Aspirations are not personal
(Baonghean) - At the regular meeting of the Government held on the last day of the historic month of August, it is unclear whether it was intentional or not, the Prime Minister spoke up to emphasize the spirit of "words go hand in hand with actions" and asked members of the Government to focus on discussing whether the apparatus is really moving, is oriented towards the people and businesses, and is creating development or not.
The reason for saying so is that at the beginning of this September, the first worker-peasant state in Southeast Asia has gone through 71 years of struggle, training and maturity. And the unchangeable purpose of that state has always been “by the people, of the people and for the people”. Naturally, the government in that regime also takes the purpose of serving the people as the top priority.
The Prime Minister said that, probably with the intention of both recalling history and reminding members of the Government apparatus to thoroughly grasp and consistently implement that purpose. Especially in the current period, when a large number of cadres and party members show signs of political and moral degradation, declining prestige, and even degeneracy in quality and capacity, including those holding leadership and management positions, seriously affecting the collective prestige and trust of the masses.
In the Government apparatus, the majority of cadres and party members, of course, are not outside of that general situation. The degradation will cause the purpose of serving the people to be affected in a direction contrary to the original purpose, which is instead of serving the people, sometimes forcing the people to follow their will and serve them. That phenomenon, although not common, is not rare and is causing bad consequences for the overall socio-economic development of the whole country and personal suffering when unfortunately "caught" in the degradation of elements in the public apparatus at all levels.
Such a decline will drag down development, making it difficult for the country to progress quickly, strongly, and steadily as expected. Excluding the plots of incitement and slander against the regime by hostile elements, the articles in online newspapers and social networking sites warning about the slow development and being inferior to weak countries in the region such as Laos and Cambodia in some aspects are not without basis. Once those in the apparatus do not work for the common goal but only for themselves, their aspirations will only stop at the words of personal glory and wealth, ignoring and taking lightly the common development of the nation and people.
That is why the Prime Minister suggested that “Our entire system must have the aspiration to change the situation and meet the people’s aspirations”. This is also an urgent requirement in a situation where the stagnation of the apparatus at all levels has not been completely overcome. Stagnation is a manifestation of a lack of aspiration and a lack of will to rise up. Even if people have the will and aspiration to rise up, if the apparatus of public agencies does not share that aspiration, they will not make efforts, will not create conditions, and will even have policies and strategies that hinder the realization of those aspirations.
Therefore, those in the apparatus must have the aspiration to create change. Turn that aspiration into specific policies, actions and deeds in life. Thereby, stimulating and fanning the aspiration to change the situation in a positive direction in each citizen. Let them join together to turn those great aspirations into reality. And as the Prime Minister assessed: the good news is that the atmosphere of production, business, social trust, and market trust has been restored in a very important step, in which many provinces and cities have promoted investment, reformed, and created all conditions for production and business development. Localities have clearly demonstrated their determination to make their provinces no longer poor and not dependent on budget subsidies. That is a manifestation of the aspiration to change the situation.
That aspiration of the whole system is also the aspiration of all people. Because who doesn't want to change the situation so that the country can develop more and more, and life in all aspects can be improved and enhanced? That aspiration is not the property of any individual.
