(Baonghean.vn) - Continuing its survey on the implementation of the Project for Universalizing Preschool Education for 5-Year-Old Children, on the morning of September 18th, the Culture and Social Affairs Committee of the Provincial People's Council held a working session with the People's Committee of Ky Son District regarding the direction and implementation of this project.

According to a report from the leaders of the Ky Son District People's Committee, the implementation of the project to universalize preschool education for 5-year-old children has received attention and participation from the Party Committee, the government, and society as a whole. The District Party Committee issued Directive No. 26/CT-HU on eliminating temporary thatched and bamboo classrooms, directing communes and towns to include the goal and task of universalizing preschool education for 5-year-old children in the resolutions of the Party Committee and People's Council, and in the socio-economic development programs of the locality to focus on directing and prioritizing resources for implementation. As a result, the entire district has eliminated 72 temporary thatched and bamboo classrooms, replacing them with classrooms that meet the three conditions for universalization: a hard flat roof (made of corrugated iron), hard walls (made of wooden planks), and a hard cement floor. In addition, many resources have been mobilized to invest in and purchase many teaching aids and toys for children, and the schools themselves have also created their own toys for children.

To facilitate and maximize school enrollment for children and achieve sustainable enrollment and universal education, Ky Son district has opened many more schools in remote villages far from the commune centers. Given Ky Son's unique characteristics, where ethnic minorities constitute a large proportion of the population and primarily use their mother tongues, enrolling many 5-year-old children in school has facilitated their early exposure to Vietnamese, helping them perform better in first grade. Furthermore, through the implementation of the universal preschool education program for 5-year-olds, the teacher staffing for preschool education has been increased, especially for 5-year-olds, ensuring the required number and creating favorable conditions for teaching and learning.

However, due to the large number of scattered and fragmented school locations, mobilizing resources for investment in school infrastructure, classrooms, playgrounds, fences, and the purchase of teaching materials and toys for children at these locations remains very limited. Many school locations lack built fences, and playgrounds are not paved with cement or covered for children to play outdoors.

One of the goals of universal preschool education for 5-year-olds is to reduce malnutrition rates, but due to inadequate facilities, providing daycare for children has not been possible. Meanwhile, the customs and conditions of the local people regarding childcare and meals are not yet sufficient. Some schools have not been provided with the required outdoor equipment and toys for children... Although 19 out of 21 communes and towns in the district have basically met the standards for universal preschool education for 5-year-olds, many schools still lack certain criteria, especially toilets and clean water systems...

Acknowledging the efforts of Ky Son district in implementing the preschool education universalization project for 5-year-old children, the delegation from the Provincial People's Council also shared the specific difficulties faced by this mountainous, remote, and ethnic minority district. They requested the district to focus on integrating resources, programs, and projects, and to develop solutions to overcome difficulties, especially regarding school infrastructure, clean water facilities, and addressing inadequate sanitation in schools and school branches. They also emphasized the importance of effective communication, mobilization, and accurate surveys to ensure a high enrollment rate. Furthermore, they directed the Party Committee, government, and relevant departments and organizations within the political system to coordinate efforts in ensuring sustainable preschool education universalization for 5-year-old children. The delegation also received the district's recommendations to report to the Provincial People's Council, the Provincial People's Committee, and relevant departments for resolution.
