Thus, after 13-15 years of establishment with the task of directing, guiding, supervising and urging the provinces in the region and neighboring areas to carry out the tasks of the Party and State on socio-economic development, security and defense... the Steering Committees have completed their tasks and ended their operations.
The establishment of the three Steering Committees of the Northwest, Central Highlands and Southwest was based on practical requirements. On July 17, 2002, the Politburo (9th tenure) issued Decision No. 46 on the establishment of the Central Highlands Steering Committee in the context that the Central Highlands was facing many complex and difficult problems. The Central Highlands Steering Committee has become the focal point for monitoring, grasping the situation, promptly reporting and proposing to the Central Committee many important issues, especially the work of ensuring political security, fighting to resolve the FULRO problem, preventing protests and riots.
The Central Highlands Steering Committee also has the task of researching and proposing mechanisms, policies and solutions to promote production, improve the lives of ethnic minorities, promote hunger eradication and poverty reduction, and make proposals and recommendations to bring religious activities into order.
Over the past 13 years, the Steering Committees of the Northwest and Southwest have contributed to creating changes in economic and social development, gradually improving people's lives, and shortening the gap between rich and poor between regions. Many emerging issues have been detected, handled, and resolved promptly, especially hot issues. Not only grasping the situation, the Steering Committees also analyzed the limitations and shortcomings and had solutions for implementation such as focusing on applying science and technology, building the political system, restructuring agriculture towards sustainability... The implementation of linkages in directing economic development has had positive and proactive changes in each region, focusing on regional planning, implementing linkages in tourism development, developing agriculture, forestry, and fisheries associated with processing and consumption of products.
According to Associate Professor, Doctor Doan Minh Huan, Alternate Member of the Party Central Committee, Editor-in-Chief of Communist Magazine, the 3 Steering Committees of the Northwest, Central Highlands and Southwest were formed in the historical process, stemming from specific and special requirements, to ensure political security and social safety arising in the regions. During their existence, the Steering Committees have made great contributions, contributing to ensuring the socio-economic development situation in all 3 strategic regions: Northwest, Central Highlands, and Southwest. Up to now, the Steering Committees have completed their historical mission and completed their tasks.
Associate Professor, Doctor Doan Minh Huan pointed out that, in history, during the resistance wars against France and the US, the Party also established structures similar to the Steering Committees for the Northwest, Central Highlands and Southwest. After completing their tasks, those structures also ended. Normally, researchers call this a “dynamic” structure, not a stable structure in all periods, it is established when it has a task, and can end when the task is over.
In the coming time, the entire political system must actively participate, considering innovation and reorganization of the political system as an urgent basic task.
Recently, in an interview with the press, Mr. Tran Quoc Huy - former member of the Party Central Committee, former Deputy Head of the Central Organization Committee, affirmed: The biggest task of the 3 Committees when they were established was to stabilize the political security of the region.
