Conclusion of collective and individual violations related to the Formosa environmental incident

(Baonghean.vn) -The violations and shortcomings of the Party Executive Committee of the Ministry of Natural Resources and Environment and individuals are serious enough to warrant consideration and disciplinary action.

From February 15 to 17, 2017, in Hanoi, the Central Inspection Commission held its 11th session. Comrade Tran Quoc Vuong - Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission chaired the session.At this meeting, the Central Inspection Commission (CIC) reviewed and concluded the following contents:

On inspection when there are signs of violations against the Party Executive Committee of the Ministry of Natural Resources and Environment and related individuals

The Party Executive Committee (PCC) of the Ministry of Natural Resources and Environment in the period 2008 - 2016 was irresponsible in leadership and direction; lax in management and operation; lacked inspection and supervision; and allowed violations to occur in the appraisal, approval, acceptance of changes in environmental impact assessment, adjustment of discharge locations, and state management of the Formosa Ha Tinh project.

The responsibility for the above violations lies with comrade Nguyen Minh Quang - former member of the Party Central Committee, former Secretary of the Party Committee, former Minister in his position as the head; comrade Bui Cach Tuyen - former member of the Party Committee, former Deputy Minister, former Director General of the General Department of Environment and comrade Nguyen Thai Lai - former member of the Party Committee, former Deputy Minister are directly responsible for the violations in the assigned fields and are jointly responsible for the violations and shortcomings of the Party Committee of the Ministry of Natural Resources and Environment; comrade Mai Thanh Dung, during his tenure as Director of the Department of Environmental Impact Assessment and Evaluation, and comrade Luong Duy Hanh - Director of the Department of Environmental Protection Activity Control, were irresponsible in performing their assigned duties and tasks.

The violations and shortcomings of the Party Committee of the Ministry of Natural Resources and Environment and the above comrades are serious to the point of requiring consideration and disciplinary action.

Regarding inspection when there are signs of violations against the Party Executive Committee of Ha Tinh Provincial People's Committee and related individuals

The Party Executive Committee of the People's Committee of Ha Tinh province for the 2004-2011 and 2011-2016 terms lacked responsibility in leadership and direction; loosened management and operation; lacked inspection and supervision during project implementation; and allowed violations in appraisal, approval, licensing and state management of the Formosa Ha Tinh project.

For the above violations to occur, the main responsibility belongs to comrade Vo Kim Cu during his tenure as Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee for the 2011-2016 term, Vice Chairman of the Provincial People's Committee and Head of the Economic Zone Management Board (2008-2010) and the responsibility of comrade Ho Anh Tuan - Head of the Vung Ang Economic Zone Management Board (2010-2016); comrades Le Dinh Son, comrade Dang Quoc Khanh, comrade Duong Tat Thang and comrade Nguyen Nhat during their tenure as members of the Party Committee of the Ha Tinh Provincial People's Committee are partly responsible.

The Standing Committee of the Ha Tinh Provincial Party Committee during the 2005-2016 term lacked responsibility in leading, directing, inspecting, and supervising the Party Committee of the Provincial People's Committee during the implementation of the Formosa Ha Tinh project.

The violations and shortcomings of the Party Executive Committee of the People's Committee of Ha Tinh province and comrades Vo Kim Cu and Ho Anh Tuan are serious enough to warrant consideration and disciplinary action.

The Central Inspection Commission requested the Standing Committee of the Ha Tinh Provincial Party Committee and comrades Le Dinh Son, Dang Quoc Khanh, Duong Tat Thang, and Nguyen Nhat to conduct a thorough review and seriously draw lessons; at the same time, direct the review and consider disciplining officials under their authority according to the conclusion of the Central Inspection Commission.

Regarding the settlement of the denunciation of comrade Nguyen Van Thien - former member of the Party Central Committee, former Secretary of the Provincial Party Committee and comrade Le Kim Toan - Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Binh Dinh Province

Through handling the denunciation, the Central Inspection Commission concluded: Comrade Nguyen Van Thien and Comrade Le Kim Toan are responsible for the shortcomings and violations of the Standing Committee of Binh Dinh Provincial Party Committee in the work of recruiting, planning, promoting and appointing a number of cadres not in accordance with the regulations of the Party and State.

The Central Inspection Commission requested the Standing Committee of Binh Dinh Provincial Party Committee, comrade Nguyen Van Thien and comrade Le Kim Toan to review their responsibilities, propose disciplinary measures, and report to the Central Inspection Commission for consideration.

The Central Inspection Committee requested the Government Party Committee to direct a comprehensive inspection of the equitization of Quy Nhon port.

Also during this session, the Central Inspection Commission gave opinions on a number of draft documents submitted to the Politburo and the Secretariat on inspection, supervision and enforcement of party discipline and a number of other issues./.
