Recruiting new members still follows the target and quantity.
(Baonghean.vn) - The content and form of education of the Youth Union at some points of time are still not attractive to young people; the recruitment of new members is still happening massively, chasing after quantity targets... Those are the contents stated at the conference to review the work of the Youth Union and youth movement in the first 6 months of 2017, held in Vinh City on the morning of June 20.

Up to now, the total number of union members in Nghe An province is 183,361 people, currently active in 36 districts, cities, town unions and affiliated unions. Since the beginning of the term, the whole province has admitted 133,739 new union members, reaching 89.16% of the target set at the beginning of the term.
At the conference, delegates frankly pointed out the limitations and shortcomings in the work of building the Youth Union. Secretary of the Provincial Youth Union Bui Tuan Vinh said: “The recruitment of new members is still taking place massively, according to quotas and numbers; the recruitment standards in some units are still inadequate and inconsistent; there is still a situation of recruiting unqualified youth into the Youth Union.”
In addition, the management of union member information through the monitoring list of the union branches in many places is still lax; some union branch officials do not have a specific grasp of the union members' situation in order to have a monitoring plan.
At the same time, the temporary transfer of union activities in many places was not implemented, leading to many union members working far away not participating in activities many times in a row but still having their names on the union member list of the branch. This directly affected the reporting of the number of union members of the locality and unit which was not accurate to reality.

Regarding the activities of the Youth Union at the residential area, the content of the activities is currently slow to innovate and lacks flexibility, so the attraction of the Youth Union activities in the residential area for members to participate in the activities of the Youth Union at the residential area is not high.
Delegates attending the conference made many recommendations and proposals. Mr. Chu Van Thuan - Secretary of Tan Ky District Youth Union proposed: "From the shortcomings in practice, there should be guidelines to adjust the activities of the Youth Union. If the activities are conducted by Youth Union branches and once a month as at present, it is no longer suitable, there must be more flexible changes. On the other hand, the criteria for evaluating and classifying Youth Union members and Youth Union bases have been applied for a long time, many contents are no longer suitable, especially for Youth Union branches in rural areas. I propose that the Provincial Youth Union propose to the Central Youth Union to have a new evaluation and classification table, suitable for practice".

Secretary of the Hung Nguyen District Youth Union Cao Anh Duc has made a suggestion about allowances for the staff of the Youth Union branch. “Currently, only the Secretary of the Youth Union branch has an allowance, while the Deputy Secretary of the Youth Union branch and the members of the Executive Committee of the Youth Union branch do not. This somewhat affects the psychology and effectiveness of the grassroots Youth Union,” said Mr. Duc.
Taking note of practical opinions, the Provincial Youth Union Standing Committee has directed that in the last 6 months of 2017, it will continue to improve the effectiveness of union member management and union activities; strictly implement the annual evaluation and classification of union members; inspect union member work topics and strictly handle violations; strengthen information and propaganda work and orient public opinion among youth, grasp and promptly reflect social information in the locality...
In the first 6 months of the year, the grassroots youth union carried out 1,196 activities, projects, and youth tasks following Uncle Ho's teachings. Youth union chapters at all levels in the province carried out 15 district-level youth projects, more than 308 commune-level youth projects, and more than 1,500 branch-level youth projects and tasks. Since the beginning of the term, the provincial Youth Union chapters have introduced 29,651 outstanding members to the Party and proposed to consider admitting 19,132 comrades into the Party, reaching 95.66% of the set target. In addition, more than VND 910 billion in loans from policy banks continued to be effectively exploited and used, contributing to creating conditions for more than 32,000 households to borrow capital for economic development. The district-level youth start-up fund continued to operate effectively, disbursing 28 projects in the first 6 months of the year, creating jobs for 41 workers. |
