Overcoming the 'disease' of indifference and apathy
(Baonghean.vn) - Indifference, apathy, and lack of responsibility for work and people's interests is a "disease". This is one of the reasons for the loss of people's trust in Party committees and authorities and negatively affects the factor of peace and social consensus. Fully aware of the harmful effects of this "disease", Party committees and authorities in localities in the province have had many solutions to overcome it.
Stand on the people's side to thoroughly solve outstanding problems
Ms. Nguyen Thi Chuc, in Phu Loi 2 block, Quynh Di ward (Hoang Mai town) is one of 7 households whose residential land is affected by the traffic project from the town's administrative center to Con temple. The town's approval process for the compensation and site clearance plan did not receive the consent of these 7 households.

According to Ms. Chuc: “Between the compensation price and the market price of land, we felt that we were at a disadvantage, so we hired a lawyer and filed a lawsuit. The town leaders accompanied, guided and supported us. At the same time, the local leaders explained, analyzed and created conditions for arranging some resettlement areas to have more options, so we happily withdrew the application and agreed to hand over the land to the town. Now looking at the smooth and beautiful road, we are also happy, because we have contributed our voice in agreement with the town's policy."
The case of the 7 households mentioned above is one of 21 outstanding, long-standing cases identified by the Standing Committee and the Standing Committee of the Hoang Mai Town Party Committee that need to be focused on and resolved immediately after the 2nd Hoang Mai Town Party Congress, term 2020 - 2025, through the establishment of a Steering Committee headed by the Town Party Secretary and members of the Standing Committee and leaders of the Town People's Procuracy and Court.
The principle of handling long-standing grievances and issues is tostand on the people's side to solve and comply with the law.

Sharing the reason for establishing the steering committee, comrade Pham Van Hao - Vice Chairman of Hoang Mai Town People's Committee said: Through reviewing cases mainly related to land and in practice, there are cases that depend on the viewpoint and perspective of the person handling the case. If the person handling the case stands on this angle, it is correct, but if the person handling the case stands on another angle, it is not necessarily correct, leading to officials not daring to do it, not daring to take responsibility. Therefore, the establishment of the steering committee aims to discuss objectively and democratically on the principle of "Must stand on the people's perspective to resolve the case" and in accordance with the law; at the same time, strengthen the coordination between law enforcement agencies and law enforcement in resolving cases.
Based on the principle of "standing from the people's perspective to solve", after nearly 2 years of focusing on handling, Hoang Mai town has resolved 8/21 urgent and outstanding cases that have lasted for a long time. In addition to the case of 7 households in the project of the road from the town's administrative center to Con temple; the case of 4 households in the Hoang Mai river embankment construction project is also a difficult case. Because the origin of the land is not highly legal, because the land used by the households is only land rented for riverside services from Quynh Vinh commune, without a specific area and duration. According to regulations, the households are not eligible for resettlement, however, in reality, they do not have land or houses in the locality, so they have to ask for the province's opinion and the province approves the policy of allocating resettlement land in the land auction planning area.

Vice Chairman of the Town People's Committee, comrade Pham Van Hao said: "In this case, if the government insists that the land is illegal and does not thoroughly resolve it, it will invisibly push people out of their homes, and not solve the root of the problem."
Currently, the cases have not been resolved, the town is continuing to assign collectives and individuals to handle them resolutely to reassure the people, focus on economic development, and build Hoang Mai town into a growth pole of the province. At this time, Hoang Mai town is implementing investment and construction of more than 40 key national, provincial and town projects. This is the premise for the town to accelerate its development faster and higher in the coming time.
Clearly identify key issues to address
One of the manifestations of moral and lifestyle degradation pointed out by Resolution 4 of the Central Committee (12th tenure) is the state of "indifference, apathy, and lack of responsibility towards the difficulties, frustrations, and legitimate demands of the people".
In practice, implementing Resolution 4 of the Central Committee (term XII) with the spirit of serious review, frank criticism and self-criticism, and the spirit of self-conscious improvement, in conjunction with the implementation of Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo; Party committees at all levels in the province have gradually limited the manifestations of moral degradation, indifferent lifestyle, apathy, lack of responsibility in the face of difficulties, frustrations and legitimate demands of the people.

In Anh Son district, the review of issues, incidents and cases was conducted in early 2021, clearly identifying cases and cases that are under the supervision, direction and monitoring of the Standing Committee and the Standing Committee of the District Party Committee and those that are under the authority of the grassroots Party Committee. Every month and quarter, in conjunction with the review and addition of newly arising incidents and cases, the Standing Committee of the District Party Committee listens to the progress of the resolution to urge and direct further direction.
Based on the cases, the cases are listed and classified. If they are under the authority of the district level, the district-level specialized departments and offices are assigned to handle them according to their functions and tasks; for the responsibility of the province, the relevant district-level departments and offices are assigned to issue documents and work with provincial-level departments and branches to handle them.
Data from the Office of Anh Son District Party Committee, from April 2021 to March 2022, shows that there are 34 cases and lawsuits under the supervision and direction of the Standing Committee and the Standing Committee of the District Party Committee.
Up to now, 15/34 cases have been resolved; 18 cases are being resolved; 1 case is being investigated.

Comrade Nguyen Huu Sang - Secretary of Anh Son District Party Committee said that, besides the problems left by history, the leadership and direction of the Party Committee and State management have had problems, obstacles and difficulties, especially those that cause public concern. The authority and responsibility to resolve these issues belong to public agencies, including the leadership and direction of the Party Committee. Therefore, the review and identification of cases and incidents that are under the supervision, monitoring and direction of the Standing Committee of the District Party Committee is a "reminder" for the government to clearly define its attitude and responsibility, and focus more resolutely in handling them. Through handling pressing issues, it aims to build people's trust in the Party Committee and the government; At the same time, change the working style of cadres and civil servants to be close to the people and the grassroots, because to solve problems, cadres and civil servants must meet with the people to understand and superiors must go down to their subordinates, not use administrative orders to deploy and direct down.

In Tan Ky, Yen Thanh, Nam Dan districts..., attention is also paid to identifying key issues, pressing issues of the people, cases, petitions, conclusions on handling petitions that are still difficult and need to be focused on handling. For example, in Tan Ky district, since July 2021, the district has reviewed and concluded to focus on handling 22 cases and up to now, 14/22 cases have been resolved and 8 cases are being resolved.

In the report of the Provincial Party Committee on the results of 1 year of implementing Conclusion No. 01-KL/TW, dated May 18, 2021 on implementing Directive No. 05-CT/TW on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle", it was also clearly stated: 100% of localities and units identified and selected breakthroughs to lead and direct effectively and thoroughly resolve outstanding issues that cause public outrage.
Indifference, apathy, and lack of responsibility for the work and interests of the people, besides losing the people's trust in the Party Committee and the government, also affect the peace of the people and the social consensus that promotes political tasks in each locality and unit. Clearly aware of the harmful effects of this "disease", the Party Committees and the governments of localities in the province have paid great attention to this issue; but frankly speaking, there are still many issues that have not been promptly addressed, causing public outrage.
In the above-mentioned practice, Party committees and authorities at all levels need to review in the spirit of "self-reflection and self-correction" according to Resolution 4 of the Central Committee (term XIII), contributing to building a team of cadres and civil servants who are close to the people, attached to, helpful, and responsible to the people; contributing to improving the leadership capacity and fighting strength of Party organizations, the effectiveness of administration, management, and operations of the State and socio-political organizations.
