According to the General Department of Taxation, currently, at petrol and oil trading establishments, there is still fraud causing damage to consumers and loss of revenue to the state budget.
Some local Tax Departments such as Nghe An, Thai Binh, Lam Dong proposed implementing solutions to manage petroleum business activities through managing total meters on petroleum measuring devices of petroleum business establishments in the area.

This solution contributes to increasing revenue for the state budget, creating a healthy and equal business environment among petroleum businesses, protecting the rights of consumers and gaining social approval.
Therefore, the General Department of Taxation requests the Tax Departments of provinces and centrally-run cities to develop a Project on tax management for petroleum business activities through the solution of managing total meters on petroleum measuring devices of petroleum business establishments in the area to report to the People's Committee of the province/city for approval and implementation in the area.
At the same time, coordinate with the Department of Science and Technology (Provincial Department of Standards, Metrology and Quality) and relevant departments to establish an interdisciplinary working group to seal the total meter at all petrol pumps of petrol businesses in the province and city. The total meter seal is issued and managed by the Department of Standards, Metrology and Quality.
The tax authority shall record the total meter reading at the time of sealing and close the unit's invoice at the time of sealing. The interdisciplinary working group shall make a record of the total meter sealing status, the amount of gasoline and oil sold at the time of sealing on the total meter and the last invoice number written at the time of sealing.
Periodically on the first and last day of the month/quarter, the tax authority coordinates with the Department of Standards, Metrology and Quality to send officers to petroleum business establishments to record the index on the total meter of each pump, determining the amount of gasoline and oil sold during the period through the index at the beginning and end of the period. Thereby, comparing with the taxpayer's declaration, comparing with the supplier's input invoice, if there is a difference, the tax authority will proceed to impose penalties and collect taxes according to regulations.
In addition, the tax department has notified businesses and petroleum businesses in the area, requiring businesses and business establishments to be responsible for preserving the seals currently attached to the total meter according to Decree No. 80/2013/ND-CP dated July 19, 2013 of the Government regulating administrative sanctions for violations in the field of Measurement Standards and Product Quality.
In case the enterprise discovers that the seal is torn or damaged or that the petrol pumps need to be repaired related to the removal of the seal, the enterprise is responsible for promptly notifying the direct tax authority and the Department of Standards, Metrology and Quality for resolution.
The General Department of Taxation believes that, in the context that the application of electronic invoices for petroleum business activities cannot be implemented synchronously nationwide, tax authorities need to take measures appropriate to actual conditions to strengthen supervision of petroleum business activities to ensure against tax losses and limit fraud in petroleum business activities./.
