Overcoming the issue of resolutions issued 'just for show'!

(Baonghean) - Quynh Vinh is a densely populated commune with a large area, accounting for 1/4 of Hoang Mai town. In previous years, the leadership and management of the Party Committee and government were stagnant, even some key officials made mistakes and were disciplined, affecting the general movement.

Up to now, from implementing the resolutions correctly,Quynh Vinh commune (Hoang Mai town) has had many improvements, people's trust in the Party Committee and government is increasingly consolidated.Nghe An Newspaper had a dialogue with comrade Ho Sy Tung - Secretary of the Party Committee of Quynh Vinh commune on a number of related issues.

PV:It is known that a few years ago, the situation in Quynh Vinh commune had many "bottlenecks", even stagnation, many political tasks set by the locality were not completed. Could you tell us the reasons leading to that situation?

Comrade Ho Sy Tung:On the basis of looking straight at the truth, the Commune Party Committee has clarified the causes of the weaknesses and stagnation of the locality in the political report submitted to the 24th Commune Party Congress, term 2015 - 2020. First of all, the working method of the commune-level apparatus is not really scientific and methodical.

The situation is that many projects are issued, but they are not followed up to urge, there is no organization to evaluate difficulties and obstacles to remove them, but are being issued and implemented for the sake of it. Officials are not really interested and do not have methods in propaganda and mobilizing people to carry out some local movements such as land consolidation, plot exchange, land accumulation, new rural construction; or handling outstanding and urgent issues in the area.

Financial management lacks transparency, investment is ineffective; some urgent needs of the people as well as backlogs have been repeatedly petitioned by the people but have not been resolved. Some officials are not exemplary, violations are disciplined. Therefore, people's trust in local Party committees and authorities has decreased. The role of Party cells still has many limitations, the quality of activities is unclear.

PV:So, what solutions has the Party Committee had to overcome this, comrade?

Comrade Ho Sy Tung:After the Commune Party Congress, the apparatus was arranged and consolidated based on capacity and strengths for appropriate arrangement.

The priority issue for the Party Committee is to focus on changing working methods and styles based on building and promulgating a comprehensive program, work plan for the entire term, and working regulations of the Party Committee; detailing the program each year, each quarter, and each month to be close to reality.

The commune also organizes the assignment and specific tasks for each comrade of the Party Committee in charge of the spearhead and field in organizing and implementing and is responsible to the Party Committee for the results of the spearhead and field under their charge.

Periodically evaluate progress, focus on removing difficulties and obstacles arising from practice, ensure tasks are carried out according to the set roadmap, overcome the situation of forgetting work, being passive, and overlapping work. Propaganda and mass mobilization work of Party committees and authorities are innovated in a specific direction, going deep, and closely following the affected objects.

Along with that, we focus on improving the effectiveness and efficiency of government operations in all areas, with a focus on planning, planning management, strengthening land management; administrative discipline, raising the sense of responsibility and public ethics of officials and civil servants; at the same time, having a clear and decisive attitude in handling violations that arise quickly and decisively, creating equality and raising awareness of law compliance among the people, especially those related to land.

Along with that, the commune pays attention to resolving people's petitions, complaints and denunciations on the basis of enhancing dialogue for handling.

A series of urgent issues among the people were prioritized to be resolved on the basis of openness and transparency in resources, promoting widespread democracy among the people. When local revenues from land use auctions, from savings, and people's contributions were used to build many projects that the people could see, the Party Committee and the government truly regained the people's trust.

In just over 2 years, since the congress, the commune has renovated and upgraded nearly 50 km of concrete roads, of which the inter-village road system has been completely closed with concrete, and the internal traffic system within the hamlet has only 30% not yet been concreted to meet new rural standards.

The commune has also built 28 new classrooms and functional rooms for all levels of education. The commune has also worked with the Quynh Luu Electricity Branch to renovate and upgrade the power grid system, and at the same time added 3 more power stations, ensuring better service for the people's daily electricity needs.

The commune focuses on directing the work of land consolidation and plot exchange; encouraging farmers to change their economic structure through projects to develop farm and family farms and projects to convert ineffective high-yield rice land and fertile land to grow commercial turmeric.

Thanks to that, from less than two dozen farms, the commune now has 65 farms. The area of ​​turmeric cultivation has also increased to 165 hectares, with an average income of 200 million VND/hectare. Many households have developed additional services to supply and process turmeric starch.

At the same time, the commune has proactively taken shortcuts and taken the lead in opening sewing and mechanical training classes to supply projects that have been and are being implemented in the region. Currently, there are about more than 500 workers working in 2 garment factories and Hoa Sen Steel Factory in Hoang Mai and Nghi Son Economic Zone.

Average income per capita at the end of 2016 was 28.7 million VND; the poverty rate decreased to 5.2% and is expected to be 4% by the end of 2017.

PV:From local practice, what lessons should be drawn for grassroots Party committees and authorities in general and for Quynh Vinh commune in particular?

Comrade Ho Sy Tung:It is important to gather the combined strength, solidarity and consensus of the entire political system from the commune to the grassroots level and all the people.

Cadres and civil servants must be truly responsible and exemplary in performing their duties, especially the role of leaders of Party committees, authorities, organizations and units.

The leadership and direction methods of the Party Committee must be innovated and the way of operating the government must be based on closely following resolutions, policies, plans, work, the grassroots and the people. Focus on inspection and supervision, especially regular and unscheduled inspection and supervision.

Reality shows that wherever or whatever department lacks inspection and supervision, work is delayed, ineffective and fails to meet people's expectations.

On the other hand, only through inspection and supervision can we identify difficulties and problems, from which we can recommend and propose solutions to meet the set progress and work.

For superiors, in my opinion, it is necessary to pay attention to and take care of building and improving the quality of staff and civil servants for the grassroots, especially for communes with difficult conditions.

Along with that, pay attention to quickly resolving administrative procedures that the facility recommends and proposes when the content is deemed legal and reasonable so that the facility can be proactive in performing its duties.

This content does not cost money, but if it is delayed, on the one hand, the plan's progress will not be met, on the other hand, it will lose trust, and sometimes even create inertia for the facility.
