Opening of the 6th session of the Central Theoretical Council

On January 2nd, in Hanoi, the Central Theoretical Council for the 2011-2015 term held its 6th session. Mr. Dinh The Huynh, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department, and Chairman of the Central Theoretical Council, presided over the session.

To contribute to the preparation of proposals to be submitted to the 7th Central Committee Conference (11th term) to be held in April 2013, the Central Theoretical Council has proactively coordinated closely with central ministries, departments, and agencies, as well as localities, experts, scientists, and managers to prepare drafts of three advisory reports on the following issues: Continuing to innovate and improve the political system from the central to the grassroots level; Strengthening the Party's leadership over mass mobilization work in the new situation; Policies and solutions for proactively responding to climate change and promoting the protection of natural resources and the environment.

At this meeting, the Council will discuss and provide feedback on the content of the aforementioned draft advisory reports.

In his opening remarks at the session, Chairman of the Central Theoretical Council Dinh The Huynh suggested several topics for the Council members to focus on discussing and clarifying, contributing to improving the quality of the draft advisory reports.

Regarding the continued reform and improvement of the political system from the central to the local level, Mr. Dinh The Huynh suggested that members focus on clarifying the scientific concept of the political system and its constituent entities to serve as a basis for designing policies and solutions for reforming the political system; clarifying the differences between political organizations, socio-political organizations; socio-political-professional organizations; and clarifying the differences between politics and administration.

The Council assessed the current state of Vietnam's political system in key and prominent aspects: democratization in the economic and political spheres; innovation in the content and methods of the Party's leadership in the context of building a socialist-oriented market economy and international integration; innovation in the organization and operation of the Fatherland Front and other mass organizations; personnel work and personnel policies, creating motivation to enhance the socio-political activism of the masses; and promoting the combined strength of the entire political system. Based on this, it proposed directions and solutions for further reform and improvement of the political system.

Regarding strengthening the Party's leadership over mass mobilization work in the new situation, the Chairman of the Central Theoretical Council proposed that the Council focus on assessing the current state of mass mobilization work since the Central Committee Resolution 8B (6th Congress); the advantages, difficulties, challenges, and urgent issues; and how to select breakthrough areas and solutions to strengthen the Party's mass mobilization work in the new situation.

Regarding "policies and solutions for proactively responding to climate change and strengthening resource and environmental protection," Council members should focus their discussions on clarifying the current state of resource and environmental protection and climate change response; the challenges posed by climate change and resource and environmental protection in the current context; and the guiding principles, tasks, and key solutions for responding to climate change and strengthening resource and environmental protection.

Emphasizing that this session of the Central Theoretical Council has many important contents, Mr. Dinh The Huynh requested that the Council members uphold the spirit of responsibility, democracy, and frankness, contributing practical and relevant opinions to improve the quality and refine the advisory report to be submitted to the Politburo and the Secretariat.

The 6th session of the Central Theoretical Council will continue until January 3rd.
