Overcoming difficulties and ensuring personnel for grassroots Party congresses.
(Baonghean) - In the preparation for Party congresses at all levels, the issue of Party committee personnel is always given importance because the quality of the Party committee team plays a decisive role in the effectiveness of the Party committee's leadership in fulfilling its tasks for the entire term. With the requirements for personnel renewal at the congresses at all levels this term, several issues need to be addressed at the grassroots level.

Preparations for the Party congresses at all levels are being focused on and directed by Party committees throughout the province according to established procedures and timelines. In the Do Luong Town Party Committee, following the guidance of higher-level Party committees, the committee has reviewed and assessed the situation and results of implementing the Party Congress Resolution for the 2010-2015 term. Based on this, they have discussed and forecasted the situation to clearly define the goals, targets, and tasks for the next term. According to Comrade Nguyen Huu Van, Secretary of the Town Party Committee, preparations for the grassroots Party congresses can be considered satisfactory, as the comrades in the Party committee have at least one term of experience in directing a congress. However, regarding personnel matters for this term's congress, according to Directive 36 of the Politburo, at least one-third of the members participating in the Party committee are new; the percentage of those under 35 years old must be at least 10%. Achieving a female staff ratio of no less than 15% is quite challenging for grassroots Party committees. This is because at the grassroots level, each committee member is tied to "fixed" positions such as Chairman or Vice-Chairman of the Commune People's Committee; Chairman of the Women's Union, etc.
The Party Committee of Do Luong Town, after reviewing the A3 planning cadre, found that the proportion of female cadres, if decisively directed, would meet the requirements. Also, after reviewing and according to regulations, the town currently has two positions: one Vice Chairman of the Town People's Committee who meets the Party Committee structure but lacks the time to be included in the People's Council and People's Committee structure; and one Secretary of the Youth Union who does not meet the age requirement to be appointed as Secretary of the Youth Union. To address this situation, the Party Committee is currently working on ideological matters and persuading the Vice Chairman of the People's Committee to transfer to the position of Chairman of the Veterans Association in the next term. Regarding the Secretary of the Youth Union, the Party Committee is currently seeking the opinion of the Do Luong District Party Committee to allow him to continue holding the position of Secretary of the Youth Union until the end of his term (until 2017), after which a suitable position will be found for his transfer.
Similarly, the Party Committee of Dang Son commune also faces difficulties. According to Comrade Tran Van Long, Secretary of the Party Committee of the commune, the directive from higher levels requires that comrades participating in the Party Committee for the first time must have at least an intermediate-level political training certificate; key individuals participating in the Party Committee for the first time must have a university degree in their respective fields. Looking at the number and structure of the Party Committee according to regulations, the new term's Party Committee of Dang Son commune consists of 15 members, of which 13 meet the standards in terms of professional and political qualifications; some comrades slated for inclusion in the Party Congress still lack an intermediate-level political training certificate. Currently, the Party Committee has compiled a list and sent it to the Do Luong District Party Committee to register for the intermediate-level political training course organized by the Do Luong District Party Committee at the beginning of 2015.
Comrade Truong Hong Phuc, Secretary of the Do Luong District Party Committee, stated: "The Party Congresses at all levels this term require a very high level of innovation. For the district level, ensuring the requirements are met is not difficult, but for the grassroots level, it is quite challenging. Through the review of Party committees in accordance with Directive 36, the Do Luong District Party Committee has compiled a list of grassroots leadership positions held for two terms, totaling 43 comrades; 28 Party committee members are ineligible for re-election; and 11 Party committee members and Youth Union Secretaries are over the age limit for the position of Youth Union Secretary as stipulated." According to Comrade Truong Hong Phuc, based on this review, the Do Luong District Party Committee is simultaneously carrying out the work of supplementing the cadre planning to develop appropriate placement plans, including transferring some full-time civil servants to specialized civil servant positions and rationally reassigning cadres who have held positions for two terms to other positions.
The district will also boldly assign qualified professional civil servants to Party committees, prioritizing young, female, formally trained civil servants with good potential for development to replace those who do not meet the standards. In some specific cases, a deputy may be assigned to the Party committee until a head is appointed at an appropriate time (applicable to mass organizations); some key officials and professional staff will be encouraged to transfer to other positions or retire early to make way for young, formally trained, and capable female officials.
In Dien Chau district, the process of directing the preparation for the Party congresses at the grassroots level is also facing some difficulties in preparing personnel for the grassroots congresses. Specifically, with the requirement to renew 1/3 of the Party committees compared to the previous term, after reviewing and supplementing the personnel plan, only 6 out of 39 communes and towns in Dien Chau can currently meet this requirement. In reality, at the commune level, only professional civil servants have stability, while full-time officials are assigned to positions elected over several terms, moving from one position to another to ensure no more than two terms. Currently, concerns in some localities are: if the 1/3 renewal is implemented, who will replace them, and where will these officials go? Ensuring the benefits and policies for these officials is also a matter of concern. Similarly, ensuring a 15% female participation rate in grassroots Party committees is not too difficult, but the most challenging aspect is securing female participation in the Party Committee's Standing Committee.
Typically, the Standing Committee structure for grassroots Party committees consists of 3-5 members, mainly in the positions of Party Secretary, Deputy Secretary, Chairman, and Deputy Chairman of the People's Committee of the commune. According to initial data from the Dien Chau District Party Committee's Organization Department, approximately 19 out of 39 communes and towns in the district have difficulty appointing women to the Standing Committee of the commune Party Committee. In addition, effectively managing ideological work and ensuring personnel policies for the 43 cadres who are not old enough to be re-elected at the commune level is also crucial. “Based on the practical situation, the leadership and guidance of the Dien Chau District Party Committee focuses on effectively carrying out ideological work and decisively directing efforts to ensure the requirements are met. If any area faces significant difficulties or lacks sufficient personnel preparation, they will direct the election of a Party committee with insufficient members, and then continue to supplement the committee to improve its quality. Currently, regarding personnel matters, the district's Party committees have reviewed and supplemented the cadre planning and are preparing to nominate personnel for the new term of the Party committees at all levels,” shared Comrade Hoang Xuan Luyen, Head of the Dien Chau District Party Committee's Organization Department.
The issues mentioned above reflect the common situation in many districts across the province ahead of the Party Congress. During the discussion, Comrade Le Quoc Khanh, Deputy Head of the Provincial Party Committee's Organization Department, stated: In the process of concretizing the Central Committee's documents on the Party Congress at all levels, the Provincial Party Committee's Organization Department held workshops and widely solicited opinions from the grassroots on related issues before submitting them to the Provincial Party Standing Committee for issuance of guiding documents; focusing on directing the preparation for the Party Congress at all levels, especially the preparation of personnel. The Provincial Party Committee's Organization Department assigned cadres to closely monitor the localities and grassroots levels to provide guidance, promptly identify and resolve any difficulties or issues that arose in each specific case.
In particular, it is crucial to thoroughly understand the situation of Party committees at all levels in order to proactively advise on the arrangement and placement of personnel to ensure compliance with the requirements, standards, and structure of the new Party committees; and to proactively advise on resolving policies for cadres who do not meet the criteria for re-election to Party committees at all levels. Furthermore, attention must be paid to the quality of Party committees in terms of political qualities, ethics, lifestyle, practical skills, prestige, and the ability to undertake and complete assigned tasks. Only then can the tasks set forth by the Congress be implemented seriously and effectively. To date, based on feedback from the grassroots, the Committee, together with the Standing Committees of the districts and cities, are closely following the documents and guidelines of the Central Committee and the Provincial Party Committee to implement them at their respective levels and proactively address issues step by step for the grassroots.
