Expelled from the Party the Secretary of Dong Tam commune

The Party Secretary of Dong Tam commune was expelled from the Party, and five other officials were disciplined with warnings and reprimands due to their involvement in the case of Hoanh villagers protesting the land acquisition at Mieu Mon airport in April.

This morning, Ms. Nguyen Thi Lan, Party Secretary, Chairwoman of the People's Council of Dong Tam commune (My Duc district, Hanoi) confirmed the above information to VietNamNet.

Ms. Lan said that the conclusion of the inspection by the My Duc District Party Committee on the Party Executive Committee of Dong Tam commune for the 2015-2020 term due to the incident in Hoanh village (Dong Tam commune) on April 15-17, 2017 was just announced on October 19.

"The Standing Committee of the Commune Party Committee was disciplined, in addition to two comrades, the commune vice chairman and the commune People's Council vice chairman," said Ms. Lan.

At this conclusion, My Duc District Party Committee decided to discipline Ms. Nguyen Thi Lan, Party Secretary, Chairman of the Commune People's Council, by expelling her from the Party.

Four commune officials were disciplined with warnings, including: Mr. Nguyen Manh Tien - Standing Deputy Secretary of the Party Committee, Mr. Hoang Thanh Huong - Deputy Secretary and Chairman of the Commune People's Committee; Mr. Le Truong Huy - Vice Chairman of the Commune People's Committee; Mr. Pham Hong Sy - Vice Chairman of the Dong Tam Commune People's Committee.

Mr. Pham Van Quang, Vice Chairman of the Commune People's Council, received a reprimand.

Ms. Nguyen Thi Lan received the highest form of disciplinary action, which was expulsion from the Party, due to her involvement in the following matters: As the head of the Commune Party Committee, she did not follow the instructions of her superiors regarding matters related to the land area where the complaint was taking place; left her position for 3 days (April 15, 16, 17) when the hot spot incident occurred in Hoanh village, leading to people arresting officers and soldiers on duty; there was no direction for people to cooperate and coordinate with the authorities in promptly releasing the person.

"I am very sad"

Talking to VietNamNet, Ms. Nguyen Thi Lan said she was very sad.

Ms. Nguyen Thi Lan talked with National Assembly deputies Duong Trung Quoc and Luu Binh Nhuong at the hall of Dong Tam Commune People's Committee on the morning of April 22 while waiting for the Chairman of Hanoi City to come and have a dialogue with the people.

“I have been sick at home for the past few days. I have not received the decision to expel me from the Party because I have been sick for the past few days and have not been able to go to the Committee. The District Party Committee told me to send it to the deputy secretary of the commune to bring to my house, but yesterday, October 20, they came to congratulate me on Vietnamese Women's Day so I did not bring it with me,” said Ms. Lan.

Ba Lan has worked in Dong Tam commune since 1998; in 1999 she officially joined the Party; in 2000 she became a Party Committee member. In June 2001, she became the chairwoman of the commune Women's Union.

At the end of 2014, due to the local situation (people complained about violations of commune leaders in land management, a series of commune leaders in office at that time were disciplined - PV), she took on the position of Secretary and Chairman of the Commune People's Council from April 2016.

Ms. Lan said that regarding the content of the disputed land being defense land or agricultural land, the directive documents sent down by the Hanoi People's Committee and My Duc District People's Committee, due to many inconsistent data, she personally made recommendations and proposals to advise superiors to carefully consider the origin of the land.

Regarding the content of "leaving the position when the hot spot occurred on April 15, 16, and 17", Ms. Lan said: "On April 15, the police officers invited our citizens to go measure the boundary markers. They invited me to go with them, but I suggested inviting the commune chairman instead because the marking and land management is the responsibility of the government. After that, the commune chairman reported to me - the Party's side."

Ms. Lan also said that she was also considered responsible for mobilizing and propagating people to release arrested officers and soldiers.

Request to dismiss the position of Chairman of the People's Council

Ms. Nguyen Thi Lan said she requested to be dismissed from her position as Chairwoman of the People's Council.

“This is a position elected by the people. I also ask to be dismissed from this position.”

Ms. Lan said that during her 17 years of work, she has always been dedicated and wholeheartedly devoted to the assigned tasks.

“What the people are not right about, I say they are not right; what they are right about, I say they are right. I have also repeatedly expressed my opinion to my superiors that we cannot afford to lose the people, and we cannot afford to lose our cadres.

I accept responsibility before the Party and the people for the tasks I have not completed. But I affirm that I was disciplined not because of corruption or personal gain" - Ms. Nguyen Thi Lan said.
