New momentum after the grassroots-level congress

(Baonghean) - By this time, the Party congresses at the grassroots level in communes, wards, and towns have been basically completed. Immediately after the successful congresses, localities quickly stabilized their organizations and apparatuses, and developed action programs to put the congress resolutions into practice.

Assigning tasks

Hung Tien Commune was one of four units selected by the Nam Dan District Party Committee to hold a pilot grassroots-level Party congress in early April 2015. Immediately afterwards, the new Party Committee promptly reorganized its structure, assigned specific tasks to the members of the Executive Committee, and proposed personnel to fill key positions in the People's Council and People's Committee. The Commune Party Committee also developed and promulgated the working regulations for the entire term of the Executive Committee and the Party Committee's Inspection Committee, emphasizing the principle of "collective leadership, individual responsibility," and assigning each member of the Standing Committee and the Executive Committee of the Party Committee to be responsible for specific sectors, fields, and organizations.

Comrade Nguyen Dinh Viet, Secretary of the Commune Party Committee, said: To strengthen grassroots leadership and bring the policies and resolutions of the commune Party Committee and higher levels into practice, the Party Committee stipulates that at least one day a week, members of the Executive Committee must go down to directly supervise the Party branches, hamlets, and units under their responsibility; and at least once a quarter, they must attend Party branch meetings as assigned by the Standing Committee to both lead, guide, and orient the Party branches, and at the same time identify emerging issues for timely handling... According to the report of the Nam Dan District Party Committee, as of June 10th, 35 out of 63 grassroots Party organizations in the district have completed their congresses and are implementing post-congress work as required and on schedule.

In Nam Can, a border commune in Ky Son district facing many difficulties, the Party Congress for the 2015-2020 term was successfully held, and the results were approved at the end of May. Currently, the commune Party Committee is developing specific working regulations. Comrade Va Lia Nenh, Secretary of the commune Party Committee, said: “The development of working regulations clearly defines the responsibilities and powers of the Party Committee Executive Board, the Standing Committee, the Party Committee Secretaries, the Deputy Secretaries, and the Party Committee members. At the same time, it highlights the working relationship of the Party Committee and the Standing Committee with the entire political system, as well as the specific working procedures. From there, we are focusing on developing action programs, issuing resolutions and projects to quickly and effectively achieve the goals set out in the commune Party Congress resolution.” To date, all 55 grassroots Party organizations under the Ky Son District Party Committee have completed their congresses and received approval from the District Party Committee. Comrade Nguyen Trong Ky, Head of the District Party Committee's Organization Department, stated: "According to the plan, in June, the subordinate Party committees must proceed with developing working regulations and action programs to implement the congress resolutions."

Following the Party Congress, stabilizing the organizational structure and assigning specific responsibilities to members of the new Executive Committee plays a core role in promoting the comprehensive leadership role of the Party committees at the grassroots level. In this spirit, members of the Party committees and branches need to actively promote a sense of responsibility, strengthen confidence, and create new momentum and enthusiasm to implement the resolutions. Alongside stabilizing the organization and personnel of the Party committees, People's Councils, People's Committees, the Fatherland Front Committee, and other mass organizations within the political system, Party committees should focus on doing a good job in ideological work and resolving the policy issues for cadres who are not old enough to be re-elected according to regulations.

Stay focused on the objectives of the term.

In Thanh Tien commune (Thanh Chuong district), the direction of developing action programs and implementation plans for the new term's Party Congress Resolution has been specifically assigned to various organizations and associations. The core of this is the action program of the local government, commune-level departments and agencies, and Party branches. During this process, the Party committee has intensified propaganda efforts to create consensus among the people. Comrade Nguyen Van Loan, Secretary of the Commune Party Committee, stated: Although after the Congress, the grassroots Party committees were busy with many tasks, simultaneously harvesting the spring crop and directing summer-autumn production under conditions of intense heat and drought, the Party committee, guided by the principle of creating a vibrant atmosphere to bring the resolution into life, focused on directing the local political tasks.

Specifically, all necessary conditions were created for the Venture (Netherlands) Export Garment Factory Project to complete its final construction items and begin operation on September 2, 2015. The people's contributions were mobilized to build 3/5 km of asphalt road as planned for 2015. Based on the action program implementing the Party Congress resolution, various organizations and associations have participated, such as: the Farmers' Association with a program to build 1,000 household waste pits; the Women's Association undertaking the collection and processing of household waste in residential areas; and the Youth Union undertaking the collection and processing of waste in the fields. The commune is also in the process of constructing the commune's office building; and approving the plan to build the commune's stadium...

In Nghia Son commune (Nghia Dan district), one of the Party committees selected to hold a pilot grassroots-level congress, the commune's Party Committee issued Resolution No. 01 on Party member development in the new term to strengthen the leadership role in identifying, nurturing, and admitting new Party members. This demonstrates the high political determination of the entire Party committee to achieve the target set by the commune's Party congress resolution: to admit 25-30 new Party members throughout the term. In addition, the Party Committee is developing two projects on building a strong military and police force and developing trade and services. These projects are closely aligned with the main goals of the new term.

Comrade Tran Dang Huy, Secretary of the Commune Party Committee, said: “The issuance of resolutions and plans was carefully considered by the Party Committee and involved a high level of collective intelligence, based on closely adhering to the objectives of the commune's Party Congress resolution. We actively implemented them from the beginning of the term to create momentum and determination for the entire Party Committee and people in the commune.” By the end of May, all Party Committees and branches under the Nghia Dan District Party Committee had completed their congresses, and by June 9th, the District Party Committee had approved the congress results. The Standing Committee of the District Party Committee also issued a directive instructing grassroots Party organizations to actively carry out post-congress steps according to the correct procedures, quickly and effectively.

Party congresses at all levels are major political events, demonstrating democracy and bringing together the best and wisest members of the party to lead localities and units in the next five-year term. The demands placed upon them require comrades in the new party committees and the entire party organization to have a strong proactive spirit, avoiding any complacency after the congress. This will enable them to lead the implementation of local tasks, creating new momentum and enthusiasm for cadres and the people in the coming period.
