In Resolution 20/NQ-CP of the regular Government meeting in January 2024, the Government and the Prime Minister directed the Ministries of Home Affairs, Finance, and Labor - Invalids and Social Affairs, according to their assigned functions and tasks, to urgently complete regulatory documents and specific tasks to implement the new salary regime from July 1, 2024 according to the Central Committee's Conclusion and the National Assembly's Resolution, ensuring quality, efficiency, and progress.
The Government requests the Ministry of Finance to preside over and coordinate with agencies and localities: Resolutely and effectively implement tasks and solutions according to the direction of the Prime Minister in Directive No. 01/CT-TTg, thoroughly cut and save state budget expenditures in 2024, especially regular expenditures, non-urgent expenditures to increase development investment expenditures, salary deductions, and implementation of social security expenditure tasks.
Tightly control budget deficit, public debt, government debt, and foreign debt within prescribed limits.
Urgently review and synthesize issues related to the abolition of special financial mechanisms to report to competent authorities for consideration and decision in accordance with the direction of the Prime Minister in Decision No. 1600/QD-TTg dated December 10, 2023, ensuring synchronous implementation with the new salary policy from July 1, 2024.
The Ministry of Finance reported to the Government in February 2024 the plan to allocate increased central budget revenue sources in 2023, focusing on key and important national projects, ensuring sources for salary reform and implementing social security policies.
Ensuring progress in implementing comprehensive reform of wage policy
The Government requests the Ministry of Home Affairs to preside over and coordinate with agencies and localities: Resolutely urge, monitor and guide ministries, agencies and localities to urgently complete the development of job positions for cadres, civil servants, public employees and the list of leadership positions under their authority in the state administrative system and public service units before March 31, 2024, ensuring the progress of implementing the overall reform of salary policy from July 1, 2024 according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Central Executive Committee and the Resolution of the National Assembly on the 2024 budget estimate.
The Government assigned the Ministry of Home Affairs to coordinate and guide localities to urgently reorganize administrative units at district and commune levels, ensuring progress, consensus, effectiveness and efficiency.
Clearly define the responsibilities and coordination of ministries, agencies and localities in the process of implementing salary policy reform.
Previously, Deputy Prime Minister Le Minh Khai signed Decision 135/QD-TTg promulgating the Plan to implement salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises.
The plan aims to continue to thoroughly grasp and seriously and effectively implement the Resolutions of the Party, the National Assembly and the directions of the Government and the Prime Minister to raise awareness and responsibility in reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises.
Identify specific contents and tasks for ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities (ministries, branches, localities) and relevant agencies to focus on directing and organizing the successful implementation of the general goals and specific goals of Resolution No. 27-NQ/TW of the 7th Central Conference, Session XII and tasks in Conclusion No. 64-KL/TW of the 8th Central Conference, Session XIII.
Ensure the timely and quality development and implementation of documents regulating the new salary regime for cadres, civil servants, public employees, and armed forces from July 1, 2024.
