'Stuck' with documents, dozens of 67 ships in Nghe An waiting for money

(Baonghean.vn) - Currently in Nghe An, there are 77 files for building large capacity ships according to Decree 67 waiting for disbursement from the Bank. It is worth mentioning that many people have had to wait for more than half a year, while old ships have been sold to get the counterpart money.

For more than half a year, fisherman Hoang Van Binh, in Son Hai hamlet, Tien Thuy commune, Quynh Luu district, has not gone to sea because he sold his 150CV boat for 450 million VND, which was used as counterpart capital for a new boat according to the approval documents of Decree 67. The reason is that the bank has not agreed to disburse the loan.

Mr. Binh said: At the end of 2015, after the application was approved and the bank officer "promised" to facilitate the loan application to build a large ship with a large engine according to the support policy of Decree 67/CP, I immediately sold my old, small-capacity wooden ship to get the corresponding money. All procedures and documents have been completed for many months, but the problem is that the Phu Dien Branch of the Bank for Investment and Development (BIDV) has not agreed to lend money, so his new shipbuilding project has been stalled for many months.

Although, in the past time, Mr. Hoang Van Binh has repeatedly "knocked on the door" of the authorities, but the problem has not been resolved. Therefore, 10 workers in his fishing team are still "waiting with their necks" for a steel-hulled ship designed with an 829CV engine capacity, to do the trawling business.

According to the report of the Department of Agriculture of Quynh Luu district, in the district there are still 4 files of 4 fishermen building steel-hulled boats according to Decree 67/CP that have not been approved by commercial banks for loans to build. The value of each of these steel-hulled boats is over 17 billion VND.

In the case of Mr. Le Ba Nam, Lam Son hamlet, Quynh Lap commune (Hoang Mai town), he is very worried because the ship was completed and launched on July 18, but the loan application submitted to BIDV Bank in Hoang Mai town from February 2016 until now has not been assessed.

Mr. Nam confided: “When the Town approved the shipbuilding under Decree 67, we were extremely excited and sold the old 420CV ship for 1.3 billion VND, combined with the capital contributed by 11 families who jointly built the ship, with a total capital of 3.9 billion VND to build the new ship. Thanks to a part of the capital, we quickly promoted the construction of the new ship. Up to now, the 818CV wooden-hulled ship has been completed and fully installed with machinery, equipped with enough fishing nets for 4 poles, with a total investment of nearly 11 billion VND. We currently owe about 7 billion VND for the machine and fishing nets, we really hope the bank will soon appraise and lend us capital so that we can take the ship out to sea...".

Through discussion, Mr. Hoang Ngoc Thuy - Head of Economic Department - Hoang Mai Town said that in the area there are currently 13 shipbuilding dossiers according to Decree 67 waiting for capital.

After 2 years of implementing Decree 67, in the whole Nghe An province, 113 ship owners have been approved as eligible for loans. Of these, 29 are iron-hulled ships, 78 are wooden-hulled ships and 6 are composite-hulled ships.

36 ship owners have signed credit contracts (7 iron ships, 4 composite ships, 25 wooden ships), with a total disbursed loan value of VND 203,334 billion/VND 314,953 billion. Currently, 25 newly built ships have been completed and put into seafood exploitation.

Thus, there are currently 77 shipbuilding dossiers in Nghe An waiting for capital.

Regarding the issue of slow disbursement of capital to fishermen, Mr. Cao Van Hoi, Deputy Director of the State Bank of Nghe An province, member of the Steering Committee for the implementation of Decree 67 of the province, said: In the coming time, we will direct commercial banks in the area to review all cases of submitting loan applications for shipbuilding according to Decree 67/CP, paying special attention to cases where ships have been built but loan contracts have not yet been signed.

Mr. Cao Van Hoi - Deputy Director of the State Bank of Nghe An province said that he will urge banks to disburse funds to build ship 67 for fishermen.

"For those who qualify for loans, commercial banks will be urged to sign credit contracts to disburse capital to fishermen as soon as possible. However, fishermen also need to learn from their experience when they have just submitted their applications to the bank and have already started building ships, while the bank has not yet had time to appraise them. In fact, there have been applications that, after appraisal, do not qualify for loans, making it very difficult for fishermen to pay off their debts" - Mr. Cao Van Hoi shared.
