80m drainage canal in Vinh city is 'suspended'?
(Baonghean.vn) - The 80m canal with the task of draining water through Nghi Phu commune (Vinh city - Nghe An) to Rao Dung river flowing into Lam river has been planned since 1991 but has not been implemented yet, causing concern for people living in the area where the canal passes through.

Residents of hamlets 15 and 14 Nghi Phu, Vinh city, are worried and anxious when they learn that the 80m drainage canal has been delayed, affecting the construction of houses as well as the buying and selling of real estate by the people here.
Mr. Dang Trung, hamlet 15 Nghi Phu, said: I heard that the canal is near my house but I don't know when it will be built.

This canal has been planned in the Vinh City Master Plan since 1991 and has been kept intact through adjustments to the City Master Plan.
This content has also been specified in the detailed planning project of related wards and communes (the latest is in the Project to adjust the Vinh City Construction Planning to 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 52/QD-TTg dated January 14, 2015).

The scale of the canal is built in a combined traffic route style, planned to have a width of 80m (40m wide canal with wide traffic routes on both sides).
According to the plan, this canal plays a very important role in ensuring drainage for the northern area of Vinh City; regulating part of the flood on Ke Gai River through Rao Dung River to Lam River, reducing flooding in the rainy season for the downstream of Vinh River; at the same time creating landscape, improving microclimate (bringing water surface into the urban area) for Vinh City.
In response to the people's opinions, in an exchange with Mr. Ha Thanh Tinh - Vice Chairman of Vinh City People's Committee, it was learned that: Because this is a large-scale project, it is necessary to prepare long-term capital. Therefore, in the medium-term infrastructure construction plan using budget capital (2017-2020), Vinh City has not yet arranged funding for implementation.
Mr. Ha Thanh Tinh also said: During the time the project has not been implemented, households within the planning scope of the canal and 80m road above are still allowed to build, renovate and repair houses (according to the procedures for granting a temporary construction permit), carry out procedures for transferring land use rights (whole plot) and other legal rights according to the law.
