Nghi Loc District announces recruitment of Nghi Quang Commune Police Chief
(Baonghean.vn) - According to Nghi Loc District People's Committee, Mr. Nguyen Ngoc Thau's personal statement when applying for the position of Nghi Quang Commune Police Chief did not include information about having been sentenced to 12 months of suspended imprisonment.
On November 16, Nghi Loc District People's Committee issued Official Letter 1629 to the Standing Committee of Nghi Loc District Party Committee reporting on the recruitment of Mr. Nguyen Ngoc Thau - Chief of Nghi Quang Commune Police. The report stated that the recruitment process of Mr. Nguyen Ngoc Thau to the position of Chief of Nghi Quang Commune Police was carried out according to the regulations on recruitment of commune civil servants issued under Decision No. 59/2008/QD-UBND, dated September 26, 2008 of Nghe An Provincial People's Committee.

Accordingly, on July 11, 2011, Nghi Quang Commune People's Committee issued a document on the proposal to recruit commune civil servants with the following content: After agreeing with the Standing Party Committee, Nghi Quang Commune People's Committee proposed the District People's Committee to recruit 3 professional civil servants.
Announcement and organization of application collection, the District People's Committee has collected applications including 5 recruitment targets for 5 positions of police chief (all of whom have been sent to intermediate police training for replacement sources).
On December 14, 2011, the recruitment council approved the list of candidates applying for civil servant positions, including Mr. Nguyen Ngoc Thau and 4 other candidates applying for 5 positions of Police Chief of 5 communes.

After agreeing on the list of candidates, on December 24, 2011, the District Recruitment Council organized a recruitment exam, in which 5 candidates took the exam for 5 positions of Commune Police Chief, including Mr. Nguyen Ngoc Thau applying for the position of Nghi Quang Commune Police Chief.
On March 29, 2012, the Recruitment Council met to approve the exam results. Accordingly, Mr. Nguyen Ngoc Thau and 4 other candidates for the position of police chief of 5 communes were unanimously approved by the Council to submit to the Chairman of the District People's Committee the results of the recruitment exam and report to the Department of Home Affairs for appraisal according to the recruitment regulations.
On June 21, 2012, the District People's Committee issued a decision to recruit 84 civil servants, including Mr. Nguyen Ngoc Thau, to the position of Chief of Nghi Quang Commune Police from July 2012. In March 2013, Mr. Thau was appointed as an official civil servant, Chief of Nghi Quang Commune Police.
According to the People's Committee of Nghi Loc district, during the process of implementing the recruitment process, collecting documents, organizing the exam, publicizing the results, announcing the successful candidates, reporting to the Department of Home Affairs for appraisal, deciding on the recruitment, deciding on the appointment of the civil servant position of Chief of Nghi Quang Commune Police for Mr. Nguyen Ngoc Thau, the recruitment council did not receive any petitions, information or feedback from individuals or organizations related to Mr. Nguyen Ngoc Thau, including the fact that Mr. Nguyen Ngoc Thau was sentenced to 12 months in prison by the Nghi Loc District People's Court but given a suspended sentence in 1998.

Regarding the content that Mr. Nguyen Ngoc Thau was once sentenced to a suspended sentence, Nghi Loc district said: In the verdict No. 43/HSST dated October 20, 1998, it stated: On October 20, 1998, Nghi Loc district People's Court opened a public first-instance trial of the criminal case against the defendant Nguyen Ngoc Thau (born in 1974, residing in Nghi Quang commune, Nghi Loc district). The defendant was sentenced to 12 months in prison for disturbing public order but was given a suspended sentence, with a probation period of 18 months. The defendant sentenced in verdict No. 43/HSST dated October 20, 1998 is Mr. Nguyen Ngoc Thau - current Chief of Nghi Quang commune Police.
Regarding the incident that occurred at the Nghi Quang Commune People's Committee headquarters on the afternoon of November 9, Nghi Loc District People's Committee has temporarily suspended Mr. Nguyen Ngoc Thau - Chief of Nghi Quang Commune Police to serve the investigation. At the same time, the management of all aspects of the work of the Chief of Nghi Quang Commune Police is assigned to Mr. Tran Xuan Quang - Deputy Chief of Nghi Quang Commune Police to ensure security and order in the area. After the conclusion of the investigation agency, the District People's Committee will base on the provisions of law to strictly handle Mr. Nguyen Ngoc Thau's violations of the law.
Previously, as stated in the announcement of Nghi Loc district police, at around 3:00 p.m. on November 9, Mr. Nguyen Ngoc Thau (Chief of Nghi Quang commune police) used a rubber bullet gun equipped with explosives, injuring Mr. Nguyen Dinh Thanh (commune chairman). The evidence has been confiscated, and Mr. Thau was taken to the district police headquarters for investigation.
