In Nam Can, a border commune with many difficulties in Ky Son district, the Party Congress of the commune for the 2015-2020 term was successful and the decision to approve the results of the congress was made at the end of May. Up to now, all 55 grassroots party organizations under the Ky Son District Party Committee have completed their congresses and received approval from the District Party Committee. After the Party Congress, stabilizing the apparatus and assigning specific responsibilities to comrades in the new Executive Committee plays a core role, promoting the comprehensive leadership role of the Party Committee at the grassroots level. In that spirit, comrades in the Party Committee and Party Cell need to actively promote a sense of responsibility, strengthen trust, create new motivation and momentum to bring the resolution into life. Along with stabilizing the organization and personnel of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and organizations in the political system, Party Committees need to focus on doing a good job of ideological work, resolving policies for cadres who are not old enough to be re-elected according to regulations.

In Thanh Tien commune (Thanh Chuong), the direction of building an action program and a plan to implement the Resolution of the new term congress was specifically assigned to organizations and unions. In Nghia Son commune (Nghia Dan), one of the party committees selected to organize a model congress at the grassroots level, the Party Committee of the commune has issued Resolution No. 01 on developing party members in the new term to strengthen the leadership role in discovering, training and recruiting new party members. This demonstrates the high political determination of the entire party committee to realize the target set by the resolution of the commune party congress of recruiting 25-30 new party members during the entire term. In addition, the Party Committee is developing two projects on building a strong military and police force and developing trade and services. These are projects closely linked to the main goals of the new term.

Comrade Tran Dang Huy, Secretary of the Commune Party Committee, said: “The issuance of resolutions and projects was carefully considered by the Party Committee and focused on collective intelligence on the basis of closely following the objectives of the resolution of the Commune Party Congress. We actively implemented it right from the beginning of the term to create momentum and determination for the entire Party Committee and people in the commune.” By the end of May, all Party Committees and Party cells under the Nghia Dan District Party Committee had completed the organization of the congress and on June 9, the District Party Committee approved the results of the congress. The Standing Committee of the District Party Committee also issued a notice directing grassroots Party organizations to actively carry out the steps after the congress in accordance with the process, quickly and effectively.

Party congresses at all levels are major political activities, demonstrating democracy, gathering the elite and intelligence of the Party to lead localities and units in the next 5-year term.
