Party admission for former provincial secretary's son-in-law violates regulations

On September 5, a source from the authorities confirmed that the Organizing Committee of Binh Dinh Provincial Party Committee discovered many violations in admitting to the Party and officially recognizing Party members with Mr. Le Nguyen Chi Cuong (33 years old), Deputy Head of the Planning - Planning - Synthesis Department of the provincial Department of Planning and Investment.

According to the records, in August 2012, Mr. Cuong started working at Quy Nhon Port Company Limited. More than three months later, Mr. Cuong was sent to attend a class on Party awareness. On April 5, 2013, Party Cell 16 of the Quy Nhon Port Company Party Committee issued a resolution proposing to admit Mr. Cuong into the Party. About 20 days later, the Quy Nhon Port Company Party Committee issued a resolution on this issue. On May 6, 2013, the Standing Committee of the Binh Dinh Provincial Business Party Committee issued a decision to admit Mr. Cuong into the Party. Mr. Cuong is the son-in-law of Mr. Nguyen Van Thien, Secretary of the Binh Dinh Provincial Party Committee, 2010-2015. Another source also confirmed that Mr. Cuong was planned to be the Deputy Director of the Department of Planning and Investment for the 2015-2020 period.

The results of the inspection by the authorities showed that Party cell 16 assigned party members to educate and help Mr. Cuong to strive to join the Party without ensuring the time as stipulated in the Party regulations. Specifically, the two official party members of Party cell 16 assigned to educate and help Mr. Cuong had only worked with him for nine months.

Meanwhile, the Party's regulations stipulate: The person introducing must be an official Party member and have worked with the person joining the Party for at least one year. Regulation No. 45 dated November 1, 2011 of the Party Central Committee also stipulates: Being an official Party member, working, studying, and working for at least 12 months with the person being introduced to the Party in the same unit under the leadership of the Party Committee or grassroots Party cell.

The authorities determined that the above errors were the responsibility of Party Cell 16, Quy Nhon Port Company Party Committee, and the Standing Committee of the Party Committee of Binh Dinh Province's business sector.

Also according to the inspection results, on March 31, 2014, Party cell 16 held a meeting to consider and propose to recognize Mr. Cuong as an official Party member one month earlier than the regulation. According to the authorities, the proposal to recognize Mr. Cuong as an official Party member was also wrong because the Party's regulations stipulate: People admitted to the Party must undergo a probationary period of 12 months, calculated from the date the Party cell held the admission ceremony.

Records show that less than two weeks after Party Cell 16 proposed to officially recognize him as a party member, on April 14, 2014, Mr. Cuong was appointed as Head of the Planning and Investment Department of Quy Nhon Port Joint Stock Company (the new name after Quy Nhon Port was equitized). In June 2014, Mr. Cuong transferred to work at the Department of Planning and Investment of Binh Dinh Province. Nearly three months later, on September 8, 2014, Mr. Cuong was appointed as Deputy Head of the Planning - Planning - Synthesis Department of the Department of Planning and Investment. After that, Mr. Cuong was added to the planning as Deputy Director of this Department for the period 2015-2020.
