The People's Committee of Ky Son district has temporarily stopped providing support for breeding animals to people from public investment sources of National Target Programs due to severe cold weather and complicated developments of livestock diseases.

Near the end of December 2024, in Ta Ca commune, Ky Son border district, cold weather has affected a large area. Ta Ca commune People's Committee has recommended that people limit the free-range movement of livestock and poultry, cover barns, and increase green food to help livestock fight cold and disease.

The leader of Ta Ca Commune People's Committee said that according to the implementation of the District People's Committee, poor and near-poor households in the commune are supported with pig and cow breeds from the investment source of the National Target Programs for the period 2022 - 2024. The disbursement procedures have been completed but the distribution of breeds to people is being temporarily postponed due to the harsh weather, threatening the development of livestock.

According to the Department of Agriculture and Rural Development of the People's Committee of Ky Son district, the public investment source for providing cow breeds to households in Ta Ca commune in the period of 2022-2024 is over 1.3 billion VND. Of which, the source in 2024 is over 600 million VND to support breeding cows (including funding for breeding support, costs for building barns, vaccination and initial feed support). However, the provision of breeding cows is currently temporarily suspended to avoid cold and epidemics (African swine fever).

Entering the last months of 2024, the weather in the mountainous districts has turned cold. In Ky Son, since the beginning of November 2024, along with the harsh weather, livestock diseases have also shown signs of complicated developments.

Specifically, anthrax appeared in cattle, killing 25 cattle in Huoi Tu commune. By mid-December 2024, 15 cattle had died due to cold weather scattered in some remote communes such as Keng Du, Dooc May, Na Ngoi, Nam Can, etc. In addition, African swine fever is still threatening to affect the pig herd, although the epidemic is under control.

Mr. Nguyen Xuan Truong - Head of the Department of Agriculture and Rural Development of the People's Committee of Ky Son district said that the Department has proposed to temporarily stop distributing breeding animals and postpone the distribution time to early 2025. With the situation of severe cold weather continuing to increase, distributing cow, goat and pig breeding animals to people at this time will be disadvantageous, even easily leading to the death of breeding animals.

In Ky Son district, the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas in 2024 simultaneously implements the capital source for 2022, 2023 carried forward and the capital allocated for 2024 of more than 832 billion VND. By November 30, 2024, more than 290 billion VND had been disbursed, reaching 34.9%. Meanwhile, the National Target Program on Sustainable Poverty Reduction simultaneously implements the capital source for 2022, 2023 carried forward and the capital allocated for 2024 of more than 201 billion VND; more than 136 billion VND has been disbursed, reaching 67.65%.
