Quynh Luu district was assessed and recognized as a new rural district.

Afternoon of March 30,Central Appraisal Councilheld a meeting to review and vote to recognize Quynh Luu district, Nghe An province as meeting the NTM standards in 2021. The conference was chaired by comrade Tran Thanh Nam - Deputy Minister of Agriculture and Rural Development, Chairman of the Central Appraisal Council.

On the side of Nghe An province, there were comrades: Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Nguyen Van De - Director of the Provincial Department of Agriculture and Rural Development; provincial departments, branches and sectors, leaders of Quynh Luu district.

Quynh Luu district started implementing the National Target Program on New Rural Development with a low starting point, large area, large population, equal educational level, high poverty rate; the current agricultural production of the district is still small-scale, often affected by natural disasters and epidemics; the average value obtained per agricultural land area is low. Attracting investment from enterprises in agriculture and rural areas is difficult; the district has a large proportion of agriculture accounting for nearly 50% of the economic structure...

Realizing the significance and importance of the National Target Program on New Rural Construction, the Party Committee, the government, the Fatherland Front and political organizations of Quynh Luu district have focused on synchronously implementing tasks and solutions. The movement "All people join hands to build new rural areas and civilized urban areas" has become a widespread emulation content and has received trust, consensus, voluntary participation, and active contribution of effort, money, land and working days of the people and the content throughout the district.

Up to now, Quynh Luu district has 32/32 communes(100%)meeting new rural standards. Of which, 3 communes, Quynh Doi, Quynh Luong, Quynh Hau, were recognized by the People's Committee of Nghe An province as meeting advanced new rural standards and Quynh Doi commune was recognized as a model rural commune in 2021.

Results of resource mobilization for new rural construction in the district: Total implemented budget: 19,131.7 billion VND, of which: State budget: 5,665.769 billion VND, accounting for 27.2%; Credit loan capital: 1,472 billion VND, accounting for 7.9%; Enterprise capital: 1,393 billion VND, accounting for 7.5%; People's capital contribution: 853.7 billion VND, accounting for 4.6%; People and enterprises self-built, renovated houses, invested in production: 9,747.2 billion VND, accounting for 52.7%.

The district has 9/9 (100%) criteria for new rural districts that have met the standards according to Decision No. 558/QD-TTg dated April 5, 2016 of the Prime Minister.

Tocontinue to maintain and improve thenew rural criteriahas been achieved, the Steering Committee of the National Target Program on New Rural Construction of the district has directed the communes to develop plans and organize the implementation of the set of criteria for communes meeting advanced new rural standards, model new rural standards in the period 2021 - 2025. Strive to have 15 - 18 communes meeting advanced new rural standards by 2025, 2-3 communes meeting model new rural standards...

At the meeting, members of the Central Appraisal Council discussed and evaluated the results of building new rural areas in Quynh Luu district and voted to approve. The members highly agreed to propose the Prime Minister to issue a decision to recognize Quynh Luu district as a new rural district in 2021, and at the same time requested Quynh Luu district to complete the dossier before submitting it to the Prime Minister for decision.
