Accountants of 4 companies 'draw lines' for illegal trading of 350 billion VND in invoices
As an accountant for four businesses, Duyen colluded with many related parties to illegally buy and sell 621 value-added tax invoices; the total value of goods recorded on the invoices was nearly 350 billion VND.
On May 30, 2025, the Investigation Police Agency of Quang Binh Provincial Police announced that it had dismantled a "Illegal invoice trading" ring that occurred at a number of companies operating in the field of labor leasing in many localities across the country.

According to the initial investigation results, Nguyen Thi Duyen is the accountant of HX Network Trading and Service Company Limited, Win Group Human Resources Supply Company Limited (at the address of Hong Thang Residential Area, Hong Ha Ward, Yen Bai City, Yen Bai Province); IQ Group Joint Stock Company (Nguyen Thai Hoc Ward, Yen Bai City, Yen Bai Province); Sunflower Trading and Service Company Limited (Thai Son Commune, Hiep Hoa District, Bac Giang Province).

From 2022 to 2024, Duyen colluded with many related subjects to illegally buy and sell 621 value-added tax invoices of "ghost companies" in Ho Chi Minh City and the southern provinces. The total value of goods recorded on the invoices was nearly 350 billion VND.
Regarding the above case, the Investigation Police Agency of Quang Binh Provincial Police also executed the Decision to prosecute the accused, the Order to search the residence and workplace and the Order to arrest the accused for temporary detention against the accused Nguyen Nhu Thanh (capital contributing member) and Le The Hai (Director of Win Group Human Resources Supply Company Limited), Le Quang Hai (Owner of IQ Group Joint Stock Company) for the crime of Illegal trading of invoices as prescribed in Clause 2, Article 203 of the Penal Code.
Currently, the Investigation Police Agency of Quang Binh Province Police is continuing to expand the investigation, clarify the case to strictly handle related subjects according to the provisions of law, and at the same time recover lost State assets.
