Addressing the shortcomings of early university admissions.
Experts support the changes in the draft amendments to the Circular on Regulations for University Admissions and Admissions to Early Childhood Education College Programs.
Avoid negatively impacting the candidates' learning mindset.
Experts expressed strong agreement with the draft Circular amending and supplementing several articles of the Regulations on university admissions and admissions to Early Childhood Education College programs; they believe that the new points in the draft Circular will resolve existing difficulties.
Over the years, the Hanoi Department of Education and Training has consistently had the highest number of applicants registering for and confirming enrollment at universities and colleges nationwide, with the enrollment rate steadily increasing.
Ms. Vuong Huong Giang, Deputy Director of the Hanoi Department of Education and Training, cited that in 2022, the number of candidates who confirmed their enrollment in schools was 52,529 out of 92,464 registered candidates, accounting for 56.81%.
In 2023, the number of candidates who confirmed their enrollment was 69,540 out of 98,208 registered candidates, accounting for 70.81%. As of now, the number of candidates from Hanoi who have registered for admission to universities in 2024 is 107,127.

Ms. Vuong Huong Giang highly agrees with the regulations on early admission quotas of universities and the regulation that the cut-off score for early admission (after conversion to equivalent value) must not be lower than the cut-off score for the general admission round.
According to the Deputy Director of the Hanoi Department of Education and Training, in recent years, when implementing support for candidates participating in early admissions, the Department has observed several shortcomings, such as: with the desire to be admitted to universities and colleges through early admissions, candidates have submitted multiple applications to many training institutions, leading to high schools spending a lot of time and effort printing transcripts and verifying applications for candidates, especially during the peak period of the High School Graduation Examination.
Furthermore, after receiving their admission results, candidates often lack the motivation to continue studying, as they only need to achieve a high school diploma. This negatively impacts the quality of the exam and the study motivation of other candidates.
Therefore, Ms. Huong Giang believes that regulating quotas for early admissions and setting admission cutoff scores ensures fairness among candidates in each admission round and reduces the aforementioned problems.
The Deputy Director of the Hanoi Department of Education and Training also agreed with the regulation that the assessment of academic transcripts must use the results of the entire 12th grade year of the candidate. This ensures that the candidate's knowledge is evaluated throughout the high school level and avoids the phenomenon of students focusing only on certain subjects or neglecting some subjects in the second semester of the 12th grade, because they only study subjects for the graduation exam.
Improve the quality of student recruitment.

Dr. Le Truong Tung - Chairman of the Board of Directors of FPT University - affirmed that what the Ministry of Education and Training has done and revised the admission regulations in recent years is for the purpose of improving quality, not only the quality of admissions, but also the quality of general education.
This ensures fairness for candidates, helps address the issue of fraudulent applications, allows universities to conduct admissions according to plan, simplifies the process as much as possible for candidates and universities, and addresses the difficulties of the system… Dr. Le Truong Tung respectfully acknowledges and appreciates the efforts of the Ministry of Education and Training in serving this common goal.
Supporting the changes in the draft amendments to the Circular on university and early childhood education college admissions regulations currently under review, Dr. Le Truong Tung believes that the issue to be discussed now is to re-evaluate the current admissions system and consider how to make the amendments feasible and appropriate.
Accordingly, for early admissions, schools need to clearly stipulate that early admissions can only be announced after the high school graduation exam to ensure that it does not disrupt the learning process or affect the results of the high school graduation exam.

Considering that the admissions process affects too many stakeholders, Ms. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), commented that the draft receiving much support is a welcome development.
This is also the time when the Ministry of Education and Training wants universities to voice their opinions more actively, so that together with the Ministry, the Departments of Education and Training, and general education institutions, they can reach a consensus on this draft circular before its official issuance in the near future.
Director Nguyen Thu Thuy emphasized that the interests of candidates are paramount, ensuring fairness and transparency, while simultaneously improving the quality of education and training in both general education and university entrance, aiming to train high-quality human resources for the country.
