PV:According to you, what is the reason for the Traffic Police Department to issue this general plan for controlling road vehicles and what is the specific plan?
Lieutenant Colonel Le Thanh Nghi:After the social distancing period ended, when vehicles were allowed to operate again, violations of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer, the Law on Road Traffic, and Decree No. 100/2019/ND-CP of the Government regulating administrative sanctions for violations in the field of road and railway traffic by traffic participants are on the rise. The situation of resisting law enforcement officers and illegal racing is taking place in some places, causing public outrage.

To maintain stability in traffic safety, control and reduce traffic accidents and traffic congestion; serve Party Congresses at all levels towards the 13th National Congress of the Party.
Accordingly, from May 15 to June 14, the national traffic police force will deploy forces, vehicles, and technical equipment to focus on controlling all types of road motor vehicles, focusing on passenger transport vehicles, container trucks, cars, and motorbikes. Focus on controlling and strictly handling violations of alcohol concentration, drugs, speed, lanes, road sections, overtaking, helmet regulations, weaving, driving in groups, etc.
PV:The plan clearly states that, in addition to controlling expressways and National Highway 1A, for other routes, based on the actual situation, each locality will have appropriate plans. So, in Nghe An, what is the plan, comrade?
Lieutenant Colonel Le Thanh Nghi:On May 12, 2020, Nghe An Provincial Police issued Plan No. 150/KH-CAT-PC08 on the general control of road motor vehicles; accordingly, the Traffic Police force of the whole province will simultaneously deploy on national highways, provincial roads, urban roads, inter-provincial, inter-district and inter-commune roads in Nghe An province. The subjects of focus are all types of road motor vehicles, focusing on passenger transport vehicles, container trucks, cars and motorbikes.
Accordingly, we will focus on controlling and strictly handling violations of alcohol concentration, drugs, speed, lanes, road sections, overtaking, helmet regulations, weaving, driving in groups, etc.
The Traffic Police Department has arranged patrol teams, controlled the force, equipped with vehicles, technical equipment, weapons, and support tools according to regulations to effectively implement the Plan for general control of road motor vehicles, promptly prevent acts of obstruction, opposition, and criminal activities on national highways.
District police direct traffic police to conduct general control of road motor vehicles, and if necessary, mobilize other forces to coordinate implementation.

During the performance of duties, use the technical means provided to record acts of disobeying traffic police orders, resisting law enforcement officers, illegal racing and other crimes as a basis for handling in accordance with the provisions of law. The alcohol concentration measuring device equipped for the traffic police force during patrol, control and handling has been inspected by competent authorities, ensuring technical parameters according to strict standards such as inspection stamps, inspection marks, and inspection certificates according to regulations.
These machines are integrated with printers, have 2 functions of measuring the blow tube and the blow funnel. Currently, the blow funnel is not used for qualitative measurement, but a separate blow tube is used for each person for quantitative measurement, ensuring sterilization of the measuring device and blow tube; each blow tube after use is put into a sealed plastic bag for disposal according to the regulations of the Ministry of Health. Each person uses the blow tube once, so people can rest assured and do not have to worry about contracting infectious diseases.
In addition, traffic police officers and soldiers, when on duty and in direct contact with people, must follow the instructions of the health sector to ensure safety for themselves and the people.
