Opening of the National Public Service Portal
(Baonghean.vn) - The launch of the National Public Service Portal contributes to transparency, reducing time and costs for people and businesses to carry out administrative procedures.
On the afternoon of December 9, the Government Office held an online conference to launch the National Public Service Portal. Prime Minister Nguyen Xuan Phuc, Chairman of the National Committee on e-Government, chaired the central bridge.
Also attending were Mr. Vu Duc Dam - Member of the Party Central Committee, Deputy Prime Minister, Vice Chairman of the National Committee on e-Government; representatives of leaders of ministries, branches and localities. The program was broadcast live at the main bridge at the International Convention Center (Hanoi) and 63 bridges in provinces and cities across the country.

Administrative procedure reform
National Public Service Portal is operational at the addressdichvucong.gov.vn. The Public Service Portal was established to publicize and make transparent information related to administrative procedures and provide and support the implementation of public services according to usage needs, suitable for each subject; ensure the ability to monitor, inspect, and evaluate individuals and organizations and the accountability of state agencies in implementing public services.
By accessing the National Public Service Portal, people and businesses can look up information on administrative procedures, information on public services, track the status of administrative procedure records, monitor the handling of feedback and recommendations, and assess the level of satisfaction with the handling of administrative procedures...
For state agencies, the National Public Service Portal standardizes the provision of online public services to people and businesses, public service portals, one-stop electronic systems at ministerial and provincial levels; limits scattered investment, provides platforms and data on administrative procedures...

At the time of launch, the National Public Service Portal will provide 5 public services in 63 provinces and cities, including: Changing driver's licenses; notifying promotional activities; re-issuing health insurance cards due to loss or damage; low-voltage power supply service (for people and households); medium-voltage power supply service (for businesses) and integrating electricity bill payment utilities.
Providing 4 public services at the ministerial level: Issuing international driving licenses; registering promotions; service groups on issuing certificates of origin of goods; paying electronic taxes for businesses.
In addition, for the 4 localities that integrated in 2019, some additional public services were provided, for example in Ho Chi Minh City, it was business registration and tax registration, in Hanoi, Quang Ninh, Hai Phong, it was birth registration...
In the first quarter of 2020, ministries, branches and localities will integrate 15 public services in the fields of personal tax, customs, business registration, health, labor, birth registration, secured transactions, criminal records, and collection of traffic violation fines into the National Public Service Portal.
Immediately after the opening ceremony, at a number of online locations, people and businesses performed registration operations on the National Public Service Portal.
Also at the opening ceremony, the first ministries, branches and localities to integrate services on the National Public Service Portal signed electronic commitments. At online bridges, leaders of all ministries, branches and provinces and cities signed electronic commitments.

Government serving people and businesses
Speaking at the opening ceremony, Prime Minister Nguyen Xuan Phuc emphasized: "The launch of the National Public Service Portal affirms the determination of the Government and the Prime Minister in building an e-Government in a more substantial and effective direction."
The Prime Minister also affirmed that this is only an initial success. The National Public Service Portal has only 8 public services connected out of thousands of services that need to be connected, mainly at level 3. The earliest goal is to provide level 4 and expand other services, especially services that are widely used by the people.
This is a regular, non-stop work with the consistent goal of taking people's and organizations' satisfaction as a measure of the quality of public service provision by state agencies and public service providers.

In order for the National Public Service Portal to operate effectively, continuously and substantially, the Prime Minister noted that ministries, branches and localities must absolutely not slacken in handling public services. It is necessary to further promote the provision of public services, this is the responsibility of Ministers, Chairmen of People's Committees of provinces and cities, and heads of organizations.
In addition, continue to simplify and reform administrative procedures, connect and share internal data between state agencies. The Prime Minister suggested that in order to closely monitor the actual usage level of people and businesses, there should be a plan to evaluate the effectiveness of use. From there, identify remaining problems to remove and promote the use of online public services.
To accelerate the development of a legal framework for effective handling of administrative procedures through public services, the Prime Minister assigned the Ministry of Information and Communications, the Ministry of Public Security and the Government Office to promptly submit a legal framework for the National Public Service Portal, ensuring the smooth flow of information across the entire public service system, developing information infrastructure; ensuring information security and network security of the entire national system.
