Solemn opening of the 6th Congress of Delegates of the Union of Friendship Organizations of Nghe An Province, term 2024-2029

Attending the Congress, on the provincial leadership side, there were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Union of Friendship Organizations; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Committee Standing Committee: Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee; Colonel Phan Dai Nghia - Commander of the Provincial Military Command and comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee; and leaders of departments, branches and sectors.

People's diplomacy is increasingly extensive and effective.

The Congress has the task of comprehensively assessing the situation and results of the implementation of the Resolution of the 5th Congress of Delegates for the 2019-2024 term, drawing lessons, proposing directions, tasks and solutions to improve the effectiveness of people-to-people diplomacy activities for the 2024-2029 term.

Speaking at the opening of the Congress, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee,Chairman of the Provincial Union of Friendship OrganizationsThe 5th session emphasized that people's diplomacy has a very noble mission, which is to make an important contribution to making countries and peoples more united and closer together, for the goal of peace, development and social progress.

The Union of Provincial Friendship Organizations and bilateral friendship associations, member organizations together with agencies performing the Party's foreign affairs and State diplomacy functions must truly be bridges and channels for different countries, people, and cultures to walk together and act together for a fair, equal, and prosperous world.

During the 2019-2024 term, the Nghe An Provincial Union of Friendship Organizations always closely follows the political tasks of the province and the Vietnam Union of Friendship Organizations.

Thoroughly grasp and concretize the Party's guidelines and the State's laws and policies on people's diplomacy, successfully complete the tasks assigned by the Provincial Party Committee and Provincial People's Committee and the 5 people's diplomacy programs set forth in the Resolution of the 5th Congress.

Strengthen and develop the organization, apparatus of the Union and strong member organizations. Build and develop a number of innovative and breakthrough models in people's diplomacy. Regularly and proactively coordinate with all levels, sectors, localities, units, socio-political organizations and people's organizations in the province to implement people's diplomacy activities according to the motto "Proactive, flexible, creative, effective".

The Provincial Union of Friendship Organizations always innovates the content and methods of operation, gradually bringing people-to-people foreign affairs activities into depth, substance and effectiveness, actively contributing to the implementation of socio-economic development goals and tasks and ensuring security and social order of the province.

Speaking at the Congress, comrade Nguyen Ngoc Hung - Vice President of the Vietnam Union of Friendship Organizations said that despite many difficulties due to the Covid-19 pandemic, the people's foreign affairs activities were deployed steadily by the Provincial Union of Friendship Organizations, with innovative content and attractive forms.

In the coming time, emphasizing the rapid, complicated and unpredictable developments in the world and region, the Vice President of the Vietnam Union of Friendship Organizations said that people-to-people diplomacy needs to continue to be innovated to meet its tasks.

The Union needs to continue advising the Provincial Party Committee and Provincial People's Committee to strengthen the direction of people's foreign affairs; pay attention to in-depth activities; innovate thinking, approaches, and methods of operation so that people's foreign affairs can make positive contributions to socio-economic development.

Focus on strengthening relations with organizations and sponsors, coordinating with departments, branches and localities to remove difficulties to effectively implement projects; promote cooperation in new areas; promote the results of foreign information work in recent times. Pay attention to training and improving the capacity of the team working in foreign affairs in general and people-to-people diplomacy in particular.

Speaking at the Congress, on behalf of the provincial leaders, warmly praising and acknowledging the achievements of the Provincial Union of Friendship Organizations, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that these results have contributed positively to the vivid and effective foreign affairs picture of Nghe An province in recent years.

In the coming term, the Chairman of the Provincial People's Committee requested the Provincial Union of Friendship Organizations to continue to closely follow and seriously and effectively implement the plan of the Provincial Party Standing Committee and the Provincial People's Committee to deploy Directive No. 12 of the Central Party Secretariat on strengthening the Party's leadership and improving the effectiveness of people-to-people diplomacy in the new situation.

Continue to develop and expand friendly relations and in-depth cooperation with people and localities of countries in the region and the world, especially with people in border provinces of Laos; coordinate with units and localities in the province to actively and effectively participate in the work of overseas Vietnamese, in order to exploit resources and contribute to the construction of the homeland.

Strengthen relations with organizations and individuals abroad, foreign non-governmental organizations in Vietnam, to create more resources, contribute to the socio-economic development of the province; continue to consolidate, improve, enhance the operational efficiency and develop the Union and its member organizations; innovate the quality of operations, perfect the organizational structure and personnel.

Continue to innovate content and effective operating methods

In the 2024-2029 term, the Provincial Union of Friendship Organizations sets the goal of strongly promoting the role of the Union and its member organizations, all levels, sectors, localities and the business community to effectively contribute to people's foreign affairs, implement the direct and comprehensive direction of the Provincial Party Committee, the unified state management of the Provincial People's Committee, and build a strong association.

Innovate the content and methods of operation, multilateralize and diversify friendly and cooperative relations with organizations and localities of other countries to deepen, substantiate, stabilize and sustainably build a peaceful, friendly and cooperative environment, contributing to the socio-economic development of Nghe An province.

The Congress agreed on the direction, tasks and solutions to promote people-to-people diplomacy in the 2024-2029 term, focusing on directing and coordinating the implementation of 7 key tasks: Foreign information work; Strengthening and expanding international relations; Organizing friendly exchanges; Exploiting resources; Mobilizing overseas Vietnamese; Charity and humanitarian work; Strengthening and developing the association.

The Congress also approved the Organization and Operational Regulations of the Union of Friendship Organizations of Nghe An province, term VI, 2024-2029; and approved the list of 37 delegates elected by the Congress to the Executive Committee of the Union, term VI, 2024-2029.

Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee was elected to hold the position of Chairman of the Union of Friendship Organizations of Nghe An province, term VI, 2024-2029.

Comrades Nguyen Hong Ky, Tran Khanh Thuc, Ho Phi Trieu, and Hoang Duc Cuong were elected to hold the position of Vice Presidents of the Union of Friendship Organizations of Nghe An province, term VI, 2024-2029.

On this occasion, the Presidium of the Vietnam Union of Friendship Organizations awarded the Medal "For Peace and Friendship among Nations" to 6 individuals under the Provincial Union of Friendship Organizations.

The Presidium of the Vietnam Union of Friendship Organizations awarded Certificates of Merit to 2 groups and 7 individuals of the Provincial Union of Friendship Organizations for their many positive contributions to people-to-people diplomacy.

The Chairman of the Provincial People's Committee awarded Certificates of Merit to 4 individuals of the Provincial Union of Friendship Organizations for their outstanding achievements in people's foreign affairs for the 2019-2024 term.

The Provincial Fatherland Front Committee awarded Certificates of Merit to 1 collective and 3 individuals of the Provincial Union of Friendship Organizations for their outstanding achievements in people's foreign affairs in the period 2019-2024.
