Plan to build 2,420 houses for the poor in Nghe An highlands

(Baonghean.vn) - According to the plan, 1,420 houses funded by the Ministry of Public Security will be completed before August 19, 2023. The remaining 1,000 houses funded by Nghe An Provincial Police will be completed before May 30, 2023 to be handed over to households.

On March 18, the Steering Committee for Mobilizing and Supporting the Construction of Houses for the Poor and People with Housing Difficulties in Nghe An Province issued a plan to implement the construction of houses from the mobilized resources of the Ministry of Public Security and Nghe An Provincial Police.

The plan requires serious, drastic and effective implementation of the construction of 2,420 houses for the poor and people with difficult housing circumstances in 6 border districts, especially those with special difficulties in Nghe An province, according to the province's policies and directions. Contribute to joining hands, accompanying and supporting people to overcome difficulties, eliminate hunger and reduce poverty, actively participate in ensuring security, order and the movement of the People to protect the security of the Fatherland on the border.

Mobilize all resources of the entire political system, organizations, agencies, businesses, philanthropists and people in accordance with regulations; promote the advisory, inspection, urging and supervision role of the police force to complete the construction on schedule, with quality and in accordance with regulations.

The Steering Committee also requires that the construction implementation must ensure the correct roadmap, progress, quality and legal regulations; ensure savings and efficiency. Housing support is in the form of direct support; ensure the right beneficiaries. Units assigned tasks must uphold the sense of responsibility in performing tasks and coordinate closely in the implementation process, ensuring the safety of people's lives and property as well as participating forces.

According to the plan, 2,420 houses will be built in 6 border districts for poor households and households with housing difficulties, including Ky Son, Tuong Duong, Que Phong, Con Cuong, Anh Son, Thanh Chuong. Of which, 1,420 houses from the Ministry of Public Security's mobilization and support source will be distributed in 27 border communes in the districts: Ky Son, Tuong Duong, Que Phong, Con Cuong, Anh Son, Thanh Chuong. 1,000 houses from the Provincial Police's mobilization and support source will be distributed in the remaining communes of the districts: Ky Son, Tuong Duong, Que Phong, with the following numbers: Ky Son: 500 houses; Tuong Duong: 300 houses; Que Phong: 200 houses.

Each house has a construction area of ​​46.5m22and usable area 36m2, with steel frame, corrugated iron roof... In which, the cost of production, installation of the body and roof is mobilized by the Ministry of Public Security and the Provincial Police with 50 million VND/house. The cost of building the foundation and floor is mobilized by the government, the Fatherland Front Committee and organizations from households, clans, communities and other legal sources. In cases of extreme difficulty, the "Fund for the Poor" at the district and commune levels will consider support based on agreement (in writing) with the Party Committee and authorities at the same level.

Regarding the implementation process, for the 1,420 houses mobilized and supported by the Ministry of Public Security, based on the list of households selected and approved by the district People's Committee, the supported capital is transferred to the district-level "Fund for the Poor" account. The district-level Vietnam Fatherland Front Committee coordinates with the district People's Committee and relevant agencies to implement the process of supporting the construction and handover of houses to households, and settle the funding source to ensure regulations...

The Steering Committee requires the selection of contractors with sufficient capacity, experience and who have effectively implemented this model in the provinces. Households must submit a voluntary application to participate in the program (with confirmation from the Front Working Committee and local authorities) and directly sign a contract with the construction unit, with a power of attorney for the "Fund for the Poor" of the districts to directly pay the contractor after the project is completed in accordance with the approved design. Party committees, authorities, and Fatherland Front Committees at district and commune levels coordinate to supervise, appraise, accept and hand over the project.

Based on the handover and authorization letter to transfer payment funds to the construction unit of the households, the payment request document of the construction unit, the Vietnam Fatherland Front Committee - District-level Fund for the Poor will transfer funds one time (50 million VND/house) to the construction unit.

Regarding the implementation roadmap, for 1,420 houses mobilized and supported by the Ministry of Public Security, the foundations of the works will be completed before April 30, 2023. The installation of all 1,420 houses will be completed before August 19, 2023. For 1,000 houses mobilized and supported by the Provincial Police, the foundations of 128 houses in Chieu Luu commune, Ky Son district will be completed before March 25, 2023. The foundations of the remaining works will be completed before April 20, 2023. The installation of all remaining houses will be completed before May 30, 2023.

The Steering Committee also assigned specific tasks to each department, branch, and locality, in which the Provincial Police Department is responsible for presiding over and coordinating with relevant units to advise on the establishment of a Working Group to assist in the implementation of this Plan; regularly reporting results to the Provincial Steering Committee. Coordinate with relevant units to advise on receiving funding sources and connecting and receiving houses. Be the focal point for coordinating with functional departments of the Ministry of Public Security to report and implement the instructions of the Ministry of Public Security during the implementation process. Advise on selecting contractors in accordance with regulations, sponsors with sufficient capacity, experience, and legal status to ensure the correct implementation roadmap...

The Vietnam Fatherland Front Committee of Nghe An province and socio-political organizations are responsible for presiding over and coordinating with relevant organizations and units to call for and mobilize resources to support localities in the process of implementing foundation construction and supporting transportation during the process of installing houses for beneficiaries. The People's Committees of Ky Son, Tuong Duong, Que Phong, Con Cuong, Anh Son, Thanh Chuong districts are responsible for advising the District Steering Committee, assigning specific tasks to members (requiring the entire socio-political system to participate). In particular, assigning tasks to each comrade in the Steering Committee to be in charge and responsible for one or more villages, hamlets, and hamlets; coordinating to review and make a list to ensure the correct subjects; directing, urging, inspecting, and supervising the process of organizing the implementation of house construction and repair, to acceptance, handover to each household and settlement according to regulations.

Organize surveys, review and make a list of subjects eligible for house donation in the communes to ensure compliance with the regulations of the Provincial People's Committee before March 22, 2023. Organize the signing of contracts to implement house construction. Work and agree with households on handing over the site to the construction unit for implementation. Mobilize households to participate in house construction.

In addition, the districts are also responsible for taking the lead in developing plans, calculating transportation plans, assigning participating forces (cadres, party members, people and households) to transport house-building materials, and making detailed construction progress plans for each household. Mobilizing organizations and individuals to support and help with money, labor days and materials to support the construction of foundations and floors; ensuring the set schedule. Consulting, inspecting, urging and guiding the process of building foundations and floors for households. Guiding the People's Committees at the commune level to accept and hand over built houses to households in accordance with regulations. Directing the People's Committees at the commune level to regularly inspect and supervise the construction of houses according to approved designs. Presiding over and coordinating with the construction unit and household owners to accept and confirm the completed construction volume in stages and confirm the completion of the project for use according to the instructions of the District People's Committee.
