Conclusion No. 210-KL/TW on continuing to build and perfect the organizational apparatus of the political system in the coming time
General Secretary To Lam signed and issued the Conclusion of the 13th Party Central Committee (November 12, 2025) on continuing to build and perfect the organizational apparatus of the political system in the coming time (Conclusion No. 210-KL/TW).

Respectfully introducing the full text of Conclusion No. 210-KL/TW:
I- SITUATION
After 8 years of implementing Resolution No. 18-NQ/TW[1], with a strategic vision, long-term orientation on the overall model of the political system, with political determination, the highest efforts and methods of organizing and implementing drastic, consistent, urgent, public, democratic, steadfast implementation of the set goals and requirements; ensuring compliance with the principles, Party Charter, provisions of the Constitution and laws, the Party Central Committee, the Politburo, and the Secretariat have led and directed all levels, branches, agencies, units, and localities to promote the spirit of dynamism and creativity, effectively implement, and exceed the targets set by Resolution No. 18-NQ/TW by 2030 by 5 years, creating an important turning point in deploying and organizing the implementation of the Party's Resolution in the new situation.
Some of the outstanding results are: (1) The organizational system, Party, State, Fatherland Front agencies, socio-political organizations from the central to local levels have been reorganized synchronously, streamlined, effectively and efficiently; reducing agencies and units directly under the central and provincial levels, internal focal points and large-scale payrolls, contributing to saving a great deal of regular expenditures, increasing development investment and social security expenditures. (2) Implementing the organization of the apparatus according to the new model simultaneously with merging administrative units at the provincial and communal levels; reorganizing the system of the Army, Police (at the local level), Inspectorate, Court, Procuracy; agencies and units managed vertically; arranging local Party organizations in sync with agencies, units and organizations of the political system; arranging socio-political organizations and mass associations assigned by the Party and State to be under the Fatherland Front at all levels. (3) Synchronously promulgate the Party's guidelines, policies, regulations, State laws, regulations of the Fatherland Front, and organizations on the functions, tasks, organizational structure of agencies, organizations, and regimes and policies for cadres, civil servants, public employees, and workers affected by the implementation of organizational structure arrangement and staff streamlining, creating a solid political and legal basis for full and timely implementation, meeting the requirements of the practical situation.
The reorganization and streamlining of the apparatus has been implemented comprehensively, thoroughly and synchronously throughout the country on a large scale. 34.9% of the central agencies, 100% of the party delegations and party executive committees have been reduced; 46% of the provincial administrative units, 66.9% of the commune administrative units have been reduced; for the first time since 1945, we have reduced one administrative level (no district level organization), implementing a two-level local government. The results achieved in the past time have affirmed the breakthrough and innovation in thinking in both leadership, direction and implementation, which is truly a revolution, "rearranging the country"; reorganizing and expanding the country's development space, creating a new strategic and long-term development model; promote national governance, local governance, shift from management model to service model, create development, bring our country into a new era, an era of striving to develop richly, strongly and prosperously; demonstrate the determination of our Party, State and People to fundamentally and strongly reform the organization of the political system.
After reorganizing the apparatus of the political system and local administrative units, the implementation of the Party's guidelines, policies, and the State's laws was organized more quickly and promptly; ensuring the principle of the Party's comprehensive and absolute leadership over the political and social system; enhancing the effectiveness, efficiency, and quality of the apparatus's management, meeting the set goals and requirements; truly being close to the people, serving the people better; opening up space and long-term vision for national development; at the same time, promoting democracy, removing bottlenecks, unblocking resources, creating room for mobilizing resources to implement policies and guidelines for national development; continuing to effectively implement key tasks and three strategic breakthroughs; people's lives were significantly improved; people's trust in the Party and the State was increasingly consolidated; With socio-economic development, our country's GDP growth in 2025 is estimated to reach 8% (the highest in the past 10 years), creating a solid foundation for the growth target of 10% or more from 2026 and the following years.
The results of the revolution to streamline the organizational apparatus of the political system show that this is a very correct and timely policy of historical significance, supported by cadres, party members and the people, and highly appreciated by international public opinion; the prestige and position of the Party and the country are increasingly enhanced in the international arena; the independence, sovereignty, territorial integrity of the Fatherland, national and ethnic interests continue to be maintained, creating a peaceful and stable environment for national development, actively and responsibly contributing to peace and development in the region and the world.
However, the simultaneous implementation of streamlining the organizational apparatus, merging provincial and commune-level administrative units on a large scale, not organizing at the district level and changing working methods, promoting digital transformation in the operations of agencies and units in the early stages still encountered some difficulties and problems related to the capacity and qualifications of grassroots officials, infrastructure and equipment conditions, headquarters... which partly affected the settlement of administrative procedures for people and businesses in some places.
Reasons for the results achieved:
- The leadership and direction must be concentrated, unified, and resolute with the highest political determination of the Party Central Committee, the Politburo, the Secretariat, and key leaders in streamlining the organizational apparatus; steadfast in the viewpoints, goals, and requirements of Resolution No. 18-NQ/TW; the role of the General Secretary in directing, promoting, inspiring, and "truly being the chief architect" of the revolution. Consistently implementing the motto that tasks that are clear and carefully prepared need to be done must be done immediately within the scope of authority.
- The positivity, proactiveness, creativity, sense of responsibility, and exemplary behavior of each level, each sector, each agency, unit, and locality, the high consensus within the entire Party and people, and the participation of the entire political system in implementing the reorganization and streamlining of the apparatus.
- Timely institutionalize and concretize the Party's policies, focus on resolving bottlenecks and problems; prepare thoroughly and allocate resources to reorganize and streamline the apparatus.
- Clearly define the long-term vision and strategic steps to bring the country into a new stage of development; innovate thinking, approaches and methods of organizing the implementation of the Resolution; implement resolutely from top to bottom, the Central Government sets an example, and localities respond; implement quickly, resolutely, synchronously, systematically and effectively according to the motto "running while lining up", the Central Government does not wait for the provincial level, the provincial level does not wait for the grassroots level; the implementation process is in the right direction, not perfectionist, not hasty, ensuring the maintenance of the Party's operating principles, the State's laws, and socio-political stability.
II- TASKS AND SOLUTIONS TO CONTINUE BUILDING AND PERFECTING THE ORGANIZATIONAL STRUCTURE OF THE POLITICAL SYSTEM IN THE COMING TIME
Based on the results achieved after 8 years of implementing Resolution No. 18-NQ/TW, the causes and lessons learned, to continue promoting the revolution of streamlining the organizational apparatus, building, perfecting, improving the efficiency, effectiveness and efficiency of the political system, meeting the requirements and tasks of the country in the new development era, the Party Central Committee directs Party committees, agencies, units, organizations, especially leaders to perform well the following tasks and solutions:
1. On political education, ideology, information and propaganda work
Strengthen and maintain internal solidarity, continue to promote political and ideological education for cadres and party members, especially provincial and communal leaders after the merger. Actively promote exemplary cadres and party members in implementing the work of reorganizing the apparatus.
Strengthening information and propaganda work on the results of the revolution to streamline the apparatus organization, the activities of Party committees, agencies, units and organizations in the political system, on the 2-level local government model in performing tasks, serving the people, orienting and creating local and national development towards the 2 100-year goals[2], spreading examples of good people and good deeds in implementing major policies and decisions of the Party and State, creating a joyful, excited, proud atmosphere, trusting in the Party's leadership, the country's development aspirations in the new period; at the same time, contributing to consolidating the trust and consensus of all classes of people, strengthening the fight against and refuting false, hostile information, distorted and destructive arguments on the work of reorganizing the apparatus organization, merging administrative units, and building a 3-level administrative model.
Strengthening the preliminary and final review of practices, theoretical research, continuing to supplement and perfect the overall organizational model of the political system, the two-level local government model to operate effectively and efficiently, in line with the innovation policy and the path to socialism in Vietnam.
2. On perfecting institutions, functions and tasks of agencies, units and organizations in the political system; continuing to promote decentralization and delegation of power associated with administrative procedure reform
Concentrate the highest resources to continue to synchronously perfect the institutions related to the functions, tasks, powers, and organizational structure of agencies, units, and organizations in the political system for rapid and sustainable development of the country; the division of authority and responsibility of the National Assembly, the Government, executive agencies, judicial agencies, and interconnected authority between the three levels (Central, provincial, and communal levels) for each field, eliminate overlaps and vacancies in tasks, ensure synchronization, unity, and clarity according to the conclusions of the Central Committee, in accordance with the draft documents submitted to the 14th National Party Congress and the 2013 Constitution (amended and supplemented in 2025).
Review and perfect the functions and tasks of the Party's committees, agencies, and newly established Party Committees directly under the Central Committee in the direction of innovation, improving the effectiveness and efficiency of operations, promoting the positivity, proactiveness, and creativity of the committees and agencies providing strategic advice to the Central Committee, strengthening decentralization and delegation of authority to the Standing Committee and Standing Party Committee; study and perfect the functions, tasks, and organizational structure of newly established Party Committees at the Central and provincial levels in the direction of streamlining and efficiency.
Continue to review and perfect regulations on functions, tasks and organizational structure of the Government, ministries, ministerial-level agencies, and agencies under the Government; in which, the Government focuses on concretizing and implementing the Party's guidelines, policies, and laws of the State, building a professional, modern, clean, strong, open, transparent, and effective administration serving the people; decentralizing and delegating power along with control; eliminating the "request-grant" mechanism, increasing the responsibility of leaders; reviewing and perfecting institutions to ensure thorough decentralization and delegation of power between the Government, the Prime Minister and ministries and branches; between the Government, the Prime Minister and local authorities; between heads of ministries and branches and local authorities; between local government levels, between provincial and communal People's Committees with specialized agencies under the People's Committees at the same level..., ensuring the right goal of "The Central Government strengthens macro-management, builds synchronous and unified institutions, strategies, planning and plans, plays a creative role and strengthens inspection and supervision", "locality decides, locality acts, locality takes responsibility".
Promote administrative procedure reform to ensure efficiency, in accordance with the 2-level local government model; propose appropriate solutions, immediately overcome difficulties and inadequacies; in 2025, ministries, branches and central agencies will focus on completing the issuance of full regulations and instructions on work processes, records, administrative procedures... that have decentralized, delegated, and assigned authority to the provincial and communal levels; ensure streamlined processes, reduce all unnecessary procedures, simplify administrative procedures to the maximum, standardize and digitize records, make them easy to do, easy to check, easy to monitor, suitable to the qualifications and capacity of officials, and practical requirements when operating the new organizational apparatus.
Continue to strengthen, guide and support localities to effectively carry out decentralized tasks, especially improving organizational capacity. Check and evaluate the tasks of ministries, branches and localities being deployed at the commune and ward levels to provide timely guidance, direction and adjustment.
Review, amend and supplement Party documents and legal regulations related to the organization and operation of the Fatherland Front, socio-political organizations and mass organizations according to the new model. Build a flexible and effective coordination mechanism between the government, the Fatherland Front and socio-political organizations and people's organizations under the leadership of the Party; the Fatherland Front and socio-political organizations focus on the grassroots, closely connect with union members and members, and meet the requirements of the Party's mass mobilization work.
Continue to innovate the organization and improve the quality of operations of the People's Court, People's Procuracy, inspection, investigation, enforcement, and judicial support agencies to meet the requirements of judicial reform.
Increase investment in facilities, equipment, and working conditions for agencies, units, and organizations, especially at the merger and consolidation sites and at the commune level, to ensure that they meet task requirements. Implement innovation in the public finance allocation mechanism based on task performance and local characteristics.
3. On organizational arrangement; management of cadres, civil servants and public employees
Focus on building the Party's leadership agencies at the Central level to truly be the intellectual core, the "general staff", the vanguard leading state agencies; build advisory agencies of Party committees and local authorities to be truly streamlined, efficient, effective, and effective, ensuring that agencies and organizations in the political system operate smoothly, serve the people and society well, and meet the requirements of national development in the new development stage. Perfect the advisory function, organize the implementation of mass mobilization work, and mobilize the masses; and manage the national media and press agencies in accordance with the requirements of the new situation.
Focus on leading, directing, and implementing the arrangement of public service units, two academies of social sciences and technology, schools, educational institutions, medical facilities, and state-owned enterprises in accordance with the Central Government's orientation, in accordance with each sector, field, and locality; in which, pay special attention to the fields of education and health in difficult areas, mountainous areas, remote and isolated areas; issue policies to strongly promote financial autonomy of public service units; continue to review and streamline organizations within agencies, units, and organizations in the political system to ensure effective, efficient, and effective operations.
Urgently complete the rearrangement of internal focal points within the Fatherland Front agencies, socio-political organizations, and mass organizations at all levels assigned by the Party and the State, and arrange press agencies, magazines, and public service units under socio-political organizations (central and provincial levels) according to the Central's conclusions, ensuring synchronization, smoothness, streamlining, effectiveness, efficiency, closeness to the people, and adherence to the grassroots, and establish corresponding and appropriate party organizations for each socio-political organization.
Arrange villages, residential groups in communes and wards and non-professional activists in villages and residential groups to suit the requirements of the new situation.
Urgently and effectively implement the institutional framework for personnel work; especially focus on strictly implementing newly issued regulations, especially in the assessment, training, and use of cadres, ensuring democracy, publicity, impartiality, and objectivity in a consistent, continuous, multi-dimensional manner, with criteria, linked to specific products, according to job positions and job title standards; attach importance to prestige within the Party and trust among the People; in accordance with the policy of "in and out", "up and down". Well implement the policy of encouraging and protecting dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common interest. Pay attention to discovering, training, fostering, and promoting talents, attach importance to building a team of scientific and technical cadres, female cadres, young cadres, ethnic minority cadres, and state-owned enterprise management cadres; increase cadres for difficult areas and key fields. Continue to resolutely, synchronously and effectively implement the arrangement of positions of Party Secretary, Chairman of People's Committee, Chairman of Inspection Committee, Chief Inspector... who are not local people; study and implement the arrangement of positions of heads of sectors and fields: Procuracy, Court, Tax at provincial level who are not local people. Strengthen control of power in personnel work in a practical and effective manner; resolutely overcome weaknesses, shortcomings and loopholes in personnel work. Resolutely and effectively fight against acts of seeking positions and power; attach importance to political, ideological and ethical education, raise the sense of responsibility, self-respect and honor of cadres. Promptly replace cadres who are weak in capacity, lack responsibility, low prestige, make mistakes and cadres in agencies, units and localities with poor performance results without waiting for the end of their term or appointment period.
Implement the National Strategy on attracting and utilizing talents, especially in key sectors and fields to serve rapid and sustainable development; research mechanisms to create connectivity between the public and private sectors; discover, select, and train young cadres, female cadres, ethnic minority cadres, and scientific and technical cadres with development potential.
Review, develop and perfect job positions suitable to the functions and tasks of each agency, unit and organization as a basis for determining the overall staffing of the political system for the 2026-2031 period; assign and manage staffing in accordance with the functions, tasks, characteristics and nature of each agency, unit and organization and streamline the organizational apparatus of the political system; decentralize staffing management to Party committees directly under the Central Committee; arrange and organize an appropriate number of deputy leaders, ensuring that by the end of 2030, the number of deputies of agencies and organizations in the political system complies with regulations.
Allocate sufficient resources, organize mandatory training on expertise, profession, and management capacity (including data management) to build a team of cadres, civil servants, and public employees in the political system with sufficient capacity to operate the reorganized apparatus from the central to local levels, meeting the very high requirements and tasks in the new development stage; implement salary and allowance reforms in accordance with practical requirements on reorganizing the apparatus and streamlining the payroll.
Focus on building digital government, digital society, digital citizens, and digital literacy according to the direction of the Central Government; build national databases, specialized data, and connect with national data; build interconnected databases from provincial to communal levels; organize a digital one-stop shop, connect residents-land-social security-enterprises..., update in real time from the grassroots to the Central Government; invest in and upgrade information technology infrastructure, ensure synchronous operation of information systems, meet the requirements of national governance, local governance, improve the quality of operations of local governments at 2 levels, serve the people and businesses.
4. Inspection and supervision work
Strongly shift from pre-inspection to post-inspection mechanism in state management activities; organize internal audits at provincial and commune levels; Party committees and inspection committees at all levels, departments, ministries, branches and localities regularly inspect and closely monitor the implementation of new regulations on decentralization, delegation of power, division of authority and operation of two-level local government, promptly detect and resolve difficulties, obstacles and new issues arising in practice; propose or, according to authority, amend, supplement and promulgate relevant legal documents; have forms of timely encouragement, commendation and reward for exemplary collectives and individuals who have achieved good results; rectify, correct and strictly handle organizations and individuals, especially leaders who do not implement or avoid, lack determination, do not comply with regulations, do not achieve the goals and requirements set by competent authorities.
III- IMPLEMENTATION ORGANIZATION
1. Assign the Politburo and the Secretariat to issue and direct the issuance of decisions and conclusions within their authority; lead and direct the implementation of the tasks and solutions stated in Part II of this Conclusion.
2. Assign the Politburo and the Secretariat to direct the National Assembly Party Committee and the Government Party Committee to lead and direct: (1) Institutionalize the Party's policies and regulations, tasks and solutions stated in Part II of this Conclusion; review, amend, supplement and perfect legal documents on the organization and operation of organizations in the political system. (2) Urgently complete the arrangement of public service units, educational institutions, medical facilities and state-owned enterprises stated in Part II of this Conclusion.
3. The Politburo and the Secretariat are assigned to direct the Party committees directly under the Central Committee, the agencies, units and organizations at the Central level to continue reviewing, advising on amendments, supplements or promulgation of functions, tasks, working relationships and organizational arrangements within the agencies, units and organizations in the political system to ensure streamlining, efficient, effective and efficient operations.
4. Provincial Party Committees, City Party Committees, Party Committees directly under the Central Committee, Party committees, agencies and units at the Central Committee shall lead, direct and develop specific action programs to be submitted to competent authorities for decision to implement tasks and solutions according to the Conclusion of the Central Committee of the Party, especially the tasks to be performed in 2025.
5. The Central Organizing Committee shall preside over and coordinate with relevant agencies to study and propose the completion of regulations on advisory functions, organization and implementation of mass mobilization work, mass mobilization; management models of national media and press agencies, the Vietnam Academy of Social Sciences, and the Vietnam Academy of Science and Technology to suit the requirements of the new situation; monitor and inspect the implementation of this Conclusion, and periodically report to the Politburo and the Secretariat.
6. Assign the Politburo and the Secretariat to direct the Government Party Committee to guide, synthesize, submit to competent authorities for consideration, decide on rewards and commend and reward collectives and individuals with outstanding achievements in organizing and implementing Resolution No. 18-NQ/TW in 2025.
