On April 29, 2025, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the Provincial Steering Committee Conference on the implementation of the arrangement and reorganization of commune-level administrative units and the two-level local government organization model in Nghe An province. After listening to the Report of the Department of Home Affairs (Standing body of the Provincial Steering Committee) on the results of the implementation of the arrangement and reorganization of administrative units (abbreviated as administrative units) at the commune level and the construction of a two-level local government organization model in the province; the opinions of the Standing Committee of the Provincial Party Committee, members of the Standing Committee and members of the Provincial Steering Committee; the Provincial Steering Committee agreed and concluded as follows:
ABOUT THE RESULTS ACHIEVED:
The Provincial Steering Committee acknowledged and highly appreciated the efforts and responsibilities of the District Steering Committees in closely following the direction and instructions of the Central and the province to develop the Project and get it approved to ensure progress, creating consensus among the People and People's Council delegates at all levels on the plan to arrange administrative units at the commune level in the province.
KEY TASKS IN THE COMING TIME:
Recently, there have been many concerns about naming commune-level administrative units. Through understanding the general situation of localities across the country, there has been a change in naming new commune-level administrative units after the arrangement (not using district-level names with serial numbers but using place names with traditional, cultural and historical elements, although this content has been implemented in accordance with the Central's instructions).
The Provincial Steering Committee agrees with the proposal of the Department of Home Affairs and requests relevant agencies, units and localities to focus on implementing the following contents:
Localities should study and adjust the names of commune-level administrative units after the arrangement in an easy-to-read and easy-to-remember direction, and encourage the use of names of places with traditional, cultural, and historical elements instead of using district-level place names with serial numbers; each district, city, and town can choose a commune-level administrative unit after the arrangement in the central area to name it after the current district name; ensuring consensus and unity of voters and people in the area.
The content of the consultation with the people, voters and People's Councils at all levels only considers the renaming of commune-level administrative units after the rearrangement, other contents remain the same as the Project approved by the Provincial People's Council.
Regarding the implementation process from collecting voters' opinions through People's Councils at all levels, it must be complete and in accordance with regulations.
About time:
- The District Steering Committee studies and implements the plan for naming commune-level administrative units after the arrangement and sends it to the Department of Home Affairs for synthesis and consensus before organizing to collect voters' opinions; to be completed before May 5, 2025.
- Time to collect voters' opinions and complete submission to People's Councils at commune and district levels by May 7, 2025; Provincial People's Council meeting to be completed by May 8, 2025.
The Provincial Party Committee's Propaganda and Mass Mobilization Department continues to lead and direct the propaganda work, orienting public opinion; creating high consensus among cadres, party members and people on the arrangement of commune-level administrative units, especially the issue of collecting voters' opinions on the names of commune-level administrative units after the arrangement. Media and press agencies focus on and strengthen information and propaganda on the policy of adjusting the names of commune-level administrative units after the arrangement, in order to create consensus among cadres, party members and people.
The District Steering Committee focuses on leadership and direction to create unity in the thinking of key officials, in collecting opinions from the people to ensure high consensus. Members of the Provincial Standing Committee, members of the Provincial Party Committee, and members of the Provincial Steering Committee, based on their assigned tasks, directly direct localities to seriously and effectively implement this notice, ensuring consensus from the people and on time as prescribed.
Assign the Provincial Party Committee to lead the Provincial People's Committee to direct the Department of Home Affairs to guide and urge localities to implement the above contents; synthesize and adjust the Project to submit to competent authorities according to regulations. In the immediate future, coordinate with relevant agencies to complete the existing Project, report to the Ministry of Home Affairs to ensure the required time.
