Rotating and transferring cadres is a correct policy to create opportunities for cadres to be trained and challenged, while at the same time limiting the situation of "the whole family being officials" or being close friends and cronies.
Recently, a number of cadres were transferred and rotated to the locality to be introduced for election to key positions. Most of these cadres were elected by the People's Council delegates with a fairly high number of votes, many of them reaching the absolute number. However, according to many people, the important thing is the working process of that cadre in the locality, and after a certain period of time, the number of votes for them will be truly accurate.
In fact, in Hanoi, when being introduced to elect the position of Chairman of the City People's Committee, Mr. Nguyen Duc Chung and Chu Ngoc Anh were both elected with a very high percentage of votes, especially Mr. Chu Ngoc Anh was approved by 100% of the delegates present. Mr. Trinh Xuan Thanh, when returning to Hau Giang, was elected Vice Chairman of the Provincial People's Committee with the vast majority of votes;... However, these officials have been disciplined, prosecuted and many of their violations occurred in the past.
Mr. Nguyen Mai Bo - former Standing Member of the National Assembly's Committee on National Defense and Security said that the high percentage of votes from the grassroots level for transferred and rotated cadres means only one thing: it shows the unified viewpoint and agreement of the grassroots level with the policy of the competent authority in transferring cadres. The grassroots level only trusts that cadre based on the introduction profile, but many people do not know what the cadre is really like, what their ethics and abilities are.
Sharing the same view, Mr. Le Nhu Tien, a member of the 12th and 13th National Assembly, former Vice Chairman of the National Assembly's Committee on Culture, Education, Youth, Adolescents and Children, said that the high number of votes for transferred cadres shows the trust of cadres and party members in the Central's recommendation, but does not speak to the actual capacity and qualities of that cadre. Localities trust the Central's recommendation, so they vote, showing high consensus. In reality, the grassroots have not had much contact with newly arrived cadres; conversely, transferred cadres have not had time to practice and demonstrate their capacity.
So is it a good thing that the transferred cadres were elected with a high number of votes? The answer is definitely no, because reality has shown that after a period of time, in some localities, the transferred cadres have not met the expectations of local cadres and people. Some people, after being transferred, instead of "continuing to strive, training political qualities, cultivating moral qualities, lifestyle; actively studying, improving professional qualifications, accumulating experience, leadership and management skills", have become lax, lost themselves, and fallen.
Therefore, the policy of transferring and rotating cadres can only be truly effective when we do not choose the wrong people.
“Mobilizing and rotating cadres to develop them is not a wrong policy, but the selection of cadres for rotation and transfer must be accurate, and the selected cadres must be truly worthy. Furthermore, during the rotation process, cadres must experience practical challenges,” said Mr. Le Nhu Tien.
In order to avoid “failed” nuclei, Mr. Nguyen Mai Bo - former Standing Member of the National Assembly’s Defense and Security Committee, suggested that it is necessary to effectively promote the monitoring channel from public opinion and the press. Because according to him, this work has not been effectively promoted and utilized for a long time.

It is possible that in the old environment, the transferred cadres did well, but in another locality, another field, another environment, it is difficult for them to develop their capacity well. Therefore, the capacity and qualities of cadres need to be affirmed in practical activities, actual capacity, not only through the resume or brilliant achievements, but also through actions that change the socio-economic activities of the locality. Only then can they be considered cadres with capacity and qualities.
According to the assessment of the Central Organizing Committee at the meeting in early August with Central officials transferred and rotated under the management of the Politburo and Secretariat, the quality of Central officials transferred and rotated has been improved, the majority of officials have strong political will, qualities, capacity and prestige; many officials after the transfer and rotation have clearly matured; only a few transferred officials still lack experience in Party building and state management.
