Conclusion of the Party Executive Committee of Nghe An province on the Project to rearrange and reorganize commune-level administrative units

Accordingly, on April 21, 2025, the Provincial Party Committee held a Conference to approve the Project on rearranging and reorganizing commune-level administrative units in Nghe An province. After listening to the representative of the Provincial Party Committee and People's Committee report on Document No. 57-TTr/DU, dated April 18, 2025 on the Project on rearranging and reorganizing commune-level administrative units (abbreviated as administrative units) in Nghe An province in 2025 (abbreviated as the Project) and the opinions of the conference attendees, the Provincial Party Committee agreed and concluded:

ABOUT THE RESULTS ACHIEVED:

Acknowledging and appreciating the drastic direction of the Provincial Party Committee, the initiative of the Department of Home Affairs (Standing agency of the Steering Committee) and the efforts of localities in developing plans to arrange administrative units (abbreviated as administrative units) at the commune level in each locality and up to now, the project to arrange and reorganize administrative units at the commune level in the province has been completed, basically in accordance with the regulations of the Central Government and the practical situation of the locality, ensuring the right progress according to Plan No. 01-KH/BCĐ, dated April 10, 2025 of the Steering Committee.

District, city and town Party Committees have established steering committees and developed plans to reorganize commune-level administrative units and build a two-level local government model in the area; prepared necessary conditions to organize the collection of voters' opinions in the area to ensure quality and within the prescribed time.

Besides the achieved results, there are still some difficulties, which are:

• The requirements for the project completion schedule are very urgent, the workload is very large, the work content is sensitive, complex, and has an impact on the people, so it somewhat affects the quality of the work results according to the prescribed order.
• The time for propaganda and dissemination of policies is short, so creating high consensus among all levels of cadres, party members and people in some localities is still difficult.

THE PROVINCIAL PARTY EXECUTIVE COMMITTEE AGREED ON THE FOLLOWING CONTENTS:

Agree in principle to approve the Project on arranging communal-level administrative units in Nghe An province in 2025 as proposed by the Provincial Party Committee, specifically:

Regarding the quantity and arrangement plan of communal-level administrative units:

• The number of commune-level administrative units after the rearrangement is 130 units (including 11 wards, 119 communes); a reduction of 282 commune-level administrative units (including 243 communes, 22 wards, 17 towns), a reduction rate of 68.45%.
• Agree with the proposal to adjust the plan for arranging commune-level administrative units in Vinh city as follows: Arrange Le Loi ward into Vinh II ward; arrange Hung Phuc ward into Vinh I ward.

Tuy nhiên, thời gian qua có một số ý kiến của cán bộ, đảng viên và Nhân dân về sử dụng tên gọi ĐVHC sau sắp xếp (lấy tên của huyện, thành phố, thị xã gắn với số thứ tự), Ban Chấp hành Đảng bộ tỉnh giao các địa phương cân nhắc, xem xét để có thể đưa thêm phương án đặt tên theo địa danh lịch sử, truyền thống văn hóa... trên cơ sở đảm bảo nguyên tắc (đã được quy định tại các văn bản của Trung ương, của tỉnh) để có sự đồng thuận cao của các tầng lớp Nhân dân; đồng thời, bảo đảm hoàn thành đúng tiến độ đề ra (họp Hội đồng nhân dân cấp xã, Hội đồng nhân dân cấp huyện thông qua trước ngày 25/4/2025).

MỘT SỐ NHIỆM VỤ TRỌNG TÂM THỜI GIAN TỚI

Để bảo đảm hoàn thành công tác sắp xếp, tổ chức lại ĐVHC cấp xã trên địa bàn theo đúng chỉ đạo của Trung ương và theo Kế hoạch số 01 KH/BCĐ đề nghị các cấp ủy, chính quyền, Mặt trận Tổ quốc và các tổ chức chính trị - xã hội các cấp tiếp tục phát huy cao độ tinh thần trách nhiệm, tập trung lãnh đạo, chỉ đạo thực hiện với quyết tâm cao nhất để hoàn thành việc sắp xếp ĐVHC, sớm đưa mô hình chính quyền địa phương 2 cấp sớm đi vào hoạt động ổn định, không gián đoạn, không bỏ trống nhiệm vụ, không bỏ trống lĩnh vực, địa bàn; đồng thời, nâng cao hiệu quả hoạt động của hệ thống chính trị ở cấp xã, phục vụ tốt nhất, nhanh nhất nhu cầu của người dân và doanh nghiệp, trong đó, tập trung thực hiện tốt các nhiệm vụ trọng tâm sau:

Giao Đảng ủy UBND tỉnh lãnh đạo UBND tỉnh:

+ Tiếp thu ý kiến góp ý của các đồng chí Thường trực Tỉnh ủy, Ủy viên Ban Thường vụ Tỉnh ủy, Ủy viên Ban Chấp hành Đảng bộ tỉnh; đồng thời, thường xuyên theo dõi, kịp thời nắm bắt các chủ trương, định hướng mới của Trung ương và của Ban Thường vụ Tỉnh ủy để tiếp tục hoàn thiện Đề án bảo đảm chất lượng và thời gian. Hoàn thiện hồ sơ Đề án trình Bộ Nội vụ thẩm định trước ngày 1/5/2025, trong đó:

+ Tập trung lãnh đạo, chỉ đạo tổ chức triển khai thực hiện lấy ý kiến cử tri và trình kỳ họp HĐND các cấp thông qua chủ trương sắp xếp ĐVHC cấp xã theo đúng quy định.

+ Tổng hợp, xây dựng hoàn thiện hồ sơ Đề án sắp xếp ĐVHC cấp xã trên địa bàn tỉnh trình Hội đồng nhân dân tỉnh xem xét, ban hành Nghị quyết thông qua chủ trương sắp xếp ĐVHC cấp xã trên địa bàn tỉnh trước ngày 29/4/2025 (HĐND tỉnh dự kiến tổ chức kỳ họp chuyên đề vào ngày 28/4/2025).

• Coordinate with the Provincial Party Committee's Organizing Committee and relevant agencies to develop a plan to reorganize the apparatus and arrange personnel for administrative units at the provincial level.communeAfter the arrangement, it must be in accordance with Conclusion No. 150-KL/TW, dated April 14, 2025 of the Politburo on guidelines for developing personnel plans for provincial-level Party committees subject to consolidation, merger and newly established commune-level Party committees and other regulations of the Central Government.
• Direct relevant departments, branches and sectors based on the guidance of central ministries, branches and sectors and assigned functions and tasks to guide and direct localities on contents related to the arrangement of administrative units.

Assign district party committees, city party committees, and town party committees:

• Based on the directive documents of the Central Government, the province and the Project unanimously approved by the Provincial Party Executive Committee to focus on leading and directing the work of collecting voters' opinions to ensure the prescribed time.
• Organize meetings of the People's Council at district and commune levels to consider and approve the policy of arranging administrative units in the area.(commune level to be completed before April 24, 2025, district level to be completed before April 25, 2025).
• Actively and proactively carry out the work of disseminating, propagating, mobilizing, orienting ideology and public opinion, ensuring solidarity, consensus, and high unity among cadres, party members, civil servants, public employees, workers, and people of all walks of life.
• Carefully review the plan for arranging and handling headquarters and public assets after the arrangement of public administrative units to ensure compliance with requirements.

Provincial Party Committee Organizing Committee:

• Proactively review and advise on the arrangement of cadres after the rearrangement, solutions for redundant cadres (especially in the Party, Fatherland Front and socio-political organizations); orient personnel work in the coming period, focusing on understanding the thoughts and aspirations of cadres, creating a basis for the arrangement and assignment of cadres; prioritize the arrangement and use of capable and responsible cadres to ensure work efficiency.
• Preside over the development of the Project to end the activities of Party Committees of districts, cities, and towns and the Project to establish Party Committees of communes and wards after establishment under the Provincial Party Committee.
• Proactively study new Central regulations on personnel work to promptly advise the Provincial Party Standing Committee to direct implementation.
• Research and advise on the implementation of the Party Congress work at the commune level after the 2-level local government model comes into operation from July 1, 2025.(Deadline for completing the Commune Party Congress before August 31, 2025).

Provincial Party Committee's Propaganda and Mass Mobilization Department:

• Continue to effectively carry out propaganda work, raise awareness and responsibility of cadres, party members and people about the meaning and importance of the work of arranging administrative units; promptly grasp the thoughts of the people, especially in religious and special areas...
• Continue to proactively "go ahead and lead" official information, avoiding "information gaps" that reactionary forces and opportunists can exploit and distort.

Fatherland Front Committee and organizationsProvincial socio-political situation:Actively propagate and mobilize people of all walks of life to create consensus and unity in awareness and action when implementing the arrangement of commune-level administrative units and building a 2-level local government organization model.

Party Committees of provincial Party agencies:The leaders of the Provincial People's Council Party Committee directed the Provincial People's Council to organize a thematic session of the Provincial People's Council to approve the Project before April 29, 2025.

Provincial departments, branches and sectors:Based on assigned functions and tasks, guide and direct the handling of issues arising in the arrangement of communal-level administrative units according to regulations.

ComradesMember of the Provincial Standing Committee, Member of the Provincial Party Executive Committee:Regularly do a good job of grasping the situation, closely following the assigned localities to lead and direct; promptly report difficulties and problems in the process of implementing the Project so that the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee can give direction.
