponsored by Hung Dung Investment, Construction and Trading Joint Stock Company with a scale of 38.2 hectares, has been approved by the Provincial People's Committee in Decision No. 106 dated January 13, 2022.

The detailed construction planning at a scale of 1/500 of the Urban and Commercial Service Area in the North of Nam Dan town sponsored by Xuan Hoa Brick and Tile Joint Stock Company with a scale of 32.2 hectares has been approved by the Provincial People's Committee in Decision No. 358/QD-UBND dated February 14, 2022.
Mr. Nguyen Hong Son - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Nam Dan District said: The new urban areas will be built into mixed-use urban areas with synchronous and quality technical infrastructure, with parallel and adjacent villas, with increased landscape and water surface areas, contributing to increasing the architectural landscape of Nam Dan town. Nam Dan town is a core urban area linked to urban areas.
Uncleimportant to attract investmentchumccareer
Being a district close to Vinh urban area, favorable for industrial development, in recent years, Nam Dan district has attracted factories, constructions and projects. Nam Giang Industrial Cluster (IC) was approved by the Provincial People's Committee for detailed construction planning at a scale of 1/500 in Decision No. 725 dated March 16, 2011 with a total area of 36.5 hectares. Currently, the IC has been filled to 69.86%. Currently, there are 11 hectares of phase 2 of Hanoi Textile and Garment Joint Stock Company HANOSIMEX that have not been implemented due to the impact of the Covid-19 epidemic affecting the process and production and business of the enterprise.
Meanwhile, the planning of Van Dien Industrial Park was approved by the Provincial People's Committee to adjust the detailed construction planning at a scale of 1/500 in Decision No. 5709 dated December 26, 2018, with an approved area of 10.63 hectares. Up to now, Dinh Vang Company Limited has invested in building an export leather shoe factory with an area of 8.2 hectares, accounting for 77.1% of the planned land area with a total capital of 283 billion VND.
At Nam Thai Industrial Park, the Provincial People's Committee approved the detailed construction plan at a scale of 1/1000 in Decision No. 1652 dated April 22, 2010 with a total area of 20 hectares. Currently, an investor has registered to implement the project: Nghi Son Concrete & Structure Processing Factory at Nam Thai Industrial Park with an area of 3.06 hectares.
The planning of the high-tech industrial production complex of Nam Dan Van An Company Limited in Nam Giang commune was approved by the Provincial People's Committee in 2013 with an area of 25.58 hectares with the goal of producing high-end jewelry products from gold, silver, specialized pharmaceuticals, garment processing, and packaging with a total expected investment capital of 2,197 billion VND.
Thanks to good planning and planning management, and at the same time, investing in building synchronous traffic infrastructure, conveniently connecting with Vinh city, Cua Lo port, Vinh airport... the work of attracting investment to Nam Dan has achieved many important results.
Currently, the district has attracted clean, environmentally friendly industrial production enterprises such as garment, leather shoes, and enterprises investing in the fields of services - trade, tourism associated with promoting the landscape and relics in the district. Up to now, there have been 4 enterprises investing in production and business in Nam Giang and Van Dien industrial clusters with 6,016 employees (Dinh Vang Company Limited has 1,150 employees, Haivina Kim Lien Garment Factory has 2,960 employees, Hanosimex Textile Factory has 1,436 employees, Nam Dan Van An Company Limited has 470 employees), income from 5 - 8 million VND/person/month. 3 large corporations investing and producing and doing business in the area are Vingroup with Vincom Trade Center+, T&T Group with the Cultural Tourism Area project in the Kim Lien National Special Relic Complex and TH Group investing in the Nui Chung Spiritual Cultural Tourism Area.
Mr. Nguyen Hong Son - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Nam Dan district said: To manage planning well and contribute to socio-economic development in the long term, Nam Dan district focuses on solutions.
Firstly, complete the master plans to serve as a basis for implementing the establishment of zoning plans (including the establishment of adjusted plans and supplementary plans for areas without plans), aiming to cover the zoning plans in communes and towns; thereby, ensuring synchronization and unity between planning levels, creating effective planning management tools and calling for investment, maximizing the potentials and strengths of localities in the district.

Second, the district strengthens planning management, construction order management, planning publicity, site clearance compensation, investment attraction, and assignment of specific responsibilities and tasks to each position and title.
Strengthen inspection and supervision in construction management; promptly detect, prevent and take drastic measures or recommend competent authorities to handle according to regulations. Local authorities strengthen inspection of implementation according to construction permits; strictly handle violations in construction investment. Especially acts of construction contrary to approved planning, without permits, encroachment on sidewalks, road traffic safety corridors, safety corridors of dams, canals, etc.
Another solution is to promote the role of the people as subjects in planning, planning management, and construction management. Strictly implement the collection of opinions from agencies, organizations, individuals and communities. In addition, manage information according to GIS (Geographic Information System is a computer system used to collect, store, check and display data related to locations on the Earth's surface).
According to the approved Nam Dan regional planning, the Vientiane - Hanoi expressway with a scale of 4-6 lanes will be built through Nam Dan. National Highway 46 will be upgraded to a level III plain road, the section through the urban area will be 25-35m wide, National Highway 46B will be a level II plain road, National Highway 46C will be upgraded to a level III plain road, National Highway 15 will be upgraded to a level IV plain road, the section through the urban area will be 25-35m wide. Main roadUrban and tourist areas connecting Nam Dan town area, urban and tourist areas with the main traffic systems of the district, road cross-section width 17.5-48m with 2-4 lanes for motor vehicles.
