Thanh Chuong district needs to urgently guide commune-level Vi and Giam folk song clubs to access support policies.
(Baonghean.vn) - While most of the effective commune-level folk song clubs in the province have been strengthened to access support policies in the spirit of Resolution 29/2021/NQ-HDND of the province, up to now, some clubs in Thanh Chuong district have not yet been able to access them.
As reported, up to now, after 3 years of implementing Resolution 29/2021/NQ-HDND, dated December 9, 2021, regulating support policies for artisans and clubs in the field of intangible cultural heritage (hereinafter referred to as Resolution 29), but4 commune-level clubs in Thanh Chuong districtThe folk song clubs of Ngoc Son, Dai Dong, Thanh Linh, Dong Van have not yet received support from the resolution. The reason is that these commune-level clubs have not been fully established and completed procedures to comply with point a, clause 1, article 3 (Clubs preserving and promoting intangible cultural heritage must have their establishment decisions and charters approved by the Chairman of the District People's Committee) stipulated in this resolution.
It is worth mentioning that this is only an exceptional case in Thanh Chuong district, while other localities across the province have had many ways to help commune-level clubs complete their dossiers in accordance with the provisions of Resolution 29.

Reasons for not being able to access the policy
When asked about this issue, Mr. Dau Ba San - Deputy Head of the Department of Home Affairs of Thanh Chuong district said: After Resolution 29 was issued on June 3, 2022, we established a district-level club. The establishment was based on Official Dispatch No. 2079/UBND-VX dated March 20, 2022 of the Provincial People's Committee on the implementation of Resolution No. 29/2021/NQ-HDND dated December 9, 2021 of the People's Council of Nghe An province, the application to establish the Song Lam Vi and Giam Folk Song Club, Thanh Chuong district.

According to Mr. San, in addition to establishing new district-level clubs, the consolidation of commune-level clubs requires some consideration, especially following every word in the documents of Resolution 29 and current documents; and must have the opinion of the district-level association.
Mr. San said: “To ensure the establishment of the associations to operate effectively, the Department of Internal Affairs has discussed many times with Ms. Vo Thi Nguyet - Head of the Song Lam Vi and Giam Folk Song Club, Thanh Chuong District, to hold meetings of the Executive Board (the Executive Board has representatives of the grassroots club members), evaluate the results of activities and make recommendations. In particular, whether it is necessary to establish Vi and Giam Folk Song Clubs at the grassroots level or not, please give your opinion (because the grassroots associations previously operated without a "mother association" which is the district-level club), and send it to the Department of Internal Affairs for consideration, but so far there has been no report or recommendation".
Mr. San firmly said: “When there is a district-level "mother association", the establishment of a grassroots association must have the proposal of the "mother association" to be eligible to complete the documents and procedures. The "mother association" will submit to the Standing Committee of the Party Committee for approval. If approved, the Department of Internal Affairs will advise on the decision to allow the establishment.”

In addition, Mr. San said: The Department of Home Affairs based on Official Dispatch No. 682/SNV-TCBM dated May 13, 2015 of the Department of Home Affairs on the implementation of Conclusion 102-KL/TW of the Politburo and the direction of the Provincial Party Committee and Provincial People's Committee on mass associations. In the dispatch, it stated: "Do not raise the issue of recognizing new socio-political organizations, socio-political-professional organizations. Regarding the organization of associations, it is not necessary to have a vertical system from the Central to the provincial - district - commune levels".
Guidance needed soon
However, according to Document 2079/UBND-VX dated March 30, 2022 of the Provincial People's Committee on the implementation of Resolution No. 29/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council: For clubs that were established and operating before January 1, 2022 but did not complete the procedures, it is necessary to organize inspections, review, and guide the clubs to complete all procedures in accordance with regulations.
Mean4 Vi and Giam folk song clubs in Thanh Chuong districtHaving been operating for decades with far-reaching influence, the district only needs to guide the clubs to complete all procedures so that the clubs can enjoy policies in the spirit of Resolution 29.
Discussing this issue, Mr. Dang Van Hoa - Head of the Department of Culture and Information of Thanh Chuong district said: We have consulted many times with the Department of Home Affairs on the consolidation of the Vi and Giam folk song clubs at the commune level that have been operating effectively since before January 1, 2022 and received the opinion of the Department of Home Affairs that it is necessary to follow the current regulations, but in my opinion, the current regulations do not have any wording that stipulates that the district-level Association must review and make recommendations before the commune-level Associations can be consolidated.
Mr. Hoa also said: It is completely unnecessary to let the district-level Club approve the reorganization of the commune-level Club, because according to the provisions of Decree 45 of the Government on the organization of Association activities and Guiding Document No. 2079/UBND-VX dated March 30, 2022 of the Provincial People's Committee on the implementation of Resolution No. 29/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council, commune-level Clubs established before January 1, 2022 only need to be reorganized, and the reorganization procedure is also very simple and easy to implement. Like commune-level Clubs operating effectively in other localities, they only need to have a list of current Club members and the association's operating charter approved and completed by the district.

Regarding this issue, Mr. Nguyen Van Chien - Vice Chairman of Thanh Chuong District People's Committee said: We have requested the Department of Home Affairs to report on the implementation of Resolution 29. Through the report, the Department of Home Affairs committed that the lack of completion for commune-level clubs is well-founded. In the near future, we will have a meeting between the parties on this issue to resolve the problems, trying as soon as possible so that the commune-level Vi and Giam folk song clubs that have been operating effectively in the past can access the policy.
Clause 1, 2, Article 3, Resolution 29 stipulates: Clubs for Preservation and Promotion of Intangible Cultural Heritage must have their establishment decisions and charters approved by the Chairman of the District People's Committee; Have a board of directors and at least 20 members; Regularly conduct at least one meeting per month; Practice performances and organize teaching to preserve and promote the value of intangible cultural heritage in the area; Actively participate in festivals, competitions, exchange activities, and promote cultural heritage of the province and locality, and are supported with 30,000,000 VND/newly established club to purchase musical instruments, props, and performances, and 5,000,000 VND/club/year for operations.
