(Baonghean)The Party Committee of Hung Binh Ward, Vinh City, always prioritizes improving the quality of branch meetings by utilizing Party newspapers and magazines as a means of disseminating information, thereby innovating the form and content of meetings.

To better understand the innovations in the Party Committee's leadership and guidance, as well as the use of Party newspapers and magazines in regular meetings to innovate the form and content of branch meetings, we were invited to attend a branch meeting in Block 23, Hung Binh Ward, Vinh City.

As is customary, the Party branch holds its regular meeting on the 3rd of each month. Along with disseminating and thoroughly understanding the new policies and guidelines of the Party and State, directives, resolutions, and instructions from higher-level Party committees, current domestic and international affairs are updated through Party newspapers and magazines (Nghe An Newspaper and Nhan Dan Newspaper), selected by the Party branch secretary. Party branch secretary Truong Hai Chau stated: "Through specific articles, exemplary individuals, and effective practices featured in these newspapers, the ward's Party committee has skillfully adapted them to the specific conditions of the locality."

For example, in 2012, to complete the rainwater and wastewater drainage ditches in the west and south of Group 2, upgrade the clean water supply in Alley 2, Ho Sy Duong Street in Residential Group 5, and upgrade the street lighting for 4 groups, etc., drawing on lessons learned from some exemplary news articles, the mobilization of people to contribute over 40 million VND for the renovation and upgrading of these projects was carried out quickly and effectively. In the area, some households have rental housing, and the Party branch updated security and order information from Nghe An Newspaper to inform the tenants, educating and managing them to ensure security and order in the area.

Following a similar approach to the Party branch in Block 23, many other Party branches have also effectively utilized information from Party newspapers, just like the Tan Tien Party branch. Despite facing numerous difficulties, due to its proximity to the bus station and its status as a hotspot for social ills, particularly drug use and prostitution, and with over 60% of its members being self-employed—selling drinks, sticky rice, driving motorbike taxis, cyclos, etc.—whose occupations and incomes are unstable and whose economic situation remains challenging, Comrade Hoang Khac Hue, the Party branch secretary, stated: The Party committee provided the branch with three issues of the newspapers: Nghe An, Nhan Dan, and Dai Doan Ket. These are important resources that contribute to enhancing the branch's leadership capacity in monitoring and understanding the thoughts and mobilizing Party members and the general public to implement the Party's policies and guidelines. The Party branch maintains a regular monthly meeting schedule on the 3rd of each month. To improve the quality of these meetings, the Party committee has carefully studied and selected information of interest to many people to include in the meeting agenda, thereby increasing understanding of current events.

For self-employed Party members, the Party newspaper has provided them with additional knowledge and broadened their understanding. The Tan Tien neighborhood, established in 1993, was still weak until 1996, only improving to a relatively good level in 1998. However, from 1999 to the present, it has consistently achieved the status of a strong and clean Party branch, and from 2009 to the present, it has been recognized as an exemplary strong Party branch. The neighborhood has maintained its status as a cultural and civilized street.

Comrade Hoang Thi Thanh Loan – Secretary of the Hung Binh Party Committee – assessed: “The content, quality, and authenticity of Party newspapers and magazines have greatly supported Hung Binh in its leadership and guidance work. Therefore, subscribing to and using them is not only a duty but also a right of the Party branches…”.
