Inspection results of the appointment of relatives in Yen Bai
The Ministry of Home Affairs said that during his appointment, Mr. Pham Sy Quy did not have a certificate of State Management of the main specialist program, but later remedied this.
At the regular press conference of the Ministry of Home Affairs on the afternoon of June 27, the press raised questions about the results of the inspection of the appointment of relatives in Yen Bai province, especially the appointment of Mr. Pham Sy Quy, the younger brother of the Provincial Party Secretary, as Director of the Department of Natural Resources and Environment when he was not qualified.
Mr. Nguyen Manh Khuong, Deputy Chief Inspector, Ministry of Home Affairs, said that through checking the records, it was shown that during the appointment preparation stage, Mr. Pham Sy Quy was sent by the competent authority to attend the State Management class, a senior specialist program.

"So the violation here is the lack of a State Management certificate for the senior specialist program during the appointment period, but by November 2016, Mr. Quy was granted this certificate, meaning the conditions and standards were met," Mr. Khuong informed.
Mr. Khuong added that the People's Committee of Yen Bai province has organized a review of relevant groups and individuals such as the Department of Natural Resources and Environment, the Department of Home Affairs, the Organizing Committee... requiring that in the future, when appointing positions, they must ensure full compliance with legal regulations. At the same time, the province has also sent a report to the Prime Minister.
Previously, at the regular press conference in February, the Ministry of Home Affairs informed about a number of cases where at the time of appointment, one or more standards regarding political theory, state management certificates, foreign languages and information technology were lacking, specifically mentioning the case of Mr. Pham Sy Quy.
