(Baonghean.vn) - This morning (July 17), the National Steering Committee for Natural Disaster Prevention and Control held a meeting to direct response to storm No. 1 and post-storm floods. Comrade Tran Luu Quang - Deputy Prime Minister, Head of the National Steering Committee for Natural Disaster Prevention and Control chaired the meeting.

Nghe An participated in the online meeting chaired by comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense.

The goal is absolutely no loss of life and minimal property damage.

At 4:00 a.m. on July 17, the center of the storm was at about 20.0 degrees North latitude; 113.5 degrees East longitude, about 340 km East Southeast of Leizhou Peninsula (China); the strongest wind near the center of the storm was level 11 - 12 (103 - 133 km/h), gusting to level 15, with rough seas.

According to the forecast, on land, from early morning on July 18, coastal areas from Quang Ninh to Nam Dinh will have winds gradually increasing to level 6-7, then increasing to level 8, near the storm center level 9-10. Gusts of level 13. High waves, coastal areas with storm surge; high risk of flooding in low-lying areas, coastal landslides. From the night of July 17 to July 20, heavy rain will appear on a large scale, heavy rain will appear, in some places over 500 mm.

The National Hydrometeorological Agency recommends: Be on guard against the risk of thunderstorms with strong gusts of wind in the storm's circulation area, both before and during the storm's landfall. In conditions of prolonged drought like the recent past, when there is heavy rain, flash floods and landslides are very likely to occur in many areas. The wind force of this storm is not too strong, but the heavy rain circulating after the storm is very worrying. Localities need to be prepared, especially due to heavy rain, on traffic routes that are often at high risk of landslides, there must be a plan to be on duty, block and handle to ensure the safety of people and vehicles.

In anticipation of the storm's intensity and direction, in localities in the affected areas, preparations for storm protection such as arranging boats to anchor, tying down houses, and carrying out rescue work have all been promptly implemented.

Concluding the meeting, Deputy Prime Minister Tran Luu Quang directed: Localities must closely monitor the storm's developments; strictly implement Official Dispatch No. 646/CD-TTg dated July 16, 2023 on focusing on responding to storm No. 1 in 2023; be proactive, flexible and coordinate well in providing information and responding to storm developments; be ready for storm prevention and heavy rain due to post-storm circulation; and must not be subjective or negligent. The goal is to have absolutely no human casualties and minimize property damage.

Nghe An proactively responds with solutions

According to the forecast from the North Central Hydrometeorological Station from the afternoon of July 17, storm No. 1 will affect the North Central region.

From the afternoon of July 17, the coastal area of ​​Nghe An has strong winds of level 4-5, some places level 6, gusting to level 7. From the afternoon of July 17 to 19, due to the influence of the southwest circulation of storm No. 1, Nghe An has rain, scattered moderate to heavy rain, some places very heavy rain and thunderstorms. The common rainfall is from 100 - 200mm, some places over 250mm.

The North Central Hydrometeorological Agency warns: From July 20, due to the influence of the tropical convergence zone, the region will continue to have rain, moderate rain, heavy rain to very heavy rain and thunderstorms. There is a high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, low-lying areas, and riverside areas.

As of 4:00 p.m. on July 16, 2023, Nghe An had 2,978 vehicles/14,869 workers directly fishing at sea. The number of vehicles operating at sea: 788 vehicles/4,892 workers. No vehicle was uncontactable and no vehicle was in the danger zone. The vehicles operating at sea were informed by the coastal information agency about the location and direction of Storm No. 1 and maintained regular communication to promptly handle any bad situations that may occur.

Nghe An has 1,061 large and small dams and 22 hydroelectric reservoirs in operation. All projects are being implemented and operated by localities and units according to approved plans for natural disaster prevention and dam and reservoir safety.

The province has been focusing on strictly managing means of transport going out to sea; organizing the counting and monitoring of ships and boats operating at sea, maintaining regular communication with the owners of the vehicles to call for and guide them to escape from dangerous areas; checking and guiding the anchoring of ships and boats at the wharf to ensure fire safety, security and social order. Prepare rescue forces and means to promptly handle situations when they arise. At the same time, be ready to deploy the work of ensuring the safety of people and property on islands and cages, watchtowers for aquaculture and seafood; transport ships, tourist boats; works under construction; ensuring the safety of tourists staying in the area.

Depending on the actual developments of the storm in the locality, the Provincial Border Guard Command will advise the Provincial People's Committee to issue a sea ban.

Localities in the delta and coastal areas need to urgently organize bracing and reinforcement of signs, houses, public works, industrial parks, factories, warehouses, coastal construction projects, and high-rise towers.

Direct the work of ensuring the safety of sea dikes and river dykes, especially at vulnerable locations or those under construction; be ready to drain water to protect agricultural production, urban areas and industrial zones at risk of flooding. The whole province currently has 20,068 hectares of aquaculture; 117,177 hectares of summer-autumn and seasonal crops. It is necessary to proactively direct the harvesting of rice, crops, and aquaculture areas at harvest time according to the motto "green at home is better than old in the fields".

Mountainous districts must deploy shock forces to inspect and review unsafe houses, residential areas along rivers, streams, outside river banks, areas at risk of flooding, landslides, flash floods, and mineral exploitation areas; prepare plans to evacuate people in areas at high risk of deep flooding, flash floods, and landslides to safe places.

In mountainous areas, areas at risk of landslides, landslides, flash floods, for 166 landslide locations that have been recorded, Nghe An province has directed localities to deploy plans to evacuate people in case of natural disasters with 3,243 households/13,211 people.

The Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue also seriously organizes 24/7 on-duty work to proactively grasp the situation and have a timely response plan when bad situations occur.
