Solemn opening of the 14th Conference of the 12th Party Central Committee

According to the Program, the 14th Conference of the 12th Party Central Committee will discuss: Receiving comments and contributions from Party congresses at all levels, the National Assembly, the Vietnam Fatherland Front, socio-political organizations, cadres, Party members and people on draft documents to be submitted to the 13th National Party Congress, reviewing and approving the content of draft documents, and finalizing them for submission to the 13th National Party Congress.

At this Conference, the Central Committee will introduce personnel to join the 13th Politburo and Secretariat; Draft Election Regulations, Working Regulations at the 13th National Party Congress; and a number of other important issues.

Speaking at the opening of the Conference, General Secretary and President Nguyen Phu Trong raised a number of issues that need to be discussed, considered and decided at this Central Conference.

Completing draft documents to be submitted to the 13th National Party Congress

As of November 20, 2020, 67 Party Committees directly under the Central Committee have sent reports summarizing discussion opinions at Party Congresses at all levels (including grassroots and district-level Party Congresses) contributing to the draft of the Resolution.documents submitted to the 13th Congressof the Party.

From October 20, 2020 to November 10, 2020, the Vietnam Fatherland Front, socio-political organizations, all levels and sectors proactively organized many seminars, discussions and sent hundreds of summaries of comments to the Central Government.

A large number of cadres, party members, people and our compatriots abroad enthusiastically participated in giving opinions, sending letters and documents to agencies and leaders of the Party and State. At the 10th Session of the 14th National Assembly, National Assembly deputies discussed and contributed many opinions to the draft documents to be submitted to the Congress.

Central authorities have collected, synthesized, and classified comments from more than 1,400 pages and built a general synthesis report of nearly 200 pages.

Collecting opinions on draft documents to be submitted to the 13th National Party Congress is a broad political activity, demonstrating the spirit of truly seeking truth and increasing democracy within the Party, among the people and society; promoting the intelligence of the entire Party, the entire people and the entire army to participate in the process of planning guidelines, policies and strategies for national development, building and defending the Fatherland in the new situation.

Most opinions said that the Draft documents were prepared carefully, seriously, scientifically, cautiously, thoroughly, with innovation, ensuring quality; linking theory with practice; reflecting the thoughts and aspirations of cadres, party members and people; having many new points; demonstrating the intellectual height of the Party; objectively, comprehensively reflecting, close to the actual situation, the results achieved, the limitations, shortcomings, weaknesses that still exist and the causes, lessons learned; forecasting the situation and development trends of the country and the world in the coming time, thereby correctly and accurately determining the main, quite specific orientations, goals, tasks and solutions for the development of the country in general and the sectors and fields in particular.

Based on the synthesis, research, analysis of comments, updates on the domestic, regional and world situation in 2020, and forecasts for the coming time, the Subcommittees have prepared reports to receive and explain comments from the entire political system and people to complete the draft documents, report to the Politburo for review, give complete instructions, and submit to this Central Conference.

General Secretary and President Nguyen Phu Trong requested that Central Committee members take time to carefully study and discuss, and give specific comments on the reports on reception, explanation, and full text of the drafts in a truly receptive spirit, respecting the contributions of the entire Party and the members.National Assembly delegates, Vietnam Fatherland Front, socio-political organizations, cadres, party members and people; focus on giving opinions on proposed additions, edits and full text of the Draft documents, especially on issues with different opinions or options.

At the same time, the General Secretary and President emphasized the need to clearly express opinions and have sharp, accurate arguments to refute erroneous opinions that go against the Party's basic viewpoints and guidelines; to create high unity within the entire Party and people, thereby reviewing and approving the content of draft documents for final completion for submission to the 13th National Party Congress.

Introducing personnel to join the 13th Politburo and Secretariat

At the 13th Central Conference, the Central Committee voted to introduce personnel to join the official Central Committee members, alternate Central Committee members and members of the 13th Central Committee Inspection Commission.

Next, based on the Plan for developing personnel plans for the Politburo and Secretariat, the findings and recommendations of the Central Executive Committee, the appraisal of competent agencies and the proposal of the Personnel Subcommittee, on November 20, 2020, the Politburo reviewed, discussed and voted to approve the Politburo and Secretariat Planning for the 13th tenure.

The Personnel Subcommittee and the Politburo have directed urgent research and consultation on personnel preparation work for the Politburo and Secretariat in recent terms regarding standards, conditions, age, number, structure, methods, limitations, shortcomings, and lessons learned, as a basis for developing a Project on personnel work directions for the Politburo and Secretariat of the 13th tenure.

Based on the situation, requirements, tasks in the coming time and the reality of the current staff, the Personnel Subcommittee and the Politburo have met many times, considered democratically, objectively, comprehensively; closely and thoroughly reviewed, supplemented, and completed personnel plans in accordance with the proposed direction and process of personnel work.

The General Secretary and President stated that at this Conference, the Politburo will report to the Central Committee on the results of personnel preparation for the 13th Politburo and Secretariat (on viewpoints, guiding ideas, goals, requirements, standards, conditions, structure, quantity, discovery and introduction process and methods).

The Central Committee will discuss and vote to introduce personnel to join the 13th Politburo and Secretariat.

The General Secretary and President requested each Central Committee member to carefully study the Politburo's Report and related personnel documents, think carefully, put the interests of the Party and the nation first and foremost, discuss thoroughly, give opinions frankly and responsibly, create solidarity and high unity in voting to decide on introducing personnel to join the 13th Politburo and Secretariat.

Complete the draft Working Regulations and Election Regulations to be submitted to the 13th National Party Congress

According to the Party Charter, each National Congress of the Party must develop Working Regulations and Election Regulations. The promulgation and good implementation of these regulations are very important, contributing to ensuring the success of the Congress.

The Politburo has directed the Central Organizing Committee to preside over and coordinate with the Party Central Committee's committees and agencies to study and review the Working Regulations and Election Regulations at previous Congresses (from the 7th to the 12th Congress of the Party); summarize and evaluate the implementation of the Working Regulations and Regulations on Delegates' Activities at the Congresses (at the 11th and 12th Congresses) and evaluate the implementation of the Election Regulations within the Party issued by the 11th Central Executive Committee, which have been implemented with good results at Party Congresses at all levels.

On that basis, the Politburo drafted the Working Regulations and the Draft Election Regulations at this Congress and today submitted them to the Central Committee for consideration and comments to continue perfecting them and submitting them to the 13th Congress for consideration and decision.

The General Secretary and President emphasized the general spirit of promoting democracy, intelligence and enthusiasm of each delegate; at the same time, strictly implementing principles and regulations, maintaining Party discipline and responsibility of each delegate attending the Congress, especially the exemplary role of the 12th Party Central Committee members and the heads of delegations.

The General Secretary and President requested that Central Committee members, on the basis of a firm grasp of the principles of organizing Party activities and the practice of directing the recent Party Congresses at all levels, especially the results of implementing the Party Election Regulations issued by the 11th Central Committee, contribute their opinions to complete the draft Working Regulations and Election Regulations to be submitted to the 13th National Party Congress, ensuring proper implementation of the Party Charter, principles, regulations and provisions of the Party Central Committee.

At this Conference, the Central Committee discussed and gave opinions on the Report reviewing the leadership and direction of the 12th Central Executive Committee; the Report summarizing the implementation of the Working Regulations of the 12th Central Executive Committee, the Politburo, and the Secretariat; the Report summarizing the inspection, supervision, and party discipline enforcement work during the 12th Congress; the Report summarizing the implementation of the Working Regulations of the 12th Central Inspection Committee; and the Report on important tasks that the Politburo has handled from the 13th Central Conference to the 14th Central Conference.

The conference is expected to last until December 20, 2020./.
