Searching Mr. Dinh La Thang's house on the night of December 8
On the evening of December 8, the Ministry of Public Security officially announced the prosecution and temporary detention of Mr. Dinh La Thang and Mr. Nguyen Quoc Khanh, former Deputy General Director of the Vietnam Oil and Gas Group (PVN).

The Ministry of Public Security said that the prosecution and temporary detention of Mr. Thang was part of the investigation into the case of "Intentionally violating State regulations on economic management causing serious consequences; Abusing position and power to appropriate property" occurring at the Vietnam Oil and Gas Group (PVN), causing a loss of VND800 billion of PVN's capital contribution to Oceanbank and the case of Intentionally violating State regulations on economic management causing serious consequences occurring at the Vietnam Oil and Gas Construction Joint Stock Corporation (PVC) and the Thai Binh 2 Thermal Power Plant Project.
The decisions to prosecute and the order to temporarily detain Mr. Dinh La Thang have been approved by the Supreme People's Procuracy.
The Investigation Police Agency and the Investigation Security Agency - Ministry of Public Security have served the Decision to Prosecute the Accused and executed the Arrest and Search Warrant against Mr. Dinh La Thang in accordance with the provisions of law.

On the same day, the Security Investigation Agency - Ministry of Public Security issued a Decision to prosecute the accused for the crime of "Intentionally violating State regulations on economic management causing serious consequences" as prescribed in Article 165 - Penal Code, issued an arrest warrant for the accused for temporary detention, and a search warrant for Mr. Nguyen Quoc Khanh, former Deputy General Director of Vietnam Oil and Gas Group.
Mr. Nguyen Quoc Khanh was born in 1960, from Ha Tinh, graduated as a geophysical engineer specializing in oil and gas geological exploration at Baku Petroleum University (former Soviet Union).
At the time of his arrest, Mr. Khanh was working at the Office of the State Steering Committee for Electricity Projects of the Ministry of Industry and Trade and did not hold a position.
Previously, the Prime Minister dismissed Mr. Nguyen Quoc Khanh from the position of Chairman of the Board of Members of the Vietnam Oil and Gas Group to take up a position at the Ministry of Industry and Trade.
Mr. Nguyen Quoc Khanh was appointed Chairman of the Board of Members of PVN from November 19, 2014 after his predecessor, Mr. Nguyen Xuan Son, was dismissed and later arrested due to violations at Ocean Commercial Joint Stock Bank (OceanBank).
Before being appointed as Chairman of PVN, Mr. Khanh held the positions of General Director of PVN and Deputy General Director of PVN. During his time as Deputy General Director of PVN, Mr. Khanh was in charge of electricity production and was involved in a series of electricity projects invested by PVN, notably large electricity projects including Vung Ang I Thermal Power Plant (1,200 MW), Thai Binh 2 Thermal Power Plant (capacity 1,200 MW), Song Hau 1 Thermal Power Plant (1,200 MW)...
At the 14th session of the Central Inspection Committee, many shortcomings of PVN's leaders in different periods were pointed out. Accordingly, Mr. Nguyen Quoc Khanh, former Party Secretary, Chairman of the Board of Directors, former member of the Party Committee Standing Committee, former Deputy General Director, was jointly responsible for the violations and shortcomings of the Party Committee Standing Committee of the Group for the 2010-2015 term; was responsible for issuing Resolution 233/NQ-DU of the Party Committee and Resolution 4266/NQ-DKVN of the Board of Members.
Mr. Khanh is responsible for advising on the decision to appoint the EPC package of Long Phu 1 Thermal Power Plant and Thai Binh 2 Thermal Power Plant, which violated the law and caused serious consequences. At the same time, Mr. Khanh is also responsible for violations and shortcomings in the Dinh Vu Fiber Factory project and Biofuel projects.
The Ministry of Public Security said that currently, the Investigation Police Agency and the Investigation Security Agency - Ministry of Public Security are focusing their investigation forces to expand the case and recover assets to soon conclude the investigation, prosecute and try in accordance with the provisions of law.
