The reason given by Ms. Binh was that the bank had not clearly explained the amount of money, only saying in general that it was money to support her to solve her difficulties, while her lost amount was not mentioned.

"The bank even put forth a confidentiality clause to maintain the bank's reputation, so I did not accept it. I asked for my money transparently, so why should it be confidential?", Ms. Binh said.

Previously,On the morning of February 27, Ms. Binh had a working session with the Board of Directors of Eximbank to come up with a solution.According to Ms. Binh, Eximbank agreed to advance her more than 14.8 billion VND - the amount on the payment authorization paper that the Investigation Police Agency - Ministry of Public Security (C44) determined that the signatures of both the account owner and the authorized person were forged. As for the other amounts, the bank will wait for court.

That day, Ms. Binh said she would reconsider accepting the advance payment but would have to review the draft of the agreement before deciding whether to agree or not.Eximbank also said that they offered such an advance payment plan to show their responsibility to customers while waiting for the court's decision.

From 2013 to present, Ms. Binh has opened 3 savings books with a total principal of more than 301 billion VND (including one book of 247 billion VND, one book of 49 billion VND and one book of 5.4 billion VND).

In February 2017, when the savings book of 49 billion VND reached its maturity date, she contacted Eximbank to withdraw this amount, but Eximbank said her deposit was no longer in the system. After that, she checked all the savings books and was informed by Eximbank and provided with documents showing that 245 billion VND had been withdrawn, while she still had the savings book.

The incident is said to have occurred because Mr. Le Nguyen Hung, former Deputy Director of Eximbank Ho Chi Minh City branch, forged documents to withdraw money from her savings books.
